Village of Dix Village Board Met August 11

Village of Dix Village Board met Aug. 11.

Here is the minutes provided by the board:

The Dix Village Board met in regular scheduled session. Village President, Kurt Karcher called the meeting to order at 7:00 P.M.

Roll Call: Trustees Present: Judy Bronson, Tiffany Gentles, Sean Wilkey, Jennifer Prosise, and Paul Ayers. Trustees Absent: Brandy Mount.

Officers Present: Village President-Kurt Karcher; Village Clerk-Connie Hicks; and Village Treasurer-Sharon Bean.

Meeting opened with prayer by community member Don and the pledge of Allegiance led by Sharon Bean.

A motion was made to approve the minutes from the July 14, 2020 regular board meeting by Paul Ayers. A second to motion was made by Judy Bronson.

Motion carried 5-0.

A motion to accept the Treasurer's Report was made by Tiffany Gentle. A second to motion was made by Paul Ayers.

Motion carried 5-0

A motion to approve payment of the bills was made by Judy Bronson. A second to the motion was made by Tiffany Gentles.

Motion carried 5-0.

Recognition and Comments from the Public:

Nana Koenegstein inquired as to when the new ice cream shop would be open. The owners reported they ae waiting for the Health Department to inspect the location, then they will be able to open.

Max Wilson reported there had been vandalism at the Dix Village Park in the men's restroom on 8/11/2020. He also said there is a pear tree at the Village Park that needs to be taken down.

He said it has been hit by two different storms and most of the tree came down in the storms. Max will cut the remainder of the tree down and clean up the brush.

Kim Wilson stated she loves the new village digital sign.

Paul Ayers stated he feels we need a policy as to what messages will be allowed to be displayed on the new sign. Tiffany Gentles will work on something for the trustees to review and vote on at the September 2020 meeting.

Building and Grounds Committee:

Tiffany Gentles reported that after examining the old playground equipment at Rome School, it was decided that the Village would not accept the donation of this equipment. The equipment is in such bad shape, that she didn't feel like it would be practical for the Village to put a lot of funds into repairing all the equipment to be placed at the Village park. It was decided that the letters the Village used to place on the former Village sign would be donated to Rome Grade School to use for their sign.

Street and Alley Committee:

Paul Ayers reported that the culvert has been replaced at 1013 West Lincoln Street, riprap has been placed around numerous culverts throughout the village by Max Wilson, in addition to several projects completed by Jax Asphalt.

Projects still in progress include the brush clearing on the West Lincoln interstate overpass. Paul still needs to contact Ed Mooney with the township to see what the status of this is currently.

New projects include Max Wilson placing riprap around the culvert at the new home construction on West Lincoln Street. The possibility of doing a Village wide tree/brush/leaf removal project as a possible community project was brought up. Kurt Karcher suggested finding out what other communities have possibly done with this type of project.

Paul reported that he would be gathering snow removal bids soon for the 2020-2021winter season. He also clarified that Gray's Lawn Service has subcontracted part of the mowing duties for the Village to Smiths Mowing Service.

Police Commission Committee:

Sean Wilkey stated there was nothing to report at this time.

Community Organizer Report:

Nothing to report currently due to the increase in Covid-19 cases in the area.

Business Items:

Item #1: Donation of Letters for Sign to Rome School

A motion was made by Judy Bronson to donate the old village sign letters to Rome Grade School for their sign. A second to the motion was made by Paul Ayers.

Motion Carried: 5-0

Item #2: Set Date and Time for Village Wide Rummage Sale

A motion was made by Judy Bronson to cancel the Village-Wide rummage sale for this year and wait until 2021 to have the next one. A second to the motion was made by Paul Ayers.

Motion Carried: 5-0

Item #3: Set Date and Time for Village Wide Cleanup Days

A motion was made by Paul Ayers to set the dates for the Village Wide cleanup as 8/28/2020, 8/29/2020, and 8/30/2020 and have an extra dumpster brought in from Foster's Salvage for metal and scrap only. A second to the motion was made by Judy Bronson.

Motion Carried: 4-1 with Sean Wilkey voting no.

The dumpsters will be set at the Dix Village Park.

Item # 4: Approve Sale of Miller Street Property

A motion was made by Paul Ayers to table this item indefinitely. A second to the motion was made by Jud Bronson.

Motion Carried: 5-0

Sean Wilkey suggested possibly putting up a For Sale sign at the property just to see if there is an interest by anyone in purchasing the property.

Item # 5: Approve Tree Removal at Dix Village Park

A quote was received for taking down two dead trees at the Village Park in the amount of $ 1800 and possibly a third tree for an additional $ 700 from CSJ-USA Tree Service. This includes taking the trees down and cleaning up all the brush. A motion was made by Judy Bronson to hire CSJ-USA Tree Service to remove all three trees that are dead and need to be removed at the park. A second to the motion was made by Sean Wilkey.

Motion Carried: 5-0

Item # 6: Approve 9-1-1 Address for 851 West Lincoln Street

A motion was made by Paul Ayers to approve the 9-1-1- address for 851 West Lincoln Street. A second to the motion was made by Tiffany Gentles.

Motion Carried: 5-0

Item # 7: Approve Mobile Home Permit for 851 West Lincoln

A motion was made by Sean Wilkey to approve a mobile home permit for 851 West Lincoln Street. A second to the motion was made by Jennifer Prosise.

Motion Carried: 5-0

Item # 8: Approve Tile Installation for 851 West Lincoln Street

A motion was made by Paul Ayers to approve the tile installation for 851 West Lincoln Street. A second to the motion was made by Judy Bronson.

Motion Carried: 5-0

Item #9: Miscellaneous

A motion was made by Paul Ayers to allow the building and grounds committee to dispose of or sell the broken tables that came out of the Dix Community Center. A second to the motion was made by Sean Wilkey.

Motion Carried: 5-0

Sharon Bean stated we had received information on possible Illinois state funds that are being awarded for Covid-19 expenses to review.

Sean Wilkey suggested possibly contacting the Mount Vernon High School Art class about possibly repainting the Dix Village sign west of the Rome Grade School. We also need to form a crew of volunteers to clean up the area around that sign. There is a lot of trash and debris around the sign.

A motion to adjourn the meeting was made by Judy Bronson. A second to the motion was made by Sean Wilkey.
