Village of Dix Village Board met July 14.

Here is the minutes provided by the board:

The Dix Village Board met in regular scheduled session. Village President, Kurt Karcher called the meeting to order at 7:00 P.M.

Roll Call: Trustees Present: Judy Bronson, Tiffany Gentles, Sean Wilkey and Brandy Mount. Trustees Absent: Jennifer Prosise and Paul Ayers

Officers Present: Village President-Kurt Karcher; Village Clerk-Connie Hicks; and Village Treasurer-Sharon Bean.

Meeting opened with prayer by Sean Wilkey and the pledge of Allegiance led by Sharon Bean.

A motion was made to approve the minutes from the June 9, 2020 regular board meeting by Sean Wilkey. A second to motion was made by Brandy Mount.

Motion carried 4-0.

A motion to accept the Treasurer's Report was made by Sean Wilkey. A second to motion was made by Tiffany Gentles.

Motion carried 4-0

A motion to approve payment of the bills was made by Brandy Mount. A second to the motion was made by Judy Bronson. 

Motion carried 4-0.

Recognition and Comments from the Public:

The owner of the new ice cream shop that will be opening in Dix, Gina, stated they are closer to opening and hoping for a soft opening in a couple of weeks. She stated that due to state mandates they are a little behind their original schedule. She stated the shop will have both soft serve ice cream and Dole Whip for those who are lactose intolerant. They will most likely have 2 different sandwiches each day but will serve no fried foods. They are exploring the possibility of staying open year-round instead of just seasonally. Building and Grounds Committee:

Tiffany Gentles stated that village resident, Gary Goddard, is taking down the old playground equipment from Rome School, as the school has purchased all new playground equipment. The school would like to donate the old equipment to the Village for the park, if the village would like to have the equipment. Several of the slides are broken. A question was asked as to whether the Village could purchase replacement slides. It was decided by the board to go ahead and accept the donation to be stored in the Village garage until the Village can explore the safety rules and regulations for installing the used equipment, A decision will be made by the board in regard to using the equipment at the park, once the regulations have been researched and the cost of reinstalling the equipment has been determined.

There are 2 dead trees that need to be removed at the Village park. Tiffany will investigate this. Tiffany also reported that as of June 24, 2020, Illinois went into Stage 4 reopening phase and gatherings of no more than 50 people are allowed. The Village Community Center can now be rented with the stipulations of having no more than 50 people at the gatherings, and masks must be worn when entering the building. There will be a deep cleaning of the Community Center after each rental.

Tiffany Gentles also reported that Todd Ham signs hopes to install the new electronic Village sign on July 27 2020.

Street and Alley Committee:

In Paul's absence, Kurt Karcher stated from the Street and Alley report that the projects that have been completed are the stump grinding on Main Street, and the asphalt overlay on Main Street.

Items that are currently in progress are: the brush clearing on the Interstate 57 overpass on West Lincoln, the culvert replacement at 1013 West Lincoln Street, and placing rip rap around various culverts within the Village. Jax Asphalt was contacted last week regarding the projects they are involved with.

Projects not yet started: ditch work on Dix/Texico road regarding drainage. Paul will contact DOT regarding this. Also, the chipping and sealing of various road throughout the village.

Police Commission Committee:

Sean Wilkey reported the Jefferson County Deputy program has now started in the Village of Dix. The Village will have increased police presence at various times each week. This started on 7/14/2020.

Community Organizer Report:

Kim Wilson stated the Village is excited and will be planning for the grand opening of the new ice cream shop as soon as we have a definite date. She also expressed concern about the mowing that is being completed near the interstate on Dix/Irvington road. She stated that whoever is currently doing that mowing is mowing over all trash and it looks bad as people drive into the village. She stated there is a need for volunteers to participate in a cleanup group to make this area look better and keep it cleaner. Max Wilson stated he had been taking care of mowing this area, but the mowing company came behind him and mowed again, so he stopped mowing there. Kurt Karcher will check on this will Paul Ayers to find out if we need to let the mowing company know they should not be mowing this area.

Item #1: Set Date and Time for Village Wide Rummage Sale

A motion was made by Sean Wilkey to table this item until the August meeting due to current Covid 19 concerns in the state. A second to the motion was made by Brandy Mount.

Item #2: Set Date and Time for Village Wide Cleanup Days

A motion was made by Judy Bronson to table this item until the August meeting due to Covid 19 concerns in the state. A second to the motion was made by Sean Wilkey.

Motion Carried: 4-0

Item # 3: Review and Approve MFT Projects

A motion was made by Sean Wilkey to approve and award the two drainage projects to Jax Asphalt in the amount of $ 2314, and several street and alley repair projects to Jax Asphalt in the amount of $ 8332. A second to the motion was made by Brandy Mount.

Motion Carried: 4-0

Item # 4: Approve POA Request from Southern Illinois Aggregation Partnership

Kurt Karcher explained this was regarding the electric/gas service for the village. Affordable Gas and Electric negotiates contracts for these services, and this allows them to negotiate on behalf of the Village.

A motion was made by Sean Wilkey to approve the POA request from Southern Illinois Aggregation Partnership. A second to the motion was made by Judy Bronson.

Motion Carried: 4-0

Item # 5: Approve Sale of Miller Street Property

A motion was made by Sean Wilkey to table this item until the August 2020 meeting. A second to the motion was made by Tiffany Gentles.

Motion Carried: 4-0

Item # 6: Discussion of Ordinance Violation Guidance

Kurt Karcher reported that according to the Village attorney, David Leggans, the courts have not yet returned to full dockets due to Covid 19 restrictions. Currently, the Village attorney does not recommend moving forward with current violations due to that and the costs.
