Village of Dix Village Board met Sept. 8.

The Dix Village Board met in regular scheduled session. Village President, Kurt Karcher called the meeting to order at 7:01 P.M.
Roll Call: Trustees Present: Judy Bronson, Tiffany Gentles, Sean Wilkey, Jennifer Prosise, Paul Ayers, and Brandy Mount. Trustees Absent: None.
Officers Present: Village President-Kurt Karcher; Village Clerk-Connie Hicks; and Village Treasurer-Sharon Bean. Officers Absent: None.
Meeting opened with prayer by Sean Wilkey and the pledge of Allegiance led by Sharon Bean.
A motion was made to approve the minutes from the August 11, 2020 regular board meeting by Judy Bronson. A second to motion was made by Brandy Mount.
Motion carried 6-0.
A motion to accept the Treasurer's Report was made by Tiffany Gentles. A second to motion was made by Jennifer Prosise.
Motion carried 6-0
A motion to approve payment of the bills was made by Judy Bronson. A second to the motion was made by Brandy Mount.
Motion carried 6-0.
Recognition and Comments from the Public:
Shirley Wilson reported there are 5 Dix Community Center rentals so far for September 2020 and she has started receiving lots of calls regarding rentals.
Building and Grounds Committee:
Tiffany Gentles reported the Dix Village cleanup on August 28 through August 31,2020 was uneventful. The dumpsters were placed and the area around the dumpsters stayed clean for the most part. Tiffany has been unable to get the final cost as of today for the dumpster that was set in the Village by Foster's Salvage.
Three trees at the Dix Village park were cut down and all the debris was cleaned up.
Five broken tables that were removed from the Community Center were each sold for $5.00 each. Tiffany wanted to thank everyone who participated in putting the flags out and taking them down for the Labor Day holiday.
Tiffany reported the Village had one complaint regarding the speed of the messages on the new Village digital sign. She tried slowing the messages down but then the message was running far too slow. The message has now been set at a satisfactory speed. The Village also received a complaint that was handwritten and taped to the Village Hall door regarding the condition of the Village flags that are placed out for holidays. The flags are periodically replaced a few at a time when they become faded and weather worn.
Street and Alley Committee:
Paul Ayers reported that Max Wilson continues to replace riprap on culverts throughout the Village as needed. The Village currently has no major street and alley projects in process. Ed Mooney, with Rome Township has been in contact with Paul and will try to complete the brush removal sometime during the next week to ten days on the West Lincoln overpass bridge. Once the brush has been cut, the Village will spray the location, to prevent more growth in the area. There is also an area near the motel on Miller Street that is difficult to mow by the regular lawn service that the Village will need to have brush clearing completed at. Paul stated the street and alley committee would like to have some roads in the Village oiled and chipped before t winter weather arrives.
Police Commission Committee:
Sean Wilkey stated that Deputy Uhl scheduled dates for September with Sean and the dates and times were forwarded to Paul Ayers. Sean was asked if the Village had gotten any kind of feedback from the Sheriff's office regarding the Dix patrols. Sean stated we have no reports at this time, but we can ask for statistical reports if the Village wishes to do so.
Community Organizer Report:
Kim Wilson reported that on September 25, 2020, Yellin Helen's will be having a prayer walk and participating in the Nationwide Day of Prayer. The local business will be having music that evening and the prayer time is set for 7:30 pm. The ice cream shop wanted to thank the community because they have received an overwhelming response since their opening. Kim
reported that funds are being raised for the ice cream business to purchase wooden nickels to be given out to all the students at Rome Grade School prior to the ice cream shop's grand opening. If they can give each Rome student a wooden nickel, the students can use those to purchase an ice cream cone from the business. The grand opening will be set in a couple of weeks. Kim Wilson and the Dix Village postmaster, Loretta, have asked the Village Board to possibly donate $100 towards the fund raiser for the Rome Grade School students.

Item #1: Approve Use of Village Flags for 9/11 Bridge Display
A motion was made by Paul Ayers to approve the use of Village flags for the 9/11 bridge display. A second was made to the motion by Jennifer Prosise.

Item #2: Approve Village Hall Sign Policy A motion was made by Paul Ayers to approve the Village Hall Sign policy with addition of the following wording to be added:
The following items are eligible for placement on the sign:
Business openings, special events, and business anniversaries.
Also adding the exclusion of advertisements.
A second to the motion was made by Brandy Mount.

Item #3: Consider Brush Removal Services for the Village
Paul Ayers stated that the Village can possibly secure someone for a day to go through the Village to pick up brush for approximately $600 to $800 for the day.
A motion was made by Brandy Mount to table this item until next year in April 2021 due to Covid19 and inclement weather coming soon. A second to the motion was made by Paul Ayers.
Motion Carried: 6-0.
Item # 4: Award Snow Removal Contract
Paul Ayers reported that the Village does not have a formal contract yet. He has reached out to Roger Reynolds but does not have a response yet. Paul stated he will reach out to other snow removal vendors as well.
A motion was made by Paul Ayers to table this item until the October 2020 meeting. A second to the motion was made by Judy Bronson.

Item # 5: Approve Village Sign Redesign and Cleaning
Tiffany Gentles reported that she contacted the Mt. Vernon High School art class and due to current Covid19 restrictions, the art class and students would be unable to schedule anything regarding help with the Dix Village sign on the west side of the Village. Tiffany reported that she contacted T HAMM sign company to get a bid on replacing the sign. An option could be to ask businesses to sponsor the sign. The quote for replacement of the sign with a nice vinyl graphics sign would be $ 1116.36. The trustees agreed that T Hamm sign company create the sign. Kurt Karcher said possibly we could complete the cleanup and landscaping in the area before the sign gets placed,
A motion was made by Paul Ayers to proceed with the purchase of the sign from T Hamm Company and review the three mockups of the sign at the next board meeting in October 2020 to decide on a specific design. A second to the motion was made by Brandy Mount.

Item #6: Approve Purchase of Computer and Software
A motion was made by Paul Ayers to purchase a new computer and Quicken software for the Village from Kunce Computers at the discretion of Village treasurer, Sharon Bean and Village president, Kurt Karcher. A second to the motion was made by Tiffany Gentles.

Item # 7: Ordinance Violation Report
Ordinance violation processes are on hold due to Covid 19 restrictions.
Item #8: Miscellaneous
Judy Bronson made a motion to donate $250 to Yellin Helen's for the purchase of wooden nickels to be given to the Rome Grade School students to allow them to each have an ice cream cone from Yellin Helen's. A second to the motion was made by Tiffany Gentles.
Paul Ayers inquired as to what fund this would be taken from for the village. This comes from the miscellaneous funds.

Judy Bronson reported the Village resident that sells the large bubble wands on East South Street has items posted and hanging on the flag holder on the pole. Kurt Karcher stated he would draft a letter from the Village to let the resident know that nothing is allowed on these poles and flag holders except the flag.
Election packets for the election in April of 2021 have arrived and will be available for pickup on September 22, 2020.

A motion was made by Paul Ayers to go into a closed session meeting regarding a real estate acquisition. A second to the motion was made by Sean Wilkey.
Motion Carried: 6-0
