Mt. Vernon City Council met Sept. 8.

Mayor John Lewis called the Public Hearing to order at 6:30 p.m. in the Rolland W. Lewis Community Building at Veterans Park. The Mt. Vernon City Council met for a Public Hearing to hear comments regarding IEPA Loan Application – 2021 Sewer Project.
Present: Council Member Ray Botch and Mayor John Lewis. Absent: Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young
Others present in-person: City Manager Mary Ellen Bechtel, Assistant City Manager Nathan McKenna, City Clerk Mary Jo Pemberton, Josh Jones-Mt. Vernon Sentinel, Assistant Police Chief Robert Brands, City Engineer Brad Ruble, and Bobby Farris.
PUBLIC HEARING
City Engineer Brad Ruble read the project description.
“Mount Vernon's project includes several different parts located in the Midtown area, as well as large diameter sewers immediately upstream of the wastewater treatment facility. The first portion includes the replacement or Cured-in-Place-Pipe (CIPP) lining of parallel pipes conveying wastewater to the influent boxes at the wastewater treatment facility (WWTF). The final selection of replacement versus repair by CIPP will be based on existing conditions of the sewers and the best BID price that would be advantageous to the community. Repairs include approximately 5,000 linear feet of 24-inch diameter sanitary sewers from Opdyke Avenue/Gee Street intersection south to the WWTF, and Forest/Shawnee Street intersection east to the influent boxes at the WWTF; 1,730 linear feet of 30- inch diameter sanitary sewers from Evansville Western Railroad south to the influent boxes parallel to the 24-inch pipe, and Forest/Shawnee Street intersection east, parallel to the 24-inch pipe all discharging to existing influent boxes at the WWTF; additionally considered are 225 linear feet of 33- inch diameter sewers and 225 linear feet of 36-inch diameter sewers from the influent boxes to the headworks at the WWTF.
The second portion of the project includes replacement of the existing 6-inch diameter force main from Wagner Road Lift Station with approximately 2,900 linear feet of 8-inch diameter PVC force main. At the lift station variable frequency drives (VFD's) will be installed along with SCADA Control modifications for the 2 existing submersible pumps. In addition, there will be replacement of 2,600 linear feet of existing 14-inch ductile iron force main and 1,000 linear feet of 30-inch diameter concrete pipe with 4,000 linear feet of I8-inch PVC force main and 740 linear feet of 8-inch diameter PVC gravity sewer. Finally, the Midtown area will receive sanitary sewer repairs including spot repairs, CIPP improvements and some sanitary sewer replacements.
Ruble stated the project cost estimate is $4,400,000. He presented a map showing the project’s area.
Council Member Ray Botch asked if any work will be performed on the actual lift stations. Ruble explained that the Wagner Road Lift Station variable frequency drives (VFD's) will be installed along with SCADA Control modifications for the 2 existing submersible pumps.
Botch asked if the projects include supervision engineering. Ruble replied that for the most part, he would be doing the supervision engineering.
Mayor John Lewis asked if there were any questions or comments. No other comments were heard from the audience or from the City Council.
