City of Mt. Vernon City Council met Feb. 16.

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois via teleconference due to the Covid-19 Quarantine via GoToMeeting. The Log-In for the meeting is https://global.gotomeeting.com/join/357016389, Call in Number: (872) 240-3212, Access Code: 357-016-389.

Due to the absence of Mayor John Lewis, City Clerk Mary Jo Pemberton called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Joe Gliosci to appoint Council Member Donte Moore as Mayor Pro Tem for tonight’s meeting. All were in favor.

Mayor Pro Tem Donte Moore opened the meeting.

Pastor Kent Jackson of the Family life Assembly of God Church gave the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch (via telephone), Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the February 1, 2021 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Regular City Council Meeting Tuesday, February 16, 2021

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Mike Young motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,162,772.21. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel presented for Council’s approval the Final Plat of Cusumano’s Star Subdivision. The general location is on Veterans Memorial Drive, east of Good Samaritan Hospital. The property owner is Star Investment Group LP. The small parch which is being divided out of a larger tract of land will have one access with a right in turn and a right out turn only. It will be inaccessible from west bound traffic. A curb cut to the median will not be allowed. The Zoning and Planning Commission approved the Final Plat with a 5 to 1 vote.

Council Member Joe Gliosci motioned to approve the Final Plat of Cusumano’s Star Subdivision. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented for Council’s approval the Preliminary and Final Plat of Green Tree Consolidation Plat Subdivision. The general location is 208 Zachery Drive. The property owner is CSL Mt. Vernon LLC. The petitioner desiresto consolidate two parcels into one parcel. The Zoning and Planning Commission unanimously approved this request.

Council Member Mike Young motioned to approve the Preliminary and Final Plat of Green Tree Consolidated Plat Subdivision. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented for Council’s approval the Preliminary and Final Plat of the Resubdivision of Lot 3. The general location is Veterans Memorial Drive. The property owner is Monty and Suzanne Burge. The petitioners plan to divide the parcel into two parcels with a shared entry to have the two buildings comply with the City Zoning requirements. The Zoning and Planning Commission unanimously approved this request.

Council Member Joe Gliosci motioned to approve the Preliminary and Final Plat of the Resubdivision of Lot 3. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY ATTORNEY

City Manager Mary Ellen Bechtel presented an Ordinance Approving a Conditional Use for a Home Daycare at 31 W. Crownview. The petitioning party is Adrian Johnson. Bechtel explained that the petitioners must be approved by the Health Department and meet all of the required criteria. The Zoning and Planning Commission unanimously approved this request.

Council Member Ray Botch motioned to adopt Ordinance #2021-02, an Ordinance Approving a Conditional Use for a Home Daycare at 31 W. Crownview. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented an Ordinance Approving a Conditional Use for a Home Daycare at 12770 East Illinois Hwy 148. The petitioning party is Lisa Russell. The Zoning and Planning Commission unanimously approved this request.

Council Member Mike Young motioned to approve Ordinance #2021-03, an Ordinance Approving a Conditional Use for a Home Daycare at 12770 East Illinois Hwy 148. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented an Ordinance Approving a Rezoning of a Parcel on Old Fairfield Road (PIN 07-24-152-008) from Class A-G (General Agriculture District) to Class R-1 (Low Density Residential District). The petitioning party is Michael Lenz. The petitioner plans to build a house on the property. The Zoning and Planning Commission approved this request by a 5 to 1 vote with one abstention.

Council Member Ray Botch motioned to approve Ordinance #2021-04, an Ordinance Approving a Rezoning of a Parcel on Old Fairfield Road (PIN 07-24-152-008) from Class A-G (General Agriculture District) to Class R-1 (Low Density Residential District). Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented for First Reading, an Ordinance Authorizing the Ceding of Private Activity Bonding Authority to the Southeastern Illinois Economic Development Authority (SIEDA). City Manager Mary Ellen Bechtel reported that the City has ceded their Private Activity Bonding Authority to SIEDA many times to keep the authority in Southern Illinois. Every year the City receives an allocation of bonding authority based on population. The 2021 allocation was $1,633,390.00 to support projects that provide job opportunities and new investments.

First Reading was held.

City Manager Mary Ellen Bechtel presented for First Reading, an Ordinance Amending Article 21, Section 21-112.2.2, Section 21-113.1.2, and Section 21-114.1.2. This Ordinance permits the identification of real estate by either its PIN or by its legal description and common street address.

Council Member Ray Botch motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Council Member Mike Young motioned to adopt Ordinance #2021-05, an Ordinance Amending Article 21, Section 21-112.2.2, Section 21-113.1.2, and Section 21-114.1.2. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Mary Ellen Bechtel presented for First Reading an Ordinance Amending Sections 2.6(a), 16.6(j), 16.6(k), and 16.7(n) of the Revised Code Regarding Payment Required to Reconnect Delinquent Utility Accounts. This Ordinance states that when a sewer, water, and/or refuse account becomes delinquent or terminated, all delinquent charges for water services, sewer services and garbage collection services must be paid in full before service is continued or resumed. The change removes the requirement to pay current charges before the due date.

Council Member Ray Botch motioned to suspend the rules to vote on an Ordinance. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Council Member Mike Young motioned to adopt Ordinance #2021-06, an Ordinance Amending Sections 2.6(a), 16.6(j), 16.6(k), and 16.7(n) of the Revised Code Regarding Payment Required to Reconnect Delinquent Utility Accounts. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

MAYOR

Mayor Pro Tem Donte Moore personally thanked the road crews for plowing snow from the City streets and the water crew for fixing a water main leak in sub-zero weather. They did a great job.

Mayor Pro Tem Donte Moore introduced Police Chief Trent Page to present the 2020 Officer of the Year Award. Chief Page explained that every year the Awards and Policy Committee nominates an Officer of the Year who demonstrates outstanding skill, ability, and professionalism in the performance of his or her duties. Officers nominated for the award must display a combination of the following qualifications or characteristics; outstanding contribution in the area of assignment, exceptional knowledge, the ability to complete job functions, overall productivity, civic contributions, and personal appearance and demeanor. The 2020 Officer of the Year was awarded to Detective Justin Osborn. Detective Osborn was nominated by Detective Captain Victor Koontz. Chief Page stated that Detective Osborn has been on the Police force for twelve years. He is dedicated to the City and his job.

CITY COUNCIL

Council Member Joe Gliosci congratulated Detective Osborn and thanked the City crews for their great job during the past snowstorm.
