City of Mt. Vernon City Council met Dec. 21.

The Mt. Vernon City Council held a Regular City Council Meeting on Monday, December 21, 2020 in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Quarantine via GoToMeeting. The Log-In for the Meeting is Call in Number: +1 (872) 240-3311, Access Code: 314-270-485.

Mayor John Lewis called the meeting to order. Council Member Mike Young gave the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the December 7, 2020 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,294,596.33. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel reported on the bids received for the Construction of a New Connector Road from Potomac Boulevard to Davidson Avenue. There were eleven (11) bids submitted. The lowest responsive responsible bidder is Guinzy Construction, Inc. in the amount of $397,942.00. The Engineer’s estimate was $630,358.50. Bechtel reported that Guinzy has worked for the City and their work was good and timely.

Council Member Ray Botch motioned to award the bid for the Construction of a New Connector Road from Potomac Boulevard to Davidson Avenue to Guinzy Construction, Inc. in the amount of $397,942.00. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

City Manager Mary Ellen Bechtel presented for Second Reading an Ordinance Amending Article 21, Section 21-126.10 and Section 21-126.10 (C) Regarding Signage. The first amendment would increase the sign area for a freestanding sign from 48 square feet to 75 square feet not to exceed fifteen (15) feet in height within Permitted Non-residential Use Sites in a Residential District. The second amendment would revise the sign size height and sign size to 40 lineal feet in height and 100 square feet in area within Agricultural, Flood Plain, Business and Industrial Zoning Districts. Bechtel stated that she has not received any calls or comments regarding this amendment.

Council Member Mike Young motioned to adopt Ordinance #2020-43, an Ordinance Amending Article 21, Section 21-126.10 and Section 21-126.10 (C) Regarding Signage. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented for Council’s consideration a Resolution Authorizing the Change of Verizon Cell Phone Services from NASPO Agreement to SOIL Contract. The City currently obtains cell phone services from Verizon Wireless through participation in a NASPO Value Point Agreement. The terms of the NASPO Agreement are changing and the changes will increase the costs of service. By changing to the SOIL Contract, the City will receive the same services at the same or lower cost.

Council Member Ray Botch motioned to approve the Resolution Authorizing the Change of Verizon Cell Phone Services from NASPO Agreement to SOIL Contract. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented for Council’s consideration a Resolution Approving an Economic Development Agreement between the City of Mt. Vernon, AJM, LLC, and RK Holdings, LLP for the construction of a Rural King Farm and Home Store. Rural King Farm and Home Store will remit Sales Taxes to the State of Illinois. As an inducement to purchase the property and construct the project, the City will rebate forty-two percent (42%) of the one percent (1%) of the State’s Retailer’s Occupation Tax. The rebate will total up to $345,000 over five (5) years from the date of opening. The property is located at 34th and Broadway (former Kmart building). The building shall be purchased by April 1, 2021 and opened for business by September 30, 2022. Council Member Ray Botch asked if the former Aldi building will be redeveloped. Bechtel replied that only the former Kmart building is part of this project.

Council Member Donte Moore motioned to approve the Resolution Approving an Economic Development Agreement between the City of Mt. Vernon, AJM, LLC, and RK Holdings, LLP for the construction of a Rural King Farm and Home Store. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

Mayor John Lewis wished everyone a Merry Christmas and Happy New Year’s. He asked the community to continue to take safety precautions in order to prevent the spread of the COVID-19 Virus.

EXECUTIVE SESSION

At 7:13 p.m., City Manager Mary Ellen Bechtel requested an Executive Session under 5 ILCS 120/2 (c) (6)– The Setting of a Price for Sale or Lease of Property Owned by the Public Body.

Council Member Donte Moore motioned to go into Executive Session under 5 ILCS 120/2 (c) (6) – The Setting of a Price for Sale or Lease of Property Owned by the Public Body. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

At 7:52 p.m., Mayor John Lewis reconvened the Regular City Council Meeting.

Council Member Mike Young motioned to adjourn. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
