City of Mt. Vernon City Council met Aug. 19.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, August 19, 2019 at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.
Mayor John Lewis called the meeting to order at 7:00 pm.
Pastor Kent Jackson from the Family Life Church gave the Invocation.
The Pledge of Allegiance was recited.
ROLL CALL
Roll call showed present: Council Member Ray Botch, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Jim Rippy.
PRESENTATION OF JOURNALS
The Journal for the August 5 , 2019 Regular City Council Meeting was presented for approval.
Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Rippy.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE
The Consolidated Vouchers for Accounts Payable were presented to Council for approval.
Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,718,017.45. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Rippy.
BIDS AND QUOTES
City Manager Mary Ellen Bechtel presented the bid results for the Lakeshore Drive Sanitary Sewer CIPP Lining Project. Bechtel explained that this is the first sewer lining project since the Public Utilities Committee was formed. Three bids were received.
SAK Construction, O’Fallon, MO $93,485.00
Skuta Construction, Marion, IL $78,025.00
Visu-Sewer of Missouri, East St. Louis, IL $63,150.00
Jonathan Younger, Assistant Public Works Director, recommended that the project be awarded to the low bidder, Visu-Sewer of Missouri for $63,150.00. Council Member Ray Botch stated that the City will be able to do additional infrastructure work based on the bid received being lower than expected.

CITY MANAGER
City Manager Mary Ellen Bechtel presented a Road Closure Request on December 7, 2019 from 2 p.m. to 8 p.m. on 9th Street between Broadway and Main Streets for Christmas Parade Activities.

City Manager Mary Ellen Bechtel requested permission to seek bids on the Demolition of Twenty- nine (29) Structures. Bechtel explained that this is part of the ongoing program to eliminate dangerous and dilapidated structures. There is $100,000 budgeted for the program to demolish as many structures as possible this year.

City Manager Mary Ellen Bechtel requested permission to waive the bidding requirements on a City Surveillance System, approve a Proposal from PASS Security, and approve the Resolution accepting the Proposal. The proposal includes software and Avigilon Cameras. Several Mt. Vernon residents have requested that the City do something to improve the quality of life in their neighborhoods. They cited gun shooting, burglaries, theft, drugs, large gatherings of people, noise, and acts of intimidation as problems. Bechtel outlined the steps that the City has taken to show the citizens that it cares for their quality of life. The steps are:
1. Staffed and highly trained Police Department
2. Improvement of street lighting
3. Clearing alleyways
4. Vigorously enforcing the Nuisance Ordinances for trash, debris, and noise
5. Demolition Program to eliminate dangerous and dilapidated structures
6. Public surveillance system
Assistant Police Chief Robert Brands explained how they researched the best surveillance system for the City. Pass Security Company was selected based on:
1. Point to point data transfer
2. Expandable system
3. Company that has history and positive references
4. Analytics to assist in identifying issues and speeding up investigations
5. Reliability
6. Security
7. Quick and supportive service
Brand explained that the Avigilon Cameras are owned by Motorola. A lot of the Mt. Vernon Police Department’s Motorola software and systems are run at the Department. Bechtel stated that the City will start with twenty-five cameras. Additional cameras can be easily added. The cost of implementation is $259,000 plus $13,020 annually for the Gold Quality Assurance Program. The City will install its own poles in-house at a cost of $10,000. The first year start up cost totals $282,020. Bechtel explained to stay within budget, it was decided that the City install their own poles instead of using Ameren’s poles.

City Manager Mary Ellen Bechtel requested permission to seek bids for the Installation of 10 MAG Meters to District the City Water System. Bechtel explained that the bid is for installation only. Public Works Director Matt Fauss stated that these meters will be installed in five areas of Mt. Vernon to monitor water being supplied to certain areas of the City. This will help the City pinpoint water leak areas.

CITY ATTORNEY
Corporation Counsel Bill Howard presented for First Reading an Ordinance Amending Article 11, Section 11.16, Video Gaming Terminals. City Manager Mary Ellen Bechtel explained that the State of Illinois updated their Video Gaming Program and this revision will change the City’s Ordinance to mirror the State rules. Key changes allow for six video gaming terminals at establishments and ten video gaming terminals at Licensed Large Truck Stop Establishments.
Council Member Donte Moore motioned to suspend the rules on voting on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Rippy.

Corporation Counsel Bill Howard presented for Council’s consideration a Resolution Approving a Proposal from Heneghan and Associates, P.C. for the Final Engineering Services for the 2020 IEPA Funded Sewer Project of the City of Mt. Vernon. Council Member Ray Botch explained that this is a very comprehensive project. It is possible that the City may eliminate one force main, use gravity sewer at the Sewer Treatment Plant, and avoid one railroad underpass. City Manager Mary Ellen Bechtel stated this is the City’s second application to IEPA for the sanitary sewer system. The Wagner Force Main Replacement and Mid-town Sewer Rehabilitation is part of this project along with cured in place pipes (CIPP) and pipe repairs and replacement. Heneghan’s engineering services and IEPA Application are planned to be completed by the end of January 2020. The quality-based selection was used to select Heneghan and Associates, P.C. The fixed fee for the design services is $125,840 and the time/materials services is $119,482 for a total estimated cost of $245,322. Engineering costs will be included in the IEPA Application as reimbursable.

Mayor John Lewis reminded seniors to attend Ameren’s presentation and luncheon tomorrow at 11:30 a.m. at the DoubleTree Inn. Ameren will provide information on how to lower utility costs.
CITY COUNCIL
Council Member Donte Moore reported that the Linola Spann’s Backpack Giveaway Party August 10th was a huge success. Mrs. Spann thanked the City and community for their support.
