City of Mason City Council met Jan. 27.

Call to order by Mayor Bruce Lowe
Council members physically present were Dan Mason, Gerald Mahin, Kevin Snyder, Jim Miller, and Julie Mize. Alderman Francis arrived at 7:20 P.M.... Also present were Treasurer Mike Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon, Chris Whitsel, Doug Adams, Josh Shugart and Wendy Martin.
Chairman declared quorum present.
Chris Whitsel addressed the Council about an ordinance violation ticket he received. There seems to be some confusion regarding the ticket, as it was the second one issued and Chris is unsure as to which ticket was filed in with the courts. Assistant Chief Donovan will look into the matter.
Doug Adams approached the Council regarding building a shipping container home. He handed out a photo of what the dwelling would look like. The home would be a permanent dwelling set on a foundation. He asked if there was any problems, or ordinances against building the home. The ordinance chairman will research the code book to clarify any ordinances regarding building such a structure and the Council will be contact with Mr. Adams in due time.
Josh Shugart from Kerber, Eck & Braeckel reviewed the 2019 audit with the Council. He said the audit went very well with no significant problems or deficiencies.
The minutes of the January 13th, 2020 meeting were approved.
The Council decided to request a waiver regarding the interim financing for the CSO project. Expenses for the project that have already been paid can be applied toward the loan, thus not requiring the interim financing.
The Hideout would like to have a 6th video gaming machine. The state has changed the maximum number of machines from 5 to 6. The Council agreed to amend the city ordinance to allow as many gaming machines as the state allows.
Superintendent Dixon went over a list of dead-end streets that are in need of signs. The Council approved putting up the signs.
Superintendent Dixon inquired as to if the Council wanted to do city clean-up again. The Council agreed it needs to be done again. Mr. Dixon will talk with the disposal company and get a date set up for the cleanup.
R20-07 Alderman Mason moved, seconded by Alderman Miller to approve the minutes of the January 13th regular and executive session meeting.

R20-08Alderman Mason moved, seconded by Alderman Snyder to approve the liquor and gaming licenses for the new owners of SpringHill Petroleum and SpringHill Entertainment.

R20-09Alderman Miller moved, seconded by Alderman Mason to amend the gaming ordinance to allow as many machines as the State of Illinois permits, changing the ordinance from the previous 5 machine maximum.

The Council adjourned into executive session at 7:50 P.M. to discuss 5ILCS ( C) (1 ) ( 6) Property.
The regular meeting commenced at 7:56 P.M.
R20-13Alderman Mason moved, seconded by Alderman Francis to hold firm at the $20,000 previously approved offer to purchase property.
