Rome Community Consolidated School District 2 Board of Education met Dec. 17.

Here is the minutes provided by the board:

1. The Rome Board of Education Meeting of December 17, 2019, was called to order by President Amanda McKee with the roll call at 6:00 p.m.

2. Roll Call: John Burkett: Present                             Wes Schumm: Present

                   Steve Down: Present                              Kelly Tinsley: Present

                   Michael Kroeschen: Absent                    Aaron Woodrome: Present

                   Amanda McKee: Present

Also in attendance were Jake McCann representing Baysinger Architects, Teachers Meredith Fox, Krista Jackson, Stacie Woodrome, and Becky Zinzilieta, Superintendent Candidate Stephen Phillips, Principal Sarah Mellott, Superintendent Erik Estill, and Recording Secretary Mary Beth Voss.

3. A motion was made by Steve Down and seconded by Burkett to approve the November 19, 2019, November 16, 2019 (special), and November 27, 2019 (special), Board Meeting Minutes as written.

The motion was approved.

4. A motion was made by Wes Schumm and seconded by Steve Down to approve the November 2019, Financial Report as presented.

5. A motion was made by Kelly Tinsley and seconded by Steve Down to approve the payment of the November bills in the amount of $123,417.07.

6. A motion was made by Wes Schumm and seconded by John Burkett to approve the repayment of the Revolving Fund in the amount of $2,316.97.

7. Recognition from Employees and Public

None.

8. Unfinished Business

a. Review Playground Renderings from Baysinger Architects, Marion IL.

Jake McCann, Baysinger Architects, provided playground renderings for review by the board. He discussed several options to bring the playground up to code and shared information about what is needed to make the playground A.D.A. (American with Disabilities Act) compliant. Board members asked several questions and agreed that more information is needed and further discussion would take place at the January meeting.

9. New Business

a. A motion was made by Steve Down and seconded by John Burkett to authorize the Superintendent to apply for the FY 2020 Round I School Maintenance Grant (SMPG).

b. Superintendent Estill stated he received a request from a parent to add a second grade co-ed basketball league at Rome. After board members discussed the request, no action was taken on the topic.

Michael Kroeschen entered the meeting at 6:39 p.m.

c. Board members Burkett, Kroeschen, McKee, Schumm, Tinsley, and Woodrome attended the Joint Annual Conference in Chicago held November 22-24. Each shared information on the various sessions they attended. Board members extended their appreciation for the opportunity to attend and stated they learned a great deal in the sessions they attended.

d. A motion was made by Steve Down and seconded by John Burkett to approve the continuance of Cary’s Lawn Service as our snow removal company to plow and salt the parking lots at a rate of $300.00 per plow and $25.00 per bag of calcium chloride used.

e. A motion was approved by Aaron Woodrome and seconded by Wes Schumm to approve the renewal of our Thrillshare subscription with Apptegy, Little Rock, Arkansas, for the period of 12/16/19 through 12/16/20, at a cost of $3,594.00.

f. A motion was made by Michael Kroeschen and seconded by Aaron Woodrome to adopt the 2019 property tax levy and file the “Certificate of Tax Levy” and “Truth in Taxation Certificate of Compliance” with the Jefferson County Clerk.

g. A motion was made by John Burkett and seconded by Steve Down to adjourn to closed session to consider employment, compensation, performance, or potential legal matters.

The motion was approved. Time: 7:05 p.m.

A motion was made by Aaron Woodrome and seconded by Kelly Tinsley to return to open session.

The motion was approved. Time: 7:15 p.m.

h. A motion was made by John Burkett and seconded by Kelly Tinsley to approve five (5) paid holidays: New Year’s Day, Christmas Day, Labor Day, President’s Day, and Thanksgiving Day for the nurse and cafeteria staff, effective the first payroll of January 2020.

i. A motion was made by Michael Kroeschen and seconded by John Burkett to approve a two- year contract with Stephen Phillips as the new Rome Superintendent, effective July 1, 2020.

10. Superintendent’s Report

a) Annual Health/Life Safety Inspection of January 22, 2020

Superintendent Estill stated the inspection will take place in January and he does not anticipate any problems. No compliance issues have been sited over the past few years.

b) Student and Staff Recognition None.

c. Miscellaneous Items

Superintendent Estill stated he met with Athletic Director Angie Courtright regarding the possibility of adding golf to our athletic offerings. A survey taken last year indicated that 7 students were interested in golf. Only 7th and 8th grade students may participate. The board asked Mr. Estill to provide more information on the fees, scheduling, etc. Michael Kroeschen offered to help with a golf program. Mr. Estill stated the Intent to Play card is due by June 15.

g. Board President Comments

President Amanda McKee reminded members that birthday cards are given to employees during the month of their birthday and she requested board members sign the cards for January. She announced that Michelle Mellott was selected as the Extraordinary Employee of the Month.

11. A motion was made by John Burkett and seconded by Steve Down to adjourn the meeting at 7:30 p.m.
