City of Mt. Vernon City Council met Sept. 21.

Mayor John Lewis called the Public Hearing to order at 6:30 p.m. in the Rolland W. Lewis Community Building at Veterans Park. The Mt. Vernon City Council met for a Public Hearing to hear comments regarding the Closeout Hearing – 12th Street Resurfacing Project.
Present: Council Member Joe Gliosci, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Ray Botch and Council Member Donte Moore
Others present in-person: City Manager Mary Ellen Bechtel, Assistant City Manager Nathan McKenna, City Clerk Mary Jo Pemberton, Police Chief Trent Page, City Engineer Brad Ruble.
PUBLIC HEARING
City Engineer Brad Ruble read the following statement:
“This Public Hearing is being held to review program performance and obtain citizen views regarding the Community Development Block Grant Revolving Loan Fund Closeout Grant received by the City of Mt. Vernon from the Illinois Department of Commerce and Economic Opportunity in August 2019.
The Public Hearing Notice was published in the Mt. Vernon Morning Sentinel on September 12, 2020.
The purpose of the grant was to construct approximately 5,510 lineal feet of asphalt overlay on 12th Street from the railroad tracks south to Veterans Memorial Drive within the corporate city limits of Mt. Vernon, Illinois. The project included milling, patching, a replacement box culvert in the vicinity of Forest Avenue and raising 12th Street road profile on the south side of the railroad tracks.
The project is complete.
The City received a $499,021.33 Grant from the Illinois Department of Commerce and Economic Opportunity (RLF Close-Out Credit Funds for a Public Infrastructure Project). CDBG Funds of $499,021.33 were used for construction. The grant was leveraged with City of Mt. Vernon Funds of $226,277.64, for a total construction cost of $725,298.97.
Total number of persons served was 3,115, with 2,110 being low-to-moderate income (LMI) persons (per the Census). The activities benefit low-to-moderate income persons 67.74%. $338,037.05 of the CDBG Funds benefitted LMI persons.
There was no displacement of persons as a result of the CDBG grant-assisted activities.”
Ruble said that the minutes of this Public Hearing will be part of the close-out documents submitted to the Department of Commerce and Economic Opportunity. Any comments received will be forwarded to the DCEO with the close-out report. The close-out document will be available for review at City Hall after submission to the Illinois Department of Commerce and Economic Opportunity.
Mayor John Lewis asked if there were any questions or comments. No other comments were heard from the audience or from the City Council.
