City of Mt. Vernon City Council met May 22.

Here is the agenda provided by the council:

The Mt. Vernon City Council met for a Special City Council Meeting at 10:00 a.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Virus quarantine.

Mayor John Lewis called the meeting to order.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

CITY MANAGER

City Manager Mary Ellen Bechtel presented for First Reading an Ordinance Amending Article 16B of the Revised Code of Ordinances (Mount Vernon Pretreatment Ordinance). Bechtel reported that the City has been working with the IEPA to revise this Ordinance. IEPA reviewed and approved the proposed Ordinance. There are not significant changes to the previous Ordinance. Mostly, the proposed Ordinance documents the current practices and policies.

Council Member Ray Botch motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Council Member Ray Botch motioned to adopt Ordinance #2020-17, an Ordinance Amending Article 16B of the Revised Code of Ordinances (Mount Vernon Pretreatment Ordinance). Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented for City Council’s consideration a Resolution Approving the Enforcement Response Plan for the City of Mt. Vernon Industrial Pretreatment Program. IEPA required that the City adopt this Resolution. They reviewed and approved the proposed Resolution. The City always had a plan to enforce the pretreatment requirements, but the plan was not documented.

Council Member Donte Moore motioned to approve the Resolution Approving the Enforcement Response Plan for the City of Mt. Vernon Industrial Pretreatment Program. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented for City Council’s consideration a Resolution Requesting Permission to Enter into Agreements with Greater Egypt Regional Planning and Development. Bechtel explained that this will allow Greater Egypt to administer the Rebuild Illinois Fast Track Program Grants. She stated that recently the State of Illinois announced that $25 million would be set aside for projects which are “shovel-ready”. These projects that would be under construction within 90 days of the grant approval. There is no match required under this grant, only administration costs. She proposed submitting two grant applications. One grant would apply to the reconstruction of South 26th Street ($900,000) and the Potomac Blvd./Davidson Drive connector road ($600,000). Both projects are ready to bid. The second grant would apply to the 2020 Water Replacement Line Project for 26,625 linear feet of line. Even though the City has an application for an IEPA Loan for this project, a grant would be better since there is no City match. Greater Egypt’s administration cost is 10% of the project up to $30,000.

Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented for Council’s consideration a Resolution Approving King City Books’ Application to the State of Illinois for a Community Development Block Grant Program Downstate Small Business Stabilization Grant. Bechtel explained that the application has an amendment that requires King City Books to have an executed and active lease, plus a City of Mt. Vernon Occupancy Permit. Julie Kubitz of King City Books asked if the City received the previously submitted lease. Bechtel replied that the lease has been received.

Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

EXECUTIVE SESSION

At 10:17 a.m., City Manager Mary Ellen Bechtel requested an Executive Session under 5 ILCS 120/2 (c) (6) – The setting of a price for sale or lease of property owned by the public body.

Council Member Donte Moore motioned to go into Executive Session under 5 ILCS 120/2 (c) (6) – The setting of a price for sale or lease of property owned by the public body. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Council Member Donte Moore motioned to reconvene the Special City Council Meeting. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

At 10:26 a.m., Mayor John Lewis reconvened the Regular City Council Meeting.
