City of West Frankfort City Council met Sept. 28.

Here are the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance, Along With The City Attorney And City Clerk. Commissioner Stanley Was Absent.

2. Mayor Jordan Asked For Approval Of The Minutes From The September 14th, 2021 Council Meeting. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $324,985.15. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was The West Frankfort Fire Department Presentation Of Life Safety Awards. Captain Sailliez Stated With What We Do; We Don't Always Take The Time To Recognize The Guys With The Atta Boys They Need Or Deserve Or Have Earned. So That Is What We Are Going To Do. We Are Kind Of Late In Dealing With The First Incident Addressed Tonight. 

A. First To Be Recognized Was The Outstanding Performance Of Captain Rob Williams, Firefighter Dave Chambers And Firefighter Jonathon Horrell Whose Actions Helped Save The Life Of A Victim Rescued From A Basement Fire On January 15, 2021. 

B. Next To Be Recognized Was The Outstanding Performance Of Captain Gary Little, Firefighter Jeremy Lingle, And Firefighter Lucas Whose Actions Helped Save The Life Of A Victim Rescued From An Apartment Building Fire On September 6th, 2021. 

C. Next To Be Recognized Was The Outstanding Performance Of Firefighter Gaston Sailliez, Whose Actions Helped Save The Life Of A Victim Rescued From An Apartment Building Fire On September 6th, 2021.

5. The Next Item Was Discussion, With Possible Action, Regarding The Purchase Of Iworq Software For Use In The Codes, Licensing, And Business Registration Departments. The Mayor Stated The Total Cost For The First Year Is $10,200. Second Year Is $7,200 This Is A Program That Will Help The Codes Department And Licenses, It Will Have A Portal To The City Website Where Citizens Can Go In Submit A Complaint To The Codes Department And Then The Citizen Can Go In Later To Check To See Where The Codes Department Is At On The Issue. The Citizens Do Not Get To See Personal Information Of Who Owns The Property, Etc. They Can See If I’m Working On The Issue Or If It Has Not Been Started Yet. Also, With That Comes Licensing And Rental/Registrations Inspections, And Will Let Me Have Access To It Anywhere. If It Passes; He Can Give Certificate Of Occupancy On Site, Or Email It To The Owner. In Real Time The Girls In The Water Office Will Know That It Has Passed Inspection, So They Can Go Ahead And Connect Someones Water. It Will Take 30 Minutes Instead Of A Full Day And Will Free Him Up To Do Many Other Things. It Makes All The Procedures Of The Codes Department So Much Quicker On Turnaround Time. The City Of Marion, Duquoin, Perry County Also Use This Software. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Approval For Payment Of An Invoice From Greater Egypt Regional Planning And Development Commission In The Amount Of $2,045.50 For October 2021 To September 2022. This Item Was Skipped Due To It Being Taken Care Of At A Previous Meeting.

7. The Next Item Was Approval For Payment Of An Invoice From Brown & Roberts, Inc. In The Amount Of $13,158.39 Regarding The Invoice #20 For Phase 1 Engineering Service For 157 & Il Rt 149 Interchange Modification Project. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried. 

8. Building And Sign Permits: Calvery Bible Church At 1647 S. Cherry Street Is Building A Pole Barn With A Concrete Slab And Electricity With A Cost Of $21,000. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried. 

The Second One Was From Kellie Mitchell At 406 West 8th Who Is Building A New Residence; A Pole Barn House With A Concrete Slab And Electricity, Water And Sewer With A Cost Of $200,000. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. Mayors Comments: Stated He Talked To John Moreland 

Today Dollar Tree Is Moving Next To Kroger They Are Going To Have A Grand Reopening At 8:30 Am Thursday. It Will Be The Largest Dollar Tree Within 500 Hundred Miles. Mr. Moreland Also Told Me That Ollie's Is Going Very Well, They Have Resealed The Whole Parking Lot Out At The Wf Plaza. The Mayor Thanks Him For The Investments He Has Made In West Frankfort.

Tomorrow At 10:30 At The Old Coleman Rhoads Space We Are Going To Dedicate The Old Santa House. Kathy Sikora Was A Great Lady That Worked For The Chamber Of Commerce And We Are Going To Dedicate That In Her Name. She Passed Away Almost A Year Ago. Anyone That Would Like To Come Is Welcome To Join Us. That Is Where Roger Is Tonight Is Getting That All Set Up And Ready For In The Morning.

Commissioner Harkins Stated He Is Proud Of Both Of His Departments As Always. They Are Doing A Good Job Taking Care Of Things. I Think They All Are The Best.

Commissioner Simpson Stated That She Has A Letter From The Reed Girls Who Are Having A Gospel Sing Saturday At The First Methodist Church. They Have Worked Really Hard Cleaning It All Up From Top To Bottom. The Letter Stated, "We Wanted To Write And Thank You For The Support, Without Your Support It Would Not Have Been Possible For This To Take Place, We Hope That We Did You All And The Town Proud By Hosting This, And For All The Work We Put Into This And Revitalization Of The United Methodist Church. Its One Of The Most Beautiful Churches In Southern Illinois. West Frankfort Does Have A Rich Past, And A Bright Future And I Hope More Events Can Be Held At This Building, As A Thank You To The Town Of West Frankfort For The Support We Would Like To Host A Christmas Carol Singing On Sunday, December 5th At 3pm. With Your Permission This Will Also Be A Free Event And It's A Way To Say Thank You To Everybody. We Are Called The Christmas Town And So With Candy Cane Lane, Lights Parade And Tree Lighting, We Thought This Would Be A Great Way To Kick Off The Holiday Season And Bring People To Shop And Eat In West Frankfort," Commissioner Simpson Asked For Approval To Tell The Reed Sisters That They Could Do This. The Mayor And Council All Agreed.

Commissioner Stanley Was Absent.

Commissioner Warren Stated Sewer And Water Is Working Hard. Everyone Is Staying Busy. Would Also Like To Thank Thad Snell The Codes Officer For All The Clean Ups That Have Been Happening All Over Town. Everyone Is Doing Good. 

10.Audience Questions Or Comments:

A Gentleman In The Audience Asked About The Interchange And Roundabout? They Mayor Stated We Have Several Projects That Will Be Going On. We Have A Project That Will Go From Main Street To The West From Logan To The Interstate. The Highway In Front Of City Hall Will Be Completely Redone. Then We Have A Project That Will Go On The Otherside Of The Interstate. It Will Go From The Interstate Past Weeks Chevrolet. They Are Going To Put In A Roundabout. That Project Is Going To Start Very Soon. It May Take Two Seasons To Get That Done, Fall And Spring For It To Be Completed. They Will Never Close Rt 149 Completely. One Side Will Be Shut Down And Then They Will Switch Sides. We Are Also Going To Gain An Entrance Road Into The WF Plaza Mall Area Where Kroger, Ollie's And Dollar Tree Are. So, If You Are Going West Towards Zeigler You Can Go Into Vanity Fair Our WF Mall And Pull Back Out To Go To The Right. Coming From Zeigler Into West Frankfort You Can Go In To Bonnies Café And Go Out That Same Way. The Roundabout Is Going To Be In Front Of Weeks Chevrolet.

The Interstate Project That Will Actually Change The Interchange, Where You Will Get On And Off At The West Frankfort Ramps. We Have Drawings Available For You To Look At To Understand Where The Entrance And Exit From The Ramps Will Be. This Will Be Very Similar To The Setup In Marion When You Get Off The Exit. This Will Also Open Up A Lot Of Development When This Project Is Finished. They Say This Project Could Take Five Years To Complete.

11.With No Further Business To Be Discussed, The Meeting Was Adjourned On A Motion By Commissioner Harkins At 6:40 P.M.
