Mount Vernon City Schools District 80 Board of Education met Oct. 21.

Here is the minutes provided by the board:

The Mount Vernon City Schools, District 80 Board of Education met in a regular meeting on Monday, October 21, 2019, at the Board of Education Office, 2710 North Street, Mt. Vernon, Illinois, at 6:00 p.m. President, Matt Reynolds called the meeting to order at 6:00 p.m. The following board members answered roll call: Brian Blok, David Edwards, Merle Hollmann, Cleo Holt, Kent Jackson, Alice Martin and Matt Reynolds. Absent: None. Also present were April Herteinstein - JLB Counselor, Students from JLB for Red Ribbon Presention (Caleah Burns, Carter Burns, Krisha Patel, LeZarion Roberson, Addison Kelley, and Wren Bathon), parents and family members of the JLB students, Amy Spotanski - Business Manager for D80, Lori Given - Principal at Dr. Andy Hall Early Education Center, Susan Staples - Assistant Principal at Dr. Andy Hall Early Education Center, Emily Tynes - Krehbiel and Associates, Valerie Zgonina - MEA Union President, Superintendent Aletta Lawrence, Assistant Superintendent Ryan Swan, and Connie Knowles, recorder.

AUDIENCE TO VISITORS 

President Reynolds asked if anyone would like to speak to the Board. No one came forward to speak.

RED RIBBON PROCLAMATION 

Students from J.L. Buford Intermediate Center attended the meeting and read the Red Ribbon Proclamation in observance of Red Ribbon Week, October 23rd - October 31st. Students participating were Caleah Burns, Carter Burns, Krisha Patel, LeZarion Roberson, Addison Kelley, and Wren Bathon. April Hertenstein, Counselor at JLB, attended with the students and gave a report on what J.L. Buford students and students at other schools in the district will be doing to support Red Ribbon week and pledge to be drug free.

CONSENT AGENDA 

President Reynolds stated that the following items have been placed on the Consent Agenda: Minutes of September 16, 2019 Board Meeting and corrected closed session minutes from August 12, 2019; Approval of Bills, Treasurer's report; Budget Report; Closed Session Minutes; Principal Appreciation Day (October 2019); Supervisor Appreciation; and Head Start - Approval Sought for - Updated ERSEA Plan, Updated Family Engagement Plan, and Updated Monitoring Plan.

Motion by Holt, second by Blok to approve the items under Consent Agenda, as presented.

Roll Call:

Ayes - Holt, Blok, Hollmann, Martin, Jackson, Edwards, and Reynolds. 

Nays - None. Absent - None. Motion carried.

At this time, the order of the agenda was changed.

NEW BUSINESS

AUDIT BY KREHBIEL AND ASSOCIATES 

Mrs. Emily Tynes, partner of Krehbiel and Associates presented a review of the 2018 audit conducted at District 80 by her firm. Ms. Emily Tynes and Ashli Caronongan of Krehbiel and Associates, met with Mrs. Lawrence, Mrs. Spotanski, Mr. Merle Hollmann, and Mr. Cleo Holt on October 9, 2018 and presented to them the full audit report.

Mount Vernon City Schools, District 80 – Regular Meeting Board Minutes October 21, 2019

Mrs. Tynes reported they had audited the financial statement of Mount Vernon City Schools, District 80 as of and for the year ended June 30, 2018. No significant findings were reported.

Motion by Edwards, second by Hollmann to approve the FY2018 audit, as presented.

Roll Call:

Ayes - Edwards, Hollmann, Holt, Jackson, Blok, Martin, and Reynolds. 

Nays - None. Absent - None. Motion carried.

Board Member Merle Hollmann left the meeting at 6:43p.m.

At this time, the agenda was returned to normal order.

SUPERINTENDENT'S REPORT

PRINCIPAL REPORT - DR. ANDY HALL EARLY EDUCATION CENTER 

Superintendent Lawrence introduced Ms. Lori Given, Principal of Dr. Andy Hall Early Education Center, and Mrs. Susan Staples, Assistant Principal of Dr. Andy Hall Early Education Center.

Principal Lori Given and Assistant Principal Susan Staples gave a report on the Dr. Andy Hall Early Education Center.

HEAD START UPDATE 

The Head Start Program update was given by Dr. Andy Hall Principal, Lori Given. Highlights for the Head Start program included ERSEA, Social Services, Family Service Specialists, School Readiness and Data Collection, Mental Health, Disabilities, Education, and Program Management. October activities include Pumpkin Patch Field Trips, Dental Safari visits, Conscious Discipline Parent Group meeting, Red Ribbon Week, Fire Trucks and Fire Safety and Fall Party. The Policy Council and Governing Board Training is scheduled for October 3rd.

STATE PAYMENTS 

Superintendent Lawrence reported the state currently owes the District $568,202.71.

BOARD CORRESPONDENCE 

IASB thank you to the board for the receipt of membership dues for 2019-2020 was shared with the board.

Laura Warren of Durham Bus arrived at the meeting at 6:45 p.m.

At this time, the order of the agenda was changed.

AUDIENCE TO VISITORS

Due to Ms. Warren joining the meeting, President Reynolds offered an audience to visitors again, asking if anyone would like to speak to the Board. Ms. Warren spoke to the board regarding the pending bus contract extension and bus tracking App that Durham Bus has been working to facilitate with the District.

At this time, the agenda was returned to normal order.

IMPROVEMENT PROCESSES 

Work plans for IBAM (Illinois Balanced Accountability Measures) for school improvement process FY20 were presented to the board for Dr. Nick Osborne Primary Center, J.L. Buford Intermediate Center, and Zadok Casey Middle School.

CLOSED SESSION 

Motion by Blok, second by Jackson, to go into closed session for the purposes of hearing information regarding appointment, employment, compensation, discipline, performance or dismissal of specific employees (5 ILCS 120/2(c)(1)), The placement of individual students in special education programs and other matters relating to individual students (5 ILCS 120/2(c)(10)), and to discuss pending litigation pursuant to Section 2(c)(11) of the Illinois Open Meetings Act (5 ILCS 120/2(c)(11)).

Roll Call:

Ayes -Blok, Jackson, Martin, Holt, Edwards, and Reynolds. 

Nays - None. Absent - Hollmann. Motion carried.

The Board adjourned to closed session at 7:21 p.m.

OPEN SESSION The Board returned to open session at 10:04 p.m.

Motion by Martin, second by Blok, to employ the following classified personnel, as presented.

Linda Holmes as Individual Aide at Zadok Casey Middle School ontingent upon successful completion of a background check, submission of transcripts, submission of a physical and TB test. Angela McPheeters as Early Childhood Individual Aide at Dr. Andy Hall Early Childhood Center contingent upon successful completion of a background check, approval of Policy Council, submission of transcripts, submission of TB test and physical.

Chanelle Hayes as Individual Aide at Dr. Nick Osborne Primary Center contingent upon successful completion of a background check, submission of transcripts, submission of a physical and TB test. Lauren Crippen as Early Childhood Individual Aide at Dr. Andy Hall Early Education Center contingent upon successful completion of a background check, approval from Policy Council, submission of transcripts, submission of a physical and TB test. Rita Poore as Early Childhood Individual Aide at Dr. Andy Hall Early Education Center contingent upon successful completion of a background check, approval from Policy Council, submission of transcripts, submission of a physical and TB test. TRANSFERS 

Motion by Holt, second by Blok, to approve the transfer of the following classified personnel, as presented.

Scott Williams from Assistant Principal at Zadok Casey Middle School to Principal at Zadok Casey Middle School effective August 2020 with a 2 year contract. Pam Burns from Teacher at J.L. Buford Intermediate Education Center to Assistant Principal at Zadok Casey Middle School effective August 2020 with a 2 year contract, contingent upon obtaining General Administrative Licensure. Tanya Williams from Individual Aide to Program Aide at Dr. Nick Osborne Primary Center. Latasha Mitchell from Individual Aide at Zadok Casey Middle School to Individual Aide at Dr. Nick Osborne Primary Center, Brianna Tackitt from Individual Aide to Program Aide at Dr. Nick Osborne Primary Center.

Motion by Blok, second by Martin, to accept the following resignations as presented.

Cala Confer as Early Childhood Individual Aide at Dr. Andy Hall Early Education Center effective 9/16/2019. Cynthia Welch as Individual Aide at Dr. Nick Osborne Primary Center effective 10/15/2019.
