City of Mt. Vernon Regular City Council met Feb. 3.

Here is the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, February 03, 2020 at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.

Mayor John Lewis called the meeting to order at 7:00 p.m.

Father Bill Howard of Trinity Episcopal Church gave the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journals for the January 21, 2020 Regular City Council Meeting and January 24, 2020 Budget Workshop Meeting were presented for approval.

Council Member Joe Gliosci motioned to approve the Journals as presented. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

No comments were heard.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $629,838.39 Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

Regular City Council Meeting Monday, February 03, 2020

City Manager Mary Ellen Bechtel requested permission to go out to bid on Engineering Services for the Sewer Relocation on Fountain Place. Bechtel explained that Jung Trucking is developing a new project in the Industrial Park on State Route 37 South and the sewer line needs to be relocated away from the property.

Council Member Ray Botch motioned to grant permission to go out to bid on Engineering Services for the Sewer Relocation on Fountain Place. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to go out to bid on Phase II of the CDBG Water Lines. Bechtel explained that the CDBG Grant is the grant from the Revolving Loan Fund. The water lines will be located on 12th Street (Maple to Main), Casey Avenue (5th Street to 1st Street), Perkins Avenue (10th Street to Shawnee), Harrison Street (10th Street to the end heading east), and 7th Street (Railroad Tracks to Maple Avenue). The water lines to be replaced total over 13,500 linear feet. Council Member Donte Moore asked if all of the Revolving Loan Funds will be exhausted after this project. Bechtel stated that the City has a second grant for the overlay of 12th Street. This project is Phase II of the first grant.

Council Member Ray Botch motioned to grant permission to go out to bid on Phase II of the CDBG Water Lines. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission for the Consent of Assignment for a Miller Lake Lease Agreement for Michael and Alania Gerke. The Consent of Assignment transfers the Lease Agreement dated October 21, 2002 between the City of Mt. Vernon, Illinois as Lessor and Donald L. Beckman and Joan M. Beckman as Lessee, less that part assigned to Nobel Y. Dowell, Jr. and Julie Gieselman by Partial Assignment dated August 24, 2016, to Michael Gerke and Alania Gerke.

Council Member Donte Moore motioned to grant permission for the Consent of Assignment for a Miller Lake Lease Agreement for Michael and Alania Gerke from the Beckman’s. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to go out to bid for the Demolition of Nine Houses in the Flood Plain Buyout Area. Bechtel reported that the State of Illinois has completed and finalized the City’s purchase of nine of the seventeen homes in the Flood Plain Buyout Area. This will allow the City to proceed with the demolition of the nine houses, reclaim the property, and submit the bills for reimbursement. Work on the remaining eight houses will continue.

Council Member Joe Gliosci motioned to grant permission to go out to bid for the Demolition of Nine Houses in the Flood Plain Buyout Area. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

Corporation Counsel Bill Howard presented for First Reading an Ordinance Amending Article 21, Section 21-126.11B (1) Freestanding Signs of the Revised Code of Ordinances. City Manager Mary Ellen Bechtel explained that this amendment would allow a site of ten acres or more and having more than nine hundred continuous lineal feet of street frontage, may in lieu of placing multiple free standings within the nine hundred feet place a single free standing sign twice the applicable size.

Council Member Donte Moore motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Council Member Donte Moore motioned to adopt Ordinance #2020-02, an Ordinance Amending Article 21, Section 21-126.11B (1) Freestanding Signs of the Revised Code of Ordinances. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Corporation Counsel Bill Howard presented for First Reading an Ordinance Authorizing the Sale of Municipal Property. City Manager Mary Ellen Bechtel explained that the telephone equipment removed when the City upgraded its telephone system is no longer necessary.

Council Member Ray Botch motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Council Member Ray Botch motioned to adopt Ordinance #2020-03, an Ordinance Authorizing the Sale of Municipal Property. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

Regular City Council Meeting Monday, February 03, 2020

Mayor John Lewis urged everyone to be counted in the 2020 Census. He stated that in 2010, the area was under counted resulting in Jefferson County losing about $7 million in federal funding over the past ten years.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

Horton Petties asked questions about the 12th Street water main replacement and overlay project. He asked if Perkins Avenue will be resurfaced. City Manager Mary Ellen Bechtel replied that the City is in the midst of the budget process and it is uncertain if Perkins Avenue will be included.

EXECUTIVE SESSION

No Executive Session was held.

Council Member Mike Young motioned to adjourn. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

The meeting was adjourned at 7:15 p.m.
