Benton Consolidated High School District #103 Board of Education met Aug. 20.

The Board of Education of the Benton Consolidated High School District #103 met in Regular Session at 5:00 P.M. in the Benton High School Board Commons. President, Mark Minor called the meeting to order.

Opening prayer was led by Mark Dyel. Kenny Irvin led the Pledge of Allegiance.

Board members present: Mark Minor, President; Robin LaBuwi, Vice-President; Mitch Bennett, Secretary; Mark Dyel, Kenny Irvin, and Marci Glover. Board member absent: Shane Cockrum.

Others present: Benjamin Johnson, Superintendent; Ron Giacone, Board Attorney; Wade Thomas, Principal; Ronda Suver, Board Recording Secretary; Parents and Community Members.

4. EXECUTIVE SESSION

4.1 Appointment/Compensation/Discipline/Performance of Personnel

Executive Session – Robin LaBuwi made the motion to enter into Executive Session to discuss the Appointment, Compensation, Discipline, and Performance of Personnel. Kenny Irvin seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

The Board; Benjamin Johnson, Superintendent; Ron Giacone, Board Attorney; and Ronda Suver, Board Recording Secretary entered into an Executive Session at 5:12 P.M.

Open Session - The Board reconvened in an Open Session at 5:46 P.M. Mitch Bennett, Secretary called the roll. Answering present: Mark Dyel – yes, Marci Glover - yes, Kenny Irvin – yes, Robin LaBuwi – yes, Mark Minor – yes, and Mitch Bennett – yes.

Others present: Benjamin Johnson, Superintendent; Ron Giacone, Board Attorney; Wade Thomas, Principal; Ronda Suver, Board Recording Secretary; Parents and Community Members.

5. CONSENT AGENDA

5.1 Approve Minutes: Regular Board Meeting Minutes, July 16, 2020

5.2 Approve Financial Report (July 2020)

5.3 Approve Payment of Bills (July 2020)

5.4 Approve Amended Board Meeting Dates through April 2021 (ENLC A)

5.5 Review/Approve Final Reading Board Policy Updates-Press Plus Issue 104

5.6 Review/Approve First Reading Board Policy Updates-Press Plus Issue 105 (ENCL B) 5.7 Review/Approve Project ECHO & STAR Quest Regional Safe School MOU (ENCL C) 5.8 Review/Approve Amended 2020-2021 SY Calendar (ENCL D)

Robin LaBuwi made a motion to approve the Consent Agenda as presented. Kenny Irvin seconded the motion. Upon a roll call vote, members voted as follows: Mark Dyel – yes, Marci Glover - yes, Kenny Irvin – yes, Robin LaBuwi – yes, Mark Minor – yes, and Mitch Bennett – yes. Motion Carried. A copy of Enclosures A, C, and D as well as board policy updates from Press Plus Issue 104 have been attached to and made a part of these minutes.

6. ADMINISTRATIVE REMARKS

Mr. Johnson gave updates on the following: • Building Projects

• ESSER Grant/Cares Act Funds

• Enrollment

• Return to School Plan

Mr. Johnson also thanked the Franklin Hospital for working with BCHS on a grant writing project for student Chromebooks.

7. COMMENTS FROM VISITORS Jim Giacone addressed the board concerning the reopening school plan. He asked the board to reconsider the plan to allow students to attend in-person every day.

9. NEW BUSINESS

9.1 Assignment of Personnel Robin LaBuwi made a motion to approve the MOU with the Benton Education Association regarding split extra-curricular stipends for the 20-21 school year. Kenny Irvin seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried. A copy of this MOU has been attached to and made a part of these minutes.

Kenny Irvin made a motion to approve Ryan Patrick for the Musical Drama position. Mitch Bennett seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

Kenny Irvin made a motion to approve Sue Krapf for the Musical Band position. Robin LaBuwi seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

Robin LaBuwi made a motion to approve Chris Blady for the Musical Sound/Lights position. Kenny Irvin seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

Kenny Irvin made a motion to approve Kevin Hamilton as the assistant girl’s tennis coach for the 2020-21 school year. Robin LaBuwi seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

9.2 Review/Approve Proposal to Waive Book Rental, Activity Fee, and Pro-Rate Parking Fees for All Students for the 2020-21 SY Robin LaBuwi made a motion to authorize the administration to waive the book rental fees, activity fee, and parking fee for the 2020-21 school year. Kenny Irvin seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

9.3 Review /Approve ATG-Ram Industries, LLC Change Order 2 (ENCL F) Robin LaBuwi made a motion to approve the change order as presented. Mitch Bennett seconded the motion. Upon a roll call vote, members voted as follows: Mark Dyel – yes, Marci Glover - yes, Kenny Irvin – no, Robin LaBuwi – yes, Mark Minor – yes, and Mitch Bennett – yes. Motion carried.

9.4 Review/Approve 2020-2021 Tentative Budget and Set Hearing Kenny Irvin made a motion to approve the tentative budget and set the public hearing for September 22, 2020 at 4:45 P.M. Marci Glover seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.

9. BOARD OF EDUCATION REMARKS Marci Glover asked if a committee meeting date could be set to review the blended learning plan.

10. ADJOURNMENT Robin LaBuwi made a motion to adjourn the meeting at 7:03 P.M. Kenny Irvin seconded the motion. Upon a roll call vote, all members present voted yes. Motion carried.
