Village of Dix Village Board met Oct. 12.

The Dix Village Board met in regular scheduled session at the Dix Village Hall. Village President, Kurt Karcher called the meeting to order at 7:01 P.M.
Roll Call: Trustees Present: Tiffany Gentles, Judy Bronson, Sean Wilkey - Trustees Absent: (Paul Ahers, Whitney Lipps)
Officers Present: Village President-Kurt Karcher, Village Treasurer-Sharon Bean and Village Clerk-Connie Hicks.
A motion was made to approve the minutes from the September 14, 2021 regular board meeting with a few corrections by Tiffany Gentles. A second to motion was made by Sean Wilkey.
Motion carried: 4-0
A motion to accept the Treasurer's Report was made by Tiffany Gentles. A second to motion was made by Judy Bronson.
Motion carried: 4-0
A motion to approve payment of the bills was made by Judy Bronson. A second to the motion was made by Tiffany Gentles.

Building and Grounds Committee:
Flag fell, resident came and put back up. 3 participated in the Yard Sale weekend, weather was a factor.
Street and Alley Committee:
Completed Projects: Chip/seal complete on Miller St. Duncan Lane, West Lincoln, Eisenhower Drive. West St. (behind Yellin Hellen's) - widen 1' on east side and 4' on the west side. Grade/install base/finish/compact - $1,840
Spoke on Approved/In-Progress projects and potential future projects.
Police commission: provided dates for Oct. Training to be completed soon for new deputies, will provide more hours to the Village at that time.
Community Organizer Report:
Changed location from parking lot to Rome School for Trunk or Treat. Sean has generators if needed for the event. There is power on the back of a bldg at Rome. Not sure if they are going to have it on the grass, or the gravel area on the South side.
Mowing from interstate off ramp needs cleaned up on the North side off ramp. Asking for volunteers to help clean up. 10/23rd at 8am to clean up area.
Tree lighting at Yellen Hellens' December 4th.
Recognition and Comments from the Public:
Max Wilson spoke about the Rome School project. Did not agree that the Village of Dix should donate 21k to give to the school foundation.

Item #1: Administer Oath of Office to Brandy Mount for position of Village Clerk The oath of office was administered by Connie Hicks to Brandy Mount, as newly appointed Dix Village Clerk. No Action Needed.
Item #2: Accept Resignation of Connie Hicks from Position of Dix Village Clerk A motion was made to accept the resignation of Connie Hicks from position of Dix
Village Clerk by Tiffany Gentles. A second to the motion was made by Judy Bronson.

A motion was made by Judy Bronson to accept and approve the public comment , policy as presented. A second to the motion was made by Sean Wilkey.

Item # 6: Approve Street and Alley Projects and Discussion of current project status.
Motion was made by Sean Wilkey to approve the bid from Jax's asphalt for $13,125.00
for Asphalt Overly on West Street between Jefferson and Dix-Irvington Rd and overlay of water department parking entrance. A second to the motion was made by Tiffany Gentles.

Item # 7: Approve Replacement of Missing Street Signs
Tabled for next month. W. South and N. Jackson Street signs. Riley Street sign is also missing.
A motion was made by Judy Bronson to table the replacement of missing street signs within the Village of Dix until next month. A second to the motion was made by Tiffany Gentles.

Item #8: Discussion of Rome Grade School Foundation Playground Equipment
Donations for the Rome School Foundation can be given at any time. Any amount is welcomed. Can split up certain amounts throughout the years to equal to a large amount donation. Up to the Village whether to donate or not.
A motion to table the Discussion of Rome School Foundation Playground Equipment was made by Sean Wilkey. A second was made by Tiffany Gentles.

Item #9: ORDINANCE VIOLATION REPORT:
Notice went out to 2 properties for dangerous and unsafe conditions. Residents must comply within 30 days of the letter. If they do not comply with fixing or demolition, the Village will proceed with the dangerous and unsafe cleanup and a lien will go onto the property.
3 major complaints discussed at the September meeting has been filed with the court.
One piece of information to provide the attorney on the mobile home violation.

Item: 10-Miscellaneous
Tiffany Gentles mentioned Frito Lay is having a food drive this month, if anyone wants to contribute you can give to Tiffany and she will ensure it gets to Frito Lay. All donations will be going to His Hands organization.
Judy Bronson mentioned IDOT needs to be notified that there is a deep divot on the curb onto Main Street.
Sean Wilkey brought up the pothole by the water department, need IDOT to handle fix as soon as possible.
Tiffany Gentles would like to post on Facebook about clean up by the interstate on 10/23/21 at 8am and be done by 10am.
