City of West Frankfort City Council Met June 8.

Here is the minutes provided by the council:

The Mayor Stated Before The Meeting Begins, We Are Going To Go Ahead And Swear In Marilyn Simpson So That Way She Can Be Part Of The Entire Council Meeting. So, If You Would Stand Up; We Will Have Our City Clerk, Angie Baker Deaton Swear You In.

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance. Along With The City Attorney And City Clerk.

2. Mayor Jordan Asked For Approval Of The Minutes From The May 25th, 2021 Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $218,906.11. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was To Swear In And Confirm Marilyn Simpson As The Appointed Finance Commissioner To The City Of West Frankfort City Council.

5. The Next Item Was Approval Of A Resolution Authorizing The Hiring Of An Employee For The West Frankfort Water Department. Commissioner Warren Stated We Had One Retire In The Sewer Department, So We Had A Little Movement Within So We Had A Spot To Fill. We Hired Greg Cooper Out Of The Six Applicants We Interviewed. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Discussion, With Possible Action, To Advertise For Bids From Independent Contractors Regarding Janitorial Services For City Hall. We Will Be Losing Ray Keterman Our Current Janitor For City Hall And The Police Department In July. So We Need To Advertise For Services To Clean City Hall, The Police Department, The Hall And Chamber. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

7. The Next Item Was Discussion, With Possible Action, Regarding Filling The Position Of Codes Officer. C.W. Stilley Was Our Codes Enforcement Officer And He Has Retired. This Will Be An Hourly Position, 30 Hours Per Week Job, With No Insurance Or Holiday Hours To Be Paid. They Will Be Paid Around $15 An Hour, Prefer Someone Who Is Retired. It Needs To Be Somebody That Has Some Experience With Building Construction, Electrical, Inspections For Rental Properties, Junk, Trash And Debris, Inoperable Vehicles And Can Deal With The Public. This Would Be Just For Approval To Advertise To Find Someone. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval Of A Resolution Authorizing An Agreement With Jamie Wilce dba Mike's Drive-In For Redevelopment Of Certain Property Utilizing Tax Increment Financing In The City Of West Frankfort, Illinois. This Is A TIF Agreement. Because They Had A Fire And Are Rebuilding At The Same Location, That Cost Was Covered By Insurance. Their Amount Wasn't As Much Because Most Of It Was Covered With Insurance. This Will Be A One Time Payment Of $5,000 To Help With The Re-Development/Opening Of The Business. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. The Next Item Was Approval Of A Lease Agreement With Sarah's Salon & Spa For Redevelopment Of Certain Property Utilizing Tax Increment Financing Located In The City Of West Frankfort, Illinois. This Will Be At 200 East Main, Where The Old Subway Building Was In Our Downtown Area. What Our Agreement States Is That She Will Pay $250 Dollars A Month For A Year. We Will Help Her Redevelop That Building And We Will Put In The Heating/Ac, Electric Service, Fix The Sewer, Repair The Back Of The Building To The Entrance, Do Some Leveling For Rocks In The Back Of The Building. We Will Be Doing What It Takes To Bring It Up To Code. All Those Costs Plus The Purchase Price Of The Building Will Be Added Up And After One Year She Will Have The Option To Buy It For That Amount. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

10. The Next Item Was Approval To Pay An Invoice From Illinois Department Of Transportation In The Amount Of $5,883.65 For Invoice 123832, Location Il 149. This Is Our 20% Portion Of The Total Cost. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11. The Next Item Was Approval To Pay Invoice From Vernell's In The Amount Of $6,242.79 To Repair Motor On Street Department Truck. We Had To Put An Engine In The 2003 Ford F450 Dump Truck. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

12. The Next Item Was Approval Of A Maintenance Engineering To Be Performed By A Consulting Engineer Regarding The 2021 Motor Fuel Tax Program. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

13. The Next Item Was Approval Of A Resolution For Maintenance In The Amount Of $240,000.00 Under The Illinois Highway Code Regarding The 2021 Motor Fuel Tax Program. Mike Roberts Of Brown And Roberts Stated This Is Just A Resolution Appropriating The Money. There Are No Bill Tonight This Is Just Approving The Program. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

14. The Next Item Was Approval Of A Municipal Estimate Of Maintenance Costs In The Amount Of $231,950.22 Regarding The 2021 Motor Fuel Tax Program. This Is Not A Bill Stated Mike Roberts Of Brown & Roberts. This Is Just For Approving The Motor Fuel Program. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

15. Officer's Report ~

Fire Report For The Month Of May 2021. Chief Allen Reported They Had 169-Ambulance Calls, O- Rubbish/Illegal Fires, 1- Brush/Field Fires, 1 Motor Vehicle Accidents, 7 Fire Alarms, 1 Vehicle Fires, 2 Fire Emergency; (Gas Leaks, Power Lines Down), 3 Structure Fire And 4 Smoke Scare. 3 Mutual Aid Calls, And 3-Assisted With School Fire Drills. For A Total Of 194 Calls During The Month. The Department Used Approximately 68,000 Gallons Of Water. The Department Collected $70,718.00 For Ambulance Calls.

Police Report For The Month Of May 2021. Chief Prudent Reported Officers Answered A Total Of 1,267 Calls For Service. Of Those Calls 18 Were Traffic Accidents, O With Injury. Officers Responded To 46 Domestic Disputes, 12 Fights In Progress, 21 Alarms, O Intoxicated Persons, 9 Burglaries, 16 Reports Of Criminal Damage To Property, 15 Complaints Of Juvenile Problems, 38 Reported Thefts, And 72 Complaints Of Disorderly Conduct/Disturbances. 26 Street Contacts. Officers Conducted 133 Traffic Stops, Issued 32 Citations, 123 Warnings, And 10 LW-27's. There Were 58 Adult Arrests Made And 5 Juvenile Arrests, Resulting In 90 Criminal Charges Filed. Dispatchers Answered 1,491 Calls. Of Those, 746 Were 9-1-1 Calls, 113 Were Walk In Requests. 1,267 Were For Police, 194 Were For West Frankfort Fire, 10 Were For Thompsonville Fire/Ems, And 7 Were For Abbott Ems, And 1 For United Ambulance. And For The Month Of May, We Collected $1,570.00 In Fines And Fees.

Codes Report For The Month Of May~ Was Not Available Due To Position Being Vacant.

16.Building And Sign Permits ~

The First One Is A Temporary Camper Permit. It Is For Dorothy Arview Yates At 407 E Charles. She Has Requested To Be Able To Stay In Her Camper Starting June 20, 2021 For Two Months. By August 20, 2021 She Should Be Complete With The Work On Her House. Our Code States That If You Have Had Some Type Of Fire Or A Situation Where You Can't Live In Your House, You Can Ask For The Proper Form Fill It Out And It Will Be Approved By Council. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve.

The Second One Is Also A Temporary Camper Permit. It Is For Kathy Gunter At 407 S. Bryan. The Start Date On This One Is 6/3/2021 While She Does Repairs On Her Home And They Did Not Put A Completion Date. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve.

17.Mayor's Report

Again, I Would Like To Thank And Welcome Marilyn For Accepting The Finance Position, Would Like To Say All Of Our City Employees Do A Great Job. But Seems Like The Times We Are Living In Today The Police And Fire Department Get No Respect. But They Will Always Get It Here. I Would Like To Also Say Congratulations To Donald Fort On His Retirement His Last Day Was May 31, 2021. He Was With Us For 26 Years. We Are Going To Be Working On Replacing Him By August, Ill Be Meeting With The Superintendents Again In The Next Week To Go Over The Somethings. We Are Really Busy Up Here A Lot Of Stuff Going On.

18. Commissioner Comments:

Commissioner Harkins Stated That He Is Always Ready To Brag On The Police And Fire They Do Stay Really Busy I Was There This Morning When The First Call Came In And They Stayed Busy All Day. They Are The Best Police And Fire Departments Around.

Commissioner Simpson Stated That She Would Wait And Have Something Brilliant To Say Next Time.

Commissioner Stanley Stated That The Guys Are Staying Busy Despite All The Water Coming Down Right Now. They Can Only Cut Weeds, Work On Drainage Issues And Clean Up Around Town. Fixing A Pot Hole, Or Mowing Is Out The Question Until This Weather Breaks.

Commissioner Warren Stated The Water And Sewer Has Had A Couple Breaks In The Water Lines But That Has All Since Been Fixed. All The Guys Are Working Good, The New Guy Greg Must Be Doing Alright He Is Coming To Work Everyday. The Sewer Department Is Doing Well Trying To Get Everyone’s Issues Resolved. They Are All Doing A Good Job.

19. Audience Questions Or Comments:

Mr. Danny Loeh Is One Of The Guys In Charge Of The Military Museum On Main Street. Was Here Expressing That He Was Not Happy With The Council Since None Of The Council Was Present At The Memorial Day Ceremony Held At The Museum He Takes His Position Serious, He Was Really Discouraged When None Of The Council, Mayor, Fire Or Police Department Was Present. That's Wrong And Sad, He Stated You Should Honor The Fallen, They Put Their Life On The Line For This Country. Commission Warren Stated That She Honestly Didn't Know Anything About The Ceremony. She Asked Where It Was Advertised? The Mayor Stated First Of All I Agree With You Mr. Loeh But No One Up Here Received A Call About It, We Did Not Know A Time, No One Contacted Us. We Would Be Glad To Put It On Our Sign, Our Facebook Account. Mr. Loeh Stated He Will Personally Call And Let The City Council Know When The Next One Is. The Mayor If He Would Of Known About It He Would Have Been There, He Has Never Missed One Of Those. Mr. Loeh Stated That He Only Had 20 People There, And The People Should Support This. They Have Visited 173 VFW And American Legion. This Is Our History And We Are Losing It Everyday. I Have A Purple Heart One Lady Donated, General John Hays Donated A Helmet Rifle And Some Other Different Things. Another Lady Is Bringing Medals For Us To Display. The Mayor Stated We Will Help Get The Word Out About The Museum And That No One Came To Memorial Because They Weren't Aware It Was Going To Happen. Isabelle Heyder Asked Him What His Hours Are Mr. Loeh Stated Right Now We Are Open On Sundays From 1pm-3pm And Then Hopefully A Couple Of Days Later In The Week. If Any One Wants To Volunteer To Help/ Or Work We Need Them, Isabelle Heyder Asked If Commissioner Stanley Ever Quits Working? Said She Wanted To Thank Him For Taking Care Of The Neighbors Yard That He Said He Would Mow. But That She Didn't Expect To See Him Out There At 8:30pm At Night Taking Care Of It.

20. Mayor Jordan Asked For Approval To Go Into Executive Session To Discuss Contract Negotiations, Personnel, Land Acquisition And/Or Pending Litigation, With Possible Action. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners Along With The Mayor Voted Yes. Motion Carried. The Council Went Into Executive Session At 6:40 P.M.

21. The Council Returned To Open Session At 7:40 P.M. On A Motion By Commissioner Simpson, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners Along With Mayor Jordan Voted To Return To Open Session. Motion Carried.

22. With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 7:39 P.M.
