Zeigler-Royalton Community Unit School District No. 188 Board of Education met Feb. 24.

The regular meeting of the Zeigler-Royalton Community Unit School District No. 188 Board of Education was held at the Zeigler-Royalton High School Study Hall on Monday, February 24, 2020 at 6:00 p.m.

The meeting was called to order by President, Randy Domineck, who asked for roll call.

ROLL CALL: McElroy-present; Vaughn-present; Domineck-present; Chamness-present; Bush-absent; Olkoski-present; Kirkpatrick-present.

PUBLIC COMMENTS OR CORRESPONDENCE

Mr. Chwarczinski addressed the board with concerns of students walking outside during cold and wet conditions to enter the building in the mornings. It was explained to Mr. Chwarczinki that the doors are locked because of safety concerns.

Received a thank you note from Erica Pulley for the donation made in memory of her grandpa.

A motion was made by Mr. Chamness, seconded by Mr. Olkoski, to approve consent agenda, which includes the approval of the minutes from the previous meeting, treasurer's report, review and payment of bills, eighth grade trip to Six Flags, and use of facilities for Ashley K. Jackson 5K run.

SUPERINTENDENTS REPORT

As most of you have heard last week Governor Pritzker is really trying to sell his graduated income tax initiative. School funding will be wrapped up in the outcome of that vote in two significant ways. The first is Evidence-Based Funding. Gov. Pritzker proposed $350 million additional for EBF, however, $150 million of that amount will be held in reserves and only released if the graduated income tax passes, causing the new tax rate structure to kick in January 1, 2021, bringing with it the additional revenue. That leaves $200 million of new EBF dollars that would be distributed the first half of FY 2021 under Pritzker's budget proposal, primarily to Tier 1 districts and a small number of districts in Tier 2 which we are on the borderline of Tier 2.

The other major area in school funding that will be impacted by the ballot initiative in November is mandated categorical payments. Pritzker's proposal keeps $40 million of the $51.3 million budgeted for categorical payments in reserves. Just like EBF, the reserve dollars would be released in the second half of FY 2021, if the graduated income tax passes in next Novembers elections.

A motion was made by Mr. Chamness, seconded by Mr. Vaughn, to approve high school graduation date for May 8th @ 7:00 P.M.

A motion was made by Mr. Chamness, seconded by Mr. Olkoski, to approve eighth grade graduation date for May 14th @7:00 P.M.

ELEMENTARY/JUNIOR HIGH PRINCIPAL'S REPORT

Parent Teacher-Conferences will take place on the evening of Thursday, March 5 and the evening of Tuesday, March 10. Our 3rd – 8th Grade students will be participating in the Illinois Assessment

ing the week of March 23. The JH Boys and Girls have wrapped up their basketball seasons within the last month and I would like to congratulate them on great seasons.

HIGH SCHOOL PRINCIPAL'S REPORT

We will wrap up the 3rd quarter on March 6. The Girls' Basketball Team wrapped up their season two weeks ago. I would like to congratulate them on a great season and recognize the Elverado School District for the efforts in making our first year of the co-op a huge success. The Boys' Basketball Team opens up regional play tonight at the Steelville Regional. On February 5 Mrs. Stagner took our ACES Team (Formerly WYSE) to their competition at Rend Lake College. Our team placed 3rd overall and we had two students moving on to Sectionals. Those students were Vanessa Coogan who placed 1st in Biology and Juliana Mitchell who placed 1st in English. Congratulations to Mrs. Stagner and all of our students on the great showing. Finally, Parent Teacher-Conferences will take place on the evening of Thursday, March 5 and the evening of Tuesday, March 10.

A motion was made by Mr. Domineck, seconded by Mr. Chamness, to go into executive session to discuss compensation, employment, hiring, termination, of prospective or current employees (personnel), review executive session minutes, professional negotiations, and matters of student discipline, security, and litigation.

ROLL CALL VOTE: McElroy-yes; Vaughn-yes; Domineck-yes; Chamness-yes; Olkoski-yes; Kirkpatrick-yes. Motion Carried.

The Board entered the executive session at approximately 6:11 p.m.

The Board returned from the executive session at approximately 6:40 p.m.

Mr. Domineck, President, asked that the meeting re-convene and asked for roll call.

ROLL CALL: Domineck-present; Chamness-present; Bush-absent; Olkoski-present; Kirkpatrick-present; McElroy-present; Vaughn-present.

PERSONNEL

A motion was made by Mr. Chamness, seconded by Mrs. Kirkpatrick, to approve Hayden Carter as volunteer baseball assistant.

ROLL CALL VOTE: Olkoski-yes; Kirkpatrick-yes; McElroy-yes; Vaughn-yes; Domineck-yes; Chamness-yes. Motion Carried.

A motion was made by Mr. Chamness, seconded by Mr. Olkoski, to approve the retirement of Mary Bagwell effective at the end of the 19-20 school year.

ROLL CALL VOTE: Kirkpatrick-yes; McElroy-yes; Vaughn-yes; Domineck-yes; Chamness-yes; Olkoski-yes. Motion Carried.

A motion was made by Mr. Chamness, seconded by Mr. Vaughn, to approve the resignation of Landon Stewart effective at the end of the 19-20 school year.

ROLL CALL VOTE: McElroy-yes; Vaughn-yes; Domineck-yes; Chamness-yes; Olkoski-yes; Kirkpatrick-yes. Motion Carried.

A motion was made by Mr. Vaughn, seconded by Mr. Olkoski, to approve Mr. Morgan and Mr. Hamilton as interim Elementary/JH principals.

McElroy-yes; Vaughn-yes. Motion Carried.

OTHER BUSINESS

None.

At approximately 6:45 p.m., with nothing further to be brought before the board, a motion was made by Mr. Olkoski, seconded by Mr. Chamness, to adjourn.
