Village of Dix Village Board met June 9.

Here is the minutes provided by the board:

The Dix Village Board met in regular scheduled session via Zoom Meeting. Village President, Kurt Karcher called the meeting to order at 7:03 P.M.

Roll Call: Trustees Present: Judy Bronson, Tiffany Gentles, Paul Ayers, Sean Wilkey and Brandy Mount. Trustees Absent: Jennifer Prosise

Officers Present: Village President-Kurt Karcher; Village Clerk-Connie Hicks; and Village Treasurer-Sharon Bean.

Meeting opened with prayer by Sean Wilkey.

A motion was made to approve the minutes from the May 12, 2020 regular board meeting by Tiffany Gentles. A second to motion was made by Brandy Mount.

Motion carried 5-0.

A motion to accept the Treasurer's Report was made by Paul Ayers. A second to motion was made by Brandy Mount.

Motion carried 5-0

A motion to approve payment of the bills was made by Tiffany Gentles. A second to the motion was made by Judy Bronson.

Motion carried 5-0.

Building and Grounds Committee:

Tiffany Gentles stated that two tiles had been repaired at the Community Center after the Red Cross Blood Drive. The Village Park bathrooms have been cleaned for opening and the water is

now on. Max Wilson replaced a faucet at the Village Park. Hopkins Pest Control completed their bi-annual pest control treatment at the Dix Community Center and the Village Park bathrooms. For Flag Day, it was decided to put the flags out on Friday, June 12th and to take back down, the following Monday. Tiffany stated there have been several calls regarding the rental of the Community Center. The Dix Village Trustees remain in agreement, the Community Center rental will remain on hold until the State of Illinois orders have been lifted regarding gatherings and restrictions. Tiffany Gentles also stated that Hamm Sign Company just needs the signed contract and they will start the process of placing the new Village digital sign.

Street and Alley Committee:

Paul Ayers stated the stump grinding on Main Street was completed by C.J. Tree Service. Paul is waiting until he can contact Rome Township to get an update on the brush clearing on West Lincoln Street at the Interstate overpass bridge. The asphalt overlay for parking and the sidewalk repair has been completed on Main Street. Several jobs are in progress and on the list to be completed by Jax Asphalt throughout the village. Max Wilson has been placing riprap in various locations throughout the Village as well. There is ditch work on Dix-Irvington road that needs to be completed. Paul will check with Illinois DOT regarding that project as it is on the state right of way. There is a downed tree near the motel which Paul will also check on. The Village has received the first installment of Rebuild Illinois Project funds. The Village should receive 2 payments per year in the amount of $5000 each and should receive a total of six payments. These funds will go to street and alley repairs.

Police Commission Committee:

Sean Wilkey stated the Deputy Program has been approved and as soon as the Jefferson County Sheriff's Department receives the initial payment, it will be started, Kurt Karcher instructed the Village Treasurer to go ahead and issue the $500 check to the Jefferson County Sheriff's Department to get the program started as soon as possible

Business Items:

• Item #1: Approve Annual Appropriation Ordinance

A motion was made by Paul Ayers to approve the 2020-01 Annual Appropriation ordinance. A second was made to the motion by Brandy Mount.

Motion Carried 5-0

Item #2: Approve MFT Projects

Paul Ayers stated there are no immediate needs for approval. He suggested having a Street and Alley Committee meeting to discuss projects that will need to be completed.

A motion was made by Paul Ayers to table MFT approvals until the July 2020 Village Board Meeting. A second to the motion was made by Tiffany Gentles.

Motion Carried: 5-0

Item # 3: Award Snow Removal Agreement

A motion was made by Paul Ayers to table this item until the August 2020 meeting. A second to the motion was made by Tiffany Gentles.

Motion Carried: 5-0

Item #4: Discuss Resumption of Ordinance Enforcement

A motion was made by Tiffany Gentles to resume ordinance enforcement for the Village of Dix. A second was made by Brandy Mount.

Motion Carried: 5-0

Item 12. Miscellaneous

The new home on Adams Street needs trash service set up and needs some placement of riprap.

Paul Ayers stated there have been some inquiries into the Village owned property on Miller Street. Kurt Karcher stated, he hopes to have an answer from the Village attorney on what the Village needs to do, to be able to possibly sell the property.

It was agreed by the Village Trustees to continue to pursue better internet services for the community. Clear Wave communications is geared towards business services only. Charter bypassed the Village when adding to their service area.

Tiffany Gentles reported that the Village Park is now open, the bathrooms are open. The only thing at the Village Park that remains closed are the water fountains due to not having foot pedals on the fountains.

It was decided the flags for the July Fourth holiday will be put out on Friday, July 3rd and taken down on Monday, July 6th.

A motion was made by Tiffany Gentles to adjourn the meeting. A second to the motion was made by Judy Bronson.
