City of Mason City Council Met July 27

City of Mason City Council met July 27.

Here is the minutes provided by the council:

Call to order by Mayor Bruce Lowe at approximately 7:00 P.M.

Council members physically present were Gerald Mahin, Jim Miller, Danny Mason and Scott Francis, Julie Mize, Kevin Snyder. Treasurer Mike Griffin, Clerk Michele Whitehead, Superintendent Wayne Dixon and Wendy Martin also attended the meeting.

Alderman Miller excused himself from his Council seat for a few minutes to address the Council regarding a request for a $100.00 donation to help in the purchase of masks for the school. The communities of San Jose and Easton have agreed to donate $100.00 each to the cause. Alderman Miller and his wife Karen are spearheading the cause. The masks will be used for those children who may forget or lose their mask, or may not be able to obtain one otherwise. The Mayor donated personally to the fund, and the Council agreed to donate $100.00 from the City.

R20-51Alderman Francis moved, seconded by Alderman Mason to approve the $100.00 donation to help support the mask fund.

Ayes: Alderpersons Mize, Snyder, Francis, Mahin, and Mason.

Excused from vote: Miller

Nays; None

Chairman declared motion carried

The minutes of the July 13th, 2020 Council meeting and the July accounts payable and Treasurer’s report were approved.

R20-52 Alderman Snyder moved, seconded by Alderman Miller to approve the accounts payable and all warrants and checks be drawn and paid, approval of the July, 13th, 2020 minutes and the June Treasurer’s report.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

The annual budget and appropriation was approved.

R20-53 Alderman Mason moved, seconded by Alderman Francis to approve the Annual Appropriation.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Superintendent Dixon discussed the ongoing elevated water tank project. The suggestion is to go with a 500,000 gallon water tank (tower), demolish the old tower and have the cost of the demolition of the old tower included in the loan. This will be officially voted on at the next Council meeting.

Alderperson Mize briefly discussed her meeting with a representative from the 2020 CENSUS. Mason county currently has about 61% of its residents who have completed the Census. Alderperson Mize suggested that he may want to have a local CENSUS sign up at a local business in some of the other towns in the county that aren’t as easily contacted in person

Alderman Francis is continuing to work on a golf cart ordinance to be reviewed by the Council when it is completed.

Alderman Mahin expressed his concerns about his observations of the lack of participation by citizens regarding wearing a mask in public places.

A motion was made by Alderman Francis, seconded by Alderman Mason to go into executive session at 7:15 P.M. to discuss 5ILCS ( c) (1) (2) personnel

All ayes.

Alderman Mason moved, seconded by Alderman Francis to recess back into to the regular council meeting at 7:27 P.M.

R20-54Alderman Snyder moved, seconded by Alderman Miller to pay a $10,000 deductible for the City’s insurance regarding closing on claim on litigation.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

There being no further business the meeting adjourned at 7:30 P.M.
