Village of West City Board Met Sept. 21.

Here is the minutes provided by the board:

1). Call to Order: The meeting was called to order by Mayor Ron House

2). Roll Call: Ron house, present, Dale Watkins, absent, Linda Sullivan Present, Bill Baker, present, Darren Romani, present, Gordon Rice, absent, Bruce Watkins, present. Also present was Ron Giacone, Attorney, Sherry Mix, Clerk and Cindy Rudloff, Treasurer.

3). Recognition of those in the audience who have complaints, problems, request for permits, etc.

None

4). Presentation of the Mayor’s request and action by the Board:

i) Discuss and possibly act on the creation of a new position at the WCPD.    

Motion made by Darren Romani., second by Bill Baker to instruct the attorney to present an Ordinance on Dispatch Supervisor position. All Board Members present voted yea – motion carried.

ii) Discuss and possible act on the purchase of a new Riding Lawn Mower at a cost of $11,486.00               

Motion made by Linda Sullivan, second by Darren Romani to purchase the new Riding Lawn Mower for the Village at a cost not to exceed $11,486.00. Cost to be paid from Water/Sewer Department and Building and Grounds.  All Board Members present voted yea – motion carried.

iii) Discuss and possibly act on the disposal of old fencing that was taken down at the new WCPD property. Instructed the Village Clerk to place an Ad

Motion made by Darren Romani, second by Bruce Watkins to get a list of items from each department and place an AD in the Gazette and post it on the Village of West City Web Site. Sealed Bids will be accepted until 4:00 p.m. on 10/09/2020. Bids will be opened at the Board Meeting on 10/12/2020.  A list will be available at the Village Hall. All Board Members present voted yea – motion carried.

iv) Personnel - Employee Evaluations, benefits 

i)  Employee Benefits: Motion made by Darren Romani, second by Bruce Watkins to instruct the Attorney to modify the Ordinance for the Part Time Police Officers to receive one and one half (1 ½) pay for hours worked on recognized Village Holidays only. All Board Members present voted yea – motion carried.

5) Ordinances and Resolutions   Ron Giacone – Attorney

Discuss and possible act on the selling or disposal of Real Property purchased by the Village.

Motion made by Darren Romani, second by Bill Baker to instruct the Attorney to draft a Resolution for the sale of Real Estate purchased by the Village. A Board Members present voted yea – motion carried.

6) Finance and Insurance – Linda Sullivan and Bruce Watkins

i) Discuss and possibly act on an Advisory Position to the Treasurer.

Motion made by Darren Romani, second by Linda Sullivan to instruct the Attorney to speak with Carol Bates and to put together a Contract and present it to the Board at the October 12, 2020 meeting. All Board Members present voted yea – motion carried.

7) Executive Session of the Board - Employee Evaluations, benefits and establish price for the sale of Real Estate.

Time:  3:34 p.m.

Motion made by Bruce Watkins, second by Bill Baker to go into Executive Session. All Board Members present voted yea – motion carried.

Motion to Adjourn made by Darren Romani, second by Bill Baker. All Board Members present voted yea – motion carried.
