Mt. Vernon City Council met April 19.

Here is the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. at the Rolland W. Lewis Community Building, Veterans Park, 800 South 27th Street, Mt. Vernon, Illinois.

Mayor John Lewis opened the meeting.

Council Member Mike Young gave the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Joe Gliosci.

PRESENTATION OF JOURNALS

The Journals for the April 5, 2021 Regular City Council Meeting and the April 8, 2021 City Council Budget Workshop were presented for approval.

Council Member Ray Botch motioned to approve the Journals as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,920,407.04. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to seek A Request for Qualifications for Construction Management Services. She explained this will be for construction of the new Police Facility. The Construction Manager would attend all the design and pre-construction meetings, estimate costs, manage construction documents, manage the bidding and be on-site as we move through the project.

Council Member Mike Young motioned to grant permission to seek A Request for Qualifications for Construction Management Services. Seconded by Council Member Ray Botch. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

City Manager Mary Ellen Bechtel asked permission to Close Conger Avenue Between 24th Street and the Alley Before 25th Street for May 1, 2021 from 3:00 p.m. – 9:00 p.m. by Requesting Party Clarence Mays.

CITY ATTORNEY

City Attorney David Leggans presented an Ordinance Approving Rezoning of Properties on White Oak (vacant lot) PIN 11-08-126-015 & 017 from B-2, Secondary Business District, to I-2, General Industrial for the purpose of constructing an industrial business. Requesting Party: Storey Investments, LLC. City Manager Mary Ellen Bechtel stated that the request was unanimously approved by the Planning and Zoning Commission and no objectors were present.

Council Member Mike Young motioned to approve Ordinance #2021-11, an Ordinance Approving Rezoning of Properties on White Oak (vacant lot) PIN 11-08-126-015 & 017 from B-2, Secondary Business District, to I-2, General Industrial for the purpose of constructing an industrial business. City Attorney David Leggans presented for Council’s consideration an Ordinance Approving Rezoning of Property on Dogwood Drive (vacant lot) PIN 11-05-327-025, from B-2, Secondary Business to I-1, Light Industrial for the purpose of business development. Legal description being as follows: The East One-Half (E ½) of Lot 1 in Fountain Place South being a part of the Southeast Quarter of the Southwest Quarter of Section 5, Township 3 South, Range 3 East of the Third Principal Meridian, as shown by plat recorded March 30, 1990 in Cabinet 4, Drawer 2, Instrument No. 2290; situated in Jefferson County, Illinois; Pin No. 11-05-327-025. Requesting Party: Schulte Investment Property. City Manager Mary Ellen Bechtel stated that the request was unanimously approved by the Planning and Zoning Commission and no objectors were present.

City Attorney David Leggans presented for First Reading of an Ordinance Approving the Fiscal Year 2021-2022 Budget. City Manager Bechtel stated this is First Reading Only and there is a Special Council Meeting on Friday April 23, 2021 at 9:00 a.m. at the Rolland Lewis Community Building for final approval. City Manager Bechtel introduced Finance Director Steve Tate. Mr. Tate presented highlights of the 2021-22 Budget as presented in the workshop and to be included and voted on at the Council Meeting to be held Friday, April 23, 2021. First Reading was held.

City Attorney David Leggans presented for First Reading of an Ordinance Amending Article 1, Section 1.4(a) of the Revised Code of Ordinances. City Manager Mary Ellen Bechtel stated because no one ran for the Office of City Clerk, this Ordinance will allow the Mayor and the Council to appoint someone to the position of City Clerk. The City’s recommendation is to suspend the rules so the City can move forward and appoint someone.

Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance Amending Article 1, Section 1.4(a) of the Revised Code of Ordinances. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

City Attorney David Leggans presented for First Reading of an Ordinance Amending Article 1, Section 1.6(a) of the Revised Code of Ordinances. City Manager Mary Ellen Bechtel stated because no one ran for the Office of Treasurer, this Ordinance will allow the Mayor and the Council to appoint someone to the position of Treasurer. The City’s recommendation is to suspend the rules so the City can move forward and appoint someone.

Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance Amending Article 1, Section 1.6(a) of the Revised Code of Ordinances. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

City Attorney David Leggans presented for First Reading of an Ordinance Declaring Surplus Municipal Property. City Manager Mary Ellen Bechtel stated this is for eighteen (18) parcels that the City needs to surplus so they can dispose of them.

Council Member Donte Moore made the motion to suspend the rules and take action on the Ordinance Declaring Surplus Municipal Property. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young, and Lewis. Absent: Gliosci.

City Attorney David Leggans presented for First Reading of an Ordinance Fixing the Salaries and Benefits of Certain Employees of the City of Mt. Vernon. City Manager Mary Ellen Bechtel stated that this is an ordinance that is required and has to be done annually.

City Attorney David Leggans presented a Resolution Approving a Concession Stand Agreement with Jefferson County Little League. City Manager Bechtel stated the Agreement terms are $1,000.00 at the date of execution of contract and 10% gross revenues from the operation of the concession stand.

City Attorney David Leggans presented a Resolution Approving an Agreement with Farnsworth Group, Inc. Regarding Architectural Services for the New Police Facility. City Manager Bechtel stated this is the Agreement which was discussed at the Special City Council Meeting on April 16, 2021.

MAYOR

Mayor John Lewis presented for the advice and consent of the City Council, the Appointment of Paula Dodillet to the Fire and Police Commission to begin serving on May 1, 2021, and the Reappointment of Lance Cusumano and Clarence Mays to the Fire and Police Commission. Paula Dodillet is being appointed to take the place of Linola Spann who did not want to serve a second term.

CITY COUNCIL

Council Member Donte Moore wanted to remind everyone that there is a Rend Lake College Job Market Fair to be held next Thursday, April 22nd from 1:00 p.m. to 8:00 p.m at the Rolland Lewis Building. They can help with financial assistance, offer childcare programs, job placement, trucking programs, welding programs, etc.
