City of Mason City Council Dec. 14.

Here is the minutes provided by the council:

Call to order by Mayor Bruce Lowe at approximately 7:00 P.M.

Council members physically present were Scott Francis, Gerald Mahin, Kevin Snyder, Danny Mason, Julie Mize, and Jim Miller. Treasurer Mike Griffin, Clerk Michele Whitehead, Superintendent Wayne Dixon, and Chief Adam Anderson, Asst. Chief Donovan and Wendy Martin were also present.

The minutes of the November 23rd, 2020 Council meeting and the December accounts payable and November Treasurer’s report were approved.

R20-89Alderman Mason moved, seconded by Alderman Miller to approve the regular session minutes of the November 23rd, 2020 meeting, the Dec account payable and November treasurer report., 2020 meeting

City Clerk Michele Whitehead was pleased to inform the Council that she had been working on the CURES ACT grant for some time submitting documentation, and that the City has been approved and has received a check for the entire amount allotted of $96,656.00.

Superintendent Dixon addressed the Council about implementing a split schedule for the Public Works employees so that they are not all working at the same time. This would be a precautionary measure to help control the spread of Covid within the department if someone should get it. Not working everyone at once cuts down on the exposure to and from other employees. Mr. Dixon suggested he may implement a schedule such as 3 guys are 3 days on and 2 days off one week, while the other workers are 2 guys on 2days that week and 3 days off, then switch that the next week. All employees would receive their normal pay. If a large snow storm should come through, obviously everyone would have to then come into work. The council approved the split schedule.

Mayor Lowe suggested the City buy some specialized spray guns and disinfectant to assist in disinfecting city vehicles and work areas.

R20-90Alderman Miller moved, seconded by Alderman Mize to approve a split schedule in the Public Works department due to growing Covid 19 concerns.

R20-91 Alderman Mason moved, seconded by Alderman Mize to approve the purchase of two specialized spray guns and disinfectant for the city vehicles and buildings at a cost of approximately $1000.00 each.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R20-92 Alderman Mason moved, seconded by Alderman Mize to approve the estimate of funds for the CSO in the amount of $163,965.36.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R20-93 Alderman Mason moved, seconded by Alderman Francis to approve the payment to Schwartz Construction for the CSO project in the amount of $158,036.78 which is included in the previously approved Est of Funds.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Two bids were received for the purchase of the 2003 International dump truck the Public Works department replaced.

The highest bid was $21,600 and the city accepted the bid.

R20-94 Alderman Mize moved, seconded by Alderman Mason to accept the bid of $21,600.00 for the 2003 International dump truck.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Chief Anderson and Asst. Chief Donovan addressed the Council regarding body and in-car cameras. They explained the importance of the cameras and also the importance of the redaction software available in order to fulfill FOIA requests. They presented many options from Axon, Watch Guard and ProVision. The Council agreed the ProVision option was best suited for the city as far as software and pricing along with an option to pay over 5 years.

R20-95 Alderman Mason moved, seconded by Alderman Snyder to approve the body/incar camera package with redaction capabilities from ProVision to be paid in installments over 5 years at a total cost of approximately $36.000.

Alderman Francis presented P & C, Liability insurance quotes to the Council, at the current time he had two quotes, one from Task insurance and one from Reznichek insurance, the city’s current carrier Gallagher had not yet responded with a quote and the insurance expires at the end of the year. After review the Council agreed with Alderman Francis’s suggestion of going with Task insurance for the P&C, Liability and with Reznichek for the workers compensation.

R20-96 Alderman Francis moved, seconded by Alderman Miller to approve Task insurance for the city P&C, Liability coverage and Reznichek agency (IPRF) for the city workers compensation coverage.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

Alderman Miller moved, seconded by Alderman Mason to adjourn into Executive Session to discuss Personnel 5ILCS ( c) (1) (2) at 7:33 P.M.

The regular council meeting resumed at 8:25 P.M.

R20-97 Alderman Francis moved, seconded by Alderman Snyder to approve the hiring of current trainee James Otey to Full Time status once he has completed part-time officer training and the transition class to full time qualilfication.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

R20-98 Alderman Francis moved, seconded by Alderman Mason to hire Margaux Procarione as Full-time police officer and to send her to full-time police academy.

Ayes: Alderpersons Mize, Snyder, Francis, and Mason

Nays: Alderpersons Miller and Mahin

Chairman declared motion carried.

R20-99 Alderman Francis moved, seconded by Alderman Mason to approve cancelling the last meeting of the calendar year due to the Holidays.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason

Nays: None

Chairman declared motion carried.

There being no further business, the meeting adjourned at 8:36 P.M.
