City of Mt. Vernon City Council met Dec. 18.

Here is the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, November 18, 2019 at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.

Mayor John Lewis called the meeting to order at 8:24 p.m. The Regular City Council Meeting was delayed due to the Public Hearing on Truth in Taxation which was held at 6:30 p.m.

Council Member Mike Young gave the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the November 4, 2019 Regular City Council Meeting was presented for approval.

Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

No comments were heard.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,706,092.36. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented the Bid Results for Two Dump Trucks for the Public Works Department. Three (3) companies submitted five (5) bids and none of the companies met bid specifications.

Fleet Services Director Mike Shannon recommended that the bid be awarded to Truck Center Inc. for two dump trucks in the amount of $179,586.00. The first specification not met was the 2,000 lb. overload springs on the front axles. They remedied this by using parabolic springs with a weight rating to match the front gross axle weight rating. The second specification not met was the air compressor supply which was 1.3 cubic feet per minute less than the specification. Council Member Ray Botch stated that he has a problem whenever bids cannot be meet the specifications. The specifications should be written so that they can be met. Shannon explained that some of the specifications were not met by some bidders, but met by other bidders. Botch asked why all specifications were not met. Shannon stated that it has been over thirty-five years since dump trucks were bid and most of specifications used were from the State of Illinois.

Council Member Donte Moore motioned to accept the bid from Truck Center Inc. for two dump trucks in the amount of $179,586.00. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, Young, and Lewis. No: Botch.

CITY MANAGER

City Manager Mary Ellen Bechtel presented for Preliminary and Final Subdivision Plat Approval for property located at 1300 Park Avenue. The petitioner is MCS Enterprises. The Planning and Zoning Commission approved this request. Kyle Lansdowne from Round Table Design explained that the property owners (Carey Lipps and Mike Bevis) desire to divide the property in half between them.

Council Member Ray Botch motioned to approve the Preliminary and Final Subdivision Plat for property located at 1300 Park Avenue. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

City Attorney David Leggans presented for First Reading an Ordinance Authorizing the Sale of Municipal Real Property. City Manager Mary Ellen Bechtel explained that the City owns 1007 Pace which is located within the FEMA Flood Plain. An offer from the adjoining property owner (Kathleen Shelton) at 1009 Pace offered to purchase 1007 Pace for $500.00 for the purpose of enlarging the yard area of 1009 Pace. The new owner will not be allowed to build anything on the property because it is located in the Flood Plain.

Council Member Donte Moore motioned to suspend the rules on voting on an Ordinance. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis. Council Member Donte Moore motioned to approve Ordinance #2019-47, an Ordinance Authorizing the Sale of Municipal Real Property. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented for First Reading an Ordinance Concerning the Levy and Collection of Taxes for the City of Mt. Vernon, Illinois for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020. First Reading was held.

City Attorney David Leggans presented for Council’s consideration a Resolution Authorizing a Line of Credit with Banterra Bank to Provide Overdraft Protection with Regard to the City of Mt. Vernon’s Banking Services. City Manager Mary Ellen Bechtel explained that this was included in Banterra Bank’s services. She said this is a good cushion for the City’s Working Fund Balance and managing the other City funds.

Council Member Joe Gliosci motioned to approve the Resolution Authorizing a Line of Credit with Banterra Bank to Provide Overdraft Protection with Regard to the City of Mt. Vernon’s Banking Services. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented for Council’s consideration a Resolution to Approve the Assignment of RAM Property Development LLC, Granada Theatre Series Tax Increment Financing (TIF) Interest to Legence Bank. City Manager Mary Ellen Bechtel explained that RAM Property desires that the TIF funds be sent directly to Legence Bank.

Council Member Ray Botch motioned to approve the Resolution to Approve the Assignment of

RAM Property Development LLC, Granada Theatre Series Tax Increment Financing (TIF) Interest

to Legence Bank. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Abstain: Gliosci.

MAYOR

Mayor John Lewis advised the public that the Jefferson County Historical Society is selling tickets for their chocolate event.
