City of Mason City Council met Jan. 15.

Call to order by Mayor Bruce Lowe
Council members physically present were Dan Mason, Gerald Mahin, Kevin Snyder, Jim Miller, and Julie Mize. Alderman Francis was absent. Also present were Treasurer Mike Griffin, City Clerk Michele Whitehead, Superintendent Wayne Dixon, Officer Todd Simpson and Wendy Martin.
Chairman declared quorum present.
The minutes, bills and treasurer’s report were approved.
A resolution to negotiate and procure loans between the City of Mason City and the Mason City National Bank was reviewed. The loan is not to exceed $500,000 at any one time outstanding.
R20-01 Alderman Miller moved, seconded by Alderman Mason to approve the resolution to negotiate and procure a $500,000 loan between The City of Mason City and The Mason City National Bank.

Nays: None

R20-02 Alderman Mason moved, seconded by Alderman Miller to approve the bills and advanced checks be allowed and warrants drawn for payment. (To be inserted in minute’s book), to approve the Treasurer’s report and minutes of the December 16, 2019 meeting.

Clerk Whitehead spoke with the Council briefly about consent agenda’s. The Council would like to try the consent agenda on a trial basis.
The Mayor spoke briefly about proceeding with the water tower engineering. Perhaps there are some grants and other opportunities the City can research. The Council agreed it was time to proceed with the water tower engineering.
R20-03 Alderman Miller moved, seconded by Alderman Mason to proceed with the engineering of the new water tower.

The CSO/Construction agreement is being prepared by CMT and will need to be signed. The Council agreed to give the Mayor the authority to sign the agreement without any further discussion.
R20-04 Alderman Mason moved, seconded by Alderman Snyder to allow the Mayor the authority to sign the construction agreement without any further Council action.

Superintendent Dixon spoke briefly about the purchase of a new dump truck. The cost is approximately $134,526.00 with plow minus an approximate trade in of $10,500. The Council agreed to proceed with the purchase of the new dump truck.
R20-05 Alderman Miller moved, seconded by Alderman Mason to purchase a new dump truck ant an approximated cost of #134,526.00.

Mattie Nance from Springhill Petroleum attended the meeting regarding new liquor licenses. The matter was tabled until background checks can be done.
The Council briefly discussed the Cannabis laws. The Council will keep resourcing information and have a town wide meeting sometime in the future. They again reiterated that they have not even begun to propose the idea of cannabis farm/shops within the city limits, nor has anyone come to the Council officially requesting such. The Council is simply trying to become educated on the matter.
There being no further business, the meeting adjourned into Executive Session at 7:20 P.M. to discuss
5ILCS (C) (1) (6) Property.
The regular meeting resumed at 7:40 P.M.
R20-06Alderman Miller moved, seconded by Alderman Snyder to offer $20,000 for some property the city is interested in purchasing for possible future expansion of the Public Works facilities.
