City of Mason City Council Met March 22.
Here is the minutes provided by the council:
Call to order by Mayor Bruce Lowe at approximately 7:00 P.M.
Council members physically present were Scott Francis, Gerald Mahin, Kevin Snyder, Danny Mason, Julie Mize, and Jim Miller. Treasurer Mike Griffin, Clerk Michele Whitehead, Superintendent Wayne Dixon, Chief Adam Anderson, Wendy Martin and Dave and Amanda Grim were also present.
The minutes of the March 8th, 2021 Council meeting were approved.
R21-31 Alderman Mason moved, seconded by Alderman Snyder to approve the regular session minutes of the March 22ndh, 2021 meeting.
Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin, and Mason
Nays: None
Chairman declared motion carried.
Dave and Amanda Grim were present to ask the Council to issue them a liquor/gaming license under the name “The Thirsty Barrel”. The Grimm’s have purchased The Bluff bar and are hoping to open for business April 29th, 2021. The Council agreed to issue the licenses.
R21-32 Alderman Miller moved, seconded by Alderman Francis to approve issuing the Thirsty Barrel a liquor license and gaming license.

The IEPA needs approval and a signed funding nomination form for the Public Water Supply Program.
CMT has prepared the document and would like the Council to review it and submit back to them as soon as possible.
R21-33 Alderman Mason moved, seconded by Alderman Snyder to approve the IEPA nomination form.

Prairie State Plumbing was awarded the bid for the sewage treatment plant chlorination improvements.
The Council was asked to review the contract and approve. The council reviewed the documents and approved.
R21-34 Alderman Mason moved, seconded by Alderman Miller to approve the Prairie State Plumbing contract.

IDOT has submitted a resolution for maintenance under the Illinois Highway code for the expense of MFT monies for the purpose of maintaining streets and highways for the year 1/1/21-12/31/21 in the amount of $109,502.13
R21-35 Alderman Snyder moved, seconded by Alderperson Mize to approve the appropriation of $109,502.13 of MFT funds for the purpose of maintaining streets & highways under the Illinois Highway Code from 1/1/21-12/31/21.

Chief Anderson talked about upcoming Police training. There are instructor classes coming up, specializing in de-escalation procedures and tactical instruction. Chief Anderson would also like to attend another specialized training dealing with child death. All of the training’s require a minimum of one night’s stay in a motel. Chief Anderson said he is willing to pay for his own lodging at the child death training held in Missouri.
The Council approved the lodging and training.
R21-36 Alderman Snyder moved, seconded by Alderman Francis to approve the expense of training and lodging for the Police department while attending specialized training.

Chief Anderson would like to upgrade the Police truck with lights, lighted running boards, radar, and cage. The quoted cost for these upgrades would be around $3,438.00. Chief Anderson wants to use the truck more as an actual squad/transport vehicle rather than just an administrative vehicle. The Council approved the request. Alderman Mahin expressed some concern regarding the wear and tear on current squads versus additional wear and tear on the squad truck. He was unsure of just how beneficial putting the truck into squad rotation would actually be.
R21-37 Alderman Francis moved, seconded by Alderman Snyder to approve the expense of $3438.00 for upgrades to the squad.

Alderman Miller again inquired about a damaged sidewalk on the east side of town. It is not a city owned sidewalk, and the question of whose responsibility it is to repair it is still unanswered. The matter was tabled until next meeting.
