Williamson County Special Education District Executive Board met Jan. 10.

Here is the minutes provided by the board:

Present

Mrs. Kathy Clark, Unit I

Dr. Keith Oates, Unit II

Mr. Derek Hutchins, Unit III

Dr. Terry Ryker, Unit IV

Mr. Keith Liddell, Unit V

Absent

ALSO IN ATTENDANCE:

Jami Hodge, WCES Director

Pat Brown

Chairman Hutchins called the meeting to order at 9:01 a.m.

Roll call was taken with Mrs. Clark, Dr. Oates, Mr. Hutchins, Dr. Ryker, and Mr. Liddell in attendance.

There was no visitor participation.

Mr. Liddell made a motion to approve the minutes of the regular meeting on December 13, 2019, as presented. Dr. Ryker seconded the motion.

Members Clark, Oates, Hutchins, Ryker and Liddell voted “yea”. Motion carried.

Mrs. Clark made the motion to approve the Consent Agenda as presented. Dr. Oates seconded the motion.

Members Clark, Oates, Hutchins, Ryker, and Liddell voted “yea”. Motion carried.

Mr. Liddell made the motion to adopt the board policy updates as presented. Dr. Ryker seconded the motion.

Members Clark, Oates, Hutchins, Ryker, and Liddell voted “yea”. Motion carried.

Dr. Oates made the motion to approve the personnel report as presented. Mr. Liddell seconded the motion.

--Ashley Weber – hire as a paraprofessional for the 2019-2020 school year pending fingerprint verification, TB, physical and finalization of paperwork

--Amanda Bolen – Resignation email dated January 7, 2020 to be effective January 17, 2020

Members Clark, Oates, Hutchins, Ryker, and Liddell voted “yea.” Motion carried.

Dr. Oates made the motion to destroy closed session minutes audio from Jan 2018, Feb 2018, March 2018, April 2018, May 2018, and June 2018. Mrs. Clark seconded the motion.

Members Clark, Oates, Hutchins, Ryker, and Liddell voted “yea”. Motion carried.

Director’s Report:

--Verifying December 1 child count

--SIS information is getting better and fewer errors

--Herrin switched data systems so more errors from them

--Child count number is down except for Crab Orchard

--Districts make referrals

--Restraint and seclusion and time out

--Time out a person remains in the room and unlocked settings

--Behavior intervention rooms can be used to de-escalate a situation

--Rules were broad and vague before. These rules that came out are only temporary. Permanent rules will come out late February or March

--Prone and supine will be the new rule change

--Prone banned in 14 other states

--You can restrain just not face down

--Director Hodge will go to admin meetings if needed

--Documentation required and principals have to sign off on it; however, only sign off if you laid eyes on the student

--Verbal threats are not a reason for restraint

--Excess costs under maintenance. Due January 31 and will extend the deadline

--AFR – Jenny contacts districts and has information ready

--Transportation – no loan for transportation. Last year loan was half a million.

--Illinois Central contract language and training. Bus drivers and aides sometimes have to restrain. CPI for bus drivers and aides may be necessary

--Due to paying in summer, corporate has not wanted to train their drivers/aides

--Initial CPI is a two day training and limits to 20 people at a time

Mr. Liddell made the motion to adjourn the meeting. Dr. Ryker seconded the motion.

Members Clark, Oates, Hutchins, Ryker, and Liddell voted “yea”. Motion carried.

Meeting adjourned at 9:20 a.m.
