Village of West City Board Met Oct. 12.

Here is the minutes provided by the board:

Call to Order: The meeting was called to order by Mayor Ron House

Roll Call: Ron House, present, Dale Watkins, present, Linda Sullivan, present, Bill Baker, present, Darren Romani, present, Gordon Rice, present, Bruce Watkins, absent. Also present was Ron Giacone, Attorney, Sherry Mix, Clerk and Cindy Rudloff, Treasurer

Open Bids on Surplus items:

Motion made by Bill Baker, second by Darren Romani to open the bids. All Board Members present voted yea -motion carried. Bids were opened and the highest bid on each item was noted, there is a list of high bidders.

Reading and approval of the Minutes

Motion made by Gordon rice, second by Darren Romani to approve the minutes as presented. All Board Members present voted yea – motion carried.

Bills and Claims for Board Approval

Motion made by Darren Romani, second by Gordon Rice to accept the bills as presented and to approve a bill for E.T. Simonds in the amount of $12,289.95. All Board Members present voted yea – motion carried.

Recognition of those in the audience who have complaints, problems, request for permits, etc.

a. Connie Lee, wanting signatures for permission to take pictures for a scavenger hunt – Whispers.

b. Mike Reed presented pictures followed with a complaint against a citizen for using the fire truck to fill up a pool.

c. Erin Watkins discussed pictures being taken of her property without her consent and expressed her concern about some West City citizens driving while drinking and speeding

Presentation from the various Village Officials and Department Heads

a. Treasurer’s Report

Motion made by Gordon Rice, second by Darren Romani to accept the Treasure’s Report as presented. All Board Members present voted yea – motion carried.

b. Clerks Report None

c. Zoning Administrators Report Presented and accepted

d. Police Chief’s Report Presented and accepted

e. Fire Chief’s Report Presented and accepted

f. Street, Water and Sewer Superintendents Report Presented and Accepted

Presentation of the Mayor’s request and action by the Board.

a. Discuss and possible act on accepting the resignation of Bruce Watkins, trustee.

Attorney advised the Mayor to meet with Bruce Watkins and have his Resignation notarized.

b. Discuss and possibly act on WCPD Surplus Equipment to be disposed of, by Novacom - No Action

c. Personnel – Employee Evaluations and Benefits, Official Misconduct

d. Discuss and possibly act on donating to Nixle. WCPD

Motion made by Darren Romani second by Bill Baker to donate $500.00 to FCEM for Nixle and to take it out of the Promotions Fund. All Board Members present voted yea – motion carried.

e. Discuss and possible act on WCPD officers volunteering to contract out for Security at Wal-Mart.

Motion made by Dale Watkins, second by Darren Romani to allow the WCPD to park our spare Squad Car at West City Businesses for a visual effect. All Board Members present voted yea – motion carried.

f. Discuss and possibly act on removing Chris Stoops from the Volunteer Fire Department. WCFC

Motion made by Darren Romani, second by Bill Baker to remove Chris Stoops from the Volunteer Fire Department due to not being able to contact him for Three (3) months. All Board Members present voted yea – motion passed.

g. Discuss and possibly act on expanding the residency requirements for the WCFD -Chief Warren

Motion made by Dale Watkins, second by Darren Romani to instruct the Attorney to amend the Ordinance on residency requirements allowing (5) five miles North, South, East and West. All Board Members Present voted yea – motion passed.

h. Discuss and possibly act on purchasing portable radios from Novacom for WCFD – Chief Warren

Motion made by Daren Romani, second by Bill Baker to purchase (5) five Portable Radios from Novacom at $2,669.90 less Trade in of old radios at $375.00 for a total cost of $2,294.90. To be taken out of Equipment and Furnishings. All Board Members present voted yea – motion carried.

i. Discuss and possibly act on purchasing Fire Hose Adapters from Mid America Fire and Safety. Chief Warren

Motion made by Darren Romani, second by Dale Watkins to purchase Fire Hose Adapters at a cost of $5,178.18 plus shipping. To be taken out of Equipment and Furnishings. All Board Members present voted yea – motion carried.

j. Discuss and possible act on keeping, selling, or donating the Mosquito Sprayer and spray. Jason Young. No Action

k. Discuss and possibly act of vacating Alleys. Jason Young. Table 11/9/2020

a. Street and Alley Dale Watkins and Bill Baker

Discuss and possibly act on Natural Water Ways Table 11/09/2020

Discuss and possibly approve final billing for the Clay Street Project

Motion made by Dale Watkins, second by Darren Romani to approve the final billing for the Clay Street Project. All Board Members present voted yea – motion carried.

Discuss and possibly act on final bill from E.T. Simmons.

b. Finance and Insurance Linda Sullivan and Bruce Watkins –

Discuss Property Insurance increase. Report given

c. Claims None

d. Ordinances and Resolutions - Ron Giacone – Attorney

e. Discuss and possible act on an Ordinance establishing the position of Dispatch Supervisor

Motion made by Darren Romani, second by Gordon Rice to establish Ordinance 673. All Board Members present voted yea – motion carried.

f. Discuss and possibly act on Contract Employment for Consulting Services. Table

g. Discuss and approve the Resolution on sale of Real Estate.

Motion made by Darren Romani, second by Dale Watkins to approve Resolution #362 on the sale of property located at 509 Clayton St., West City, IL 62812 Notice published, posted at Village Hall, WCCC/WCPD, Street Barn and on the property. Bids to be received at The West City Village Hall from 8:00 A.M. and 3:30 P.M. until November 6, 2020. Bids will be opened on November 9, 2020 at the Board Meeting. All members present voted yea – motion carried.

Motion made by Darren Romani, second by Dale Watkins to approve Resolution #363 on the sale of property located at 919 West Division St., West City, IL 62812 Notice published, posted at Village Hall, WCCC/WCPD, Street Barn and on the property. Bids to be received at The West City Village Hall from 8:00 A.M. and 3:30 P.M. until November 6, 2020. Bids will be opened on November 9, 2020 at the Board Meeting. All members present voted yea – motion carried.

h. Health and safety – Bruce Watkins and Bill Baker None

i. Utilities - Dale Watkins and Gordon Rice None

j. Buildings and Grounds - Darren Romani and Bruce Watkins

k. Discuss and possibly act on Part Time Personnel to the Street and Water Panel

Motion made by Darren Romani, second by Bill Baker to place Glen Hiller and Bobby Wright on the Part Time Panel for the Part Time Street and Water Panel. All Board Members present voted yea – motion carried.

l. Discuss and possible act on Employee Benefits

m. Discuss and possible act on the New West City Police Department Building. Table 11/09/2020

Unfinished Business of the Board – None

Executive session of the Board - Employee Evaluations, Benefits and Official Misconduct

Time 8:12 p.m.

Motion made by Darren Romani, second by Gordon Rice to go into Executive Session. All Board Members present voted yea – motion carried.
