Field Community Consolidated School District 3 Board of Education met June 23.

Here is the minutes provided by the board:

Members Present: Ben Staley, Chris Hayes, Rodney Mullinax, Amanda Wheeler

Members Absent: Mike Coleman, Johno Schnautz, Rob Emery

Visitors Present: Rob Austin

Chris Hayes called the meeting to order at 7:00 PM. Staley made a motion to approve the consent agenda which included the previous meeting and bills totaling $379,240.95. Mullinax seconded the motion.

Voting Yes: Wheeler, Hayes, Mullinax, Staley

Voting No: None

Wheeler made a motion to Approve Every Student Succeeds Act. Mullinax seconded the motion.

Voting Yes: Mullinax, Staley, Hayes, Wheeler

Voting No: None

Principal Arnold reviewed changes to the staff handbook. Wheeler made a motion to adopt the 2020-2021 staff handbook. Mullinax seconded the motion.

Voting Yes: Hayes, Staley, Wheeler, Mullinax

Voting No: None

Wheeler made a motion to approved the Serious Safety Hazard Findings. Staley seconded the motion.

Mr. Stone discussed summer work. No board action was required.

Staley made a motion to approve the 2019-2020 Amended Budget. Mullinax seconded the motion.

Voting Yes: Staley, Mullinax, Wheeler, Hayes

Bids for propane were reviewed. Wheeler made a motion to approve the low bid of $1.18 from Gateway FS for propane for the 2020-2021 school year. Mullinax seconded the motion.

Bids for diesel fuel were reviewed. Staley made a motion to accept the low bid of $1.645 from Gateway FS for diesel fuel for the 2020-2021 school year. Mullinax seconded the motion.

Motion Passed

Quotes for milk and bread were discussed. No board action was taken.

Wheeler made a motion to appoint Mr. Stone as the districts Homeless Liaison. Mullinax seconded the motion.

Staley made a motion to set a Board of Education Meeting for Tuesday, June 30 at 7:00 PM.

Items to be on the agenda will include HVAC Project Bids reviews. The HVAC contract may be awarded. Mullinax seconded the motion.

Staley made a motion to purchase gym lights from Voss at a cost of $3,495.84. Mullinax seconded the motion.

School Board Conference attendance was discussed. No board action was taken at this time. 

Hayes made a motion to follow IHSA Guidelines for summer return to play guidelines. Staley seconded the motion.

Wheeler made a motion to purchase cafeteria tables. Mullinax seconded the motion.

Voting Yes: Wheeler, Hayes, Staley, Mullinax

Staley made a motion to enter into an Audit Engagement Agreement with Susan Lyons. 

Mullinax seconded the motion.

School opening for the fall of 2020 was discussed. Field School will be following guidelines provided by ISBE and IDPH. Students will eat in their classrooms and mask will be required. The possibility of postponing the music program for the 2020-2021 school year was discussed. Postponing music will provide for an additional teacher in the classroom and it will reduce class sizes. Smaller class size will allow for social distancing and will make the music room available for a class of larger size. No board action was taken.

Wheeler made a motion to enter into closed session at 7:50 to discuss the reduction in force of educational support staff. Mullinax seconded the motion. Voting Yes: Wheeler, Hayes, Mullinax, Staley Voting No: None Motion Passed

Mullinax made a motion to enter into regular session at 8:02. Staley seconded the motion. Motion passed without opposition.

Mullinax made a motion to adopt the: “Resolution Reference the Honorable Dismissal of Certain Educational Support Personnel During the Covid -19 Pandemic”. Employs receiving Reduction in Force letters will be:

Staley made motion to adjourn the meeting at 8:11 pm. Mullinax seconded the motion.
