Village of Dix Village Board met Sept. 14.

Here are the minutes provided by the board:

The Dix Village Board met in regular scheduled session at the Dix Village Hall. Village Trustee, Tiffany Gentles, called the meeting to order at 7:00 P.M.

Roll Call: Trustees Present: Judy Bronson, Tiffany Gentles, Sean Wilkey, Paul Ayers and Whitney Garretson - Trustees Absent: Brandy Mount

Officers Present: Village Treasurer-Sharon Bean and Village Clerk-Connie Hicks. Officers Absent: Village President-Kurt Karcher.

A motion was made to approve the minutes from the August 10,2021 regular board meeting by Whitney Garretson. A second to motion was made by Judy Bronson.

Motion carried 5-0

A motion to accept the Treasurer's Report was made by Paul Ayers. A second to motion was made by Whitney Garretson.

*As a note, Sharon Bean and Kurt Karcher will get together to discuss what line item on the budget includes the Village Christmas decorations.

Motion carried 5-0

A motion to approve payment of the bills was made by Sean Wilkey. A second to the motion was made by Judy Bronson.

Motion carried 5-0.

Building and Grounds Committee:

Tiffany Gentles reported a dead tree was removed and cleaned up at the Dix Village Park. The produce for the elderly give-away was held with success on August 28, 2021. All the weeds have been pulled or sprayed at the Village park on or around the playground. The Village flags were left up from Labor Day through the 9-11 Ceremony held in the Village.

Street and Alley Committee:

Paul Ayers reported the following projects have been completed:

Removal of fallen tree from Village property.

Mowing is complete along the interstate bridge on West Lincoln Street. Ed Mooney with Rome Township has been contacted regarding the bush hog mowing along the interstate bridge on West Lincoln Street.

Several projects have been approved and are in progress:

Chip and seal of roads: Miller Street, Duncan Lane, West Lincoln Street, Eisenhower Road.

IDOT has been contacted regarding removal of dead tree on Main Street by the water department and mowing the ditches along Dix-Irvington Road.

West Street behind Yellin Helen's will be scheduled soon for street widening on both sides.

Police Commission Committee:

Sean Wilkey reported the part-time deputy schedule for September 2021 has been given to the Village trustees.

Community Organizer Report:

Kim Wilson reported the 9-11 ceremony held in the Village was very nice and patriotic. It was a humbling occasion for the 20th anniversary remembrance of 9-11.

Kim Wilson stated several Village residents have asked to hold a Village wide rummage sale in October. Kim suggested the date of October 2. Kim also stated the Village Board would need to set up and approve the Trunk or Treat date and time and the Trick or Treat date and time during this evening's meeting.

Recognition and Comments from the Public:

Max Wilson stated he received a letter in the mail stating he was eligible for unemployment through the Village, however; he stated he did not sign up for unemployment, nor did he intend on signing up.

Community Member Misty Flanagan, stated traffic needs to be slowed down in the village. She stated people are speeding on West Street directly behind her house and she is afraid a child or an adult is going to be hit and hurt or killed if the Village doesn't come up with a way to slow people down. She stated she has a special needs child who plays in her backyard as well as other children in the Village play in that area and the traffic has become very dangerous especially since Yellin Helen's has opened. She stated she loves having Yellin Helens in the Village but something needs to be done about the speeding. She suggested possible speed bumps. She also feels the Village needs more police presence or possibly our own police officers.

Community Member John Boyd, also stated something has to be done regarding people speeding in the village. It has become a hazard and a danger. He also stated the Village needs to spend some money for speed control and all the roads need to be resurfaced and repaired. He suggested speed limit signs, speed bumps possibly, whatever it takes to slow people down because the presence of a deputy for 8 hours a month has been a complete waste of time and money. The Village has got to step up and do what needs to be done to slow people down.

Business Items:

Item #1: Review of Meadow Lane Recommendations and Report

Paul Ayers stated there have been several drainage issues on Meadow Lane. Round Table completed an evaluation and report regarding the issues and possible solutions. Paul stated he feels we need to ask a representative from Round Table to attend the next Village board meeting or possibly hold a special meeting to discuss the report findings, the costs and solutions.

Paul Ayers made a motion to ask Round Table Design to attend the next meeting or possibly set up a special meeting with Round Table to discuss the Meadow Lane drainage issue report. A second to the motion was made by Whitney Garretson.

Motion Carried: 5-0

Item #2: Approve Street and Alley Projects

A motion was made by Whitney Garretson to accept a bid from Jax Asphalt for $ 18558 for the asphalt overlay to complete the widening to 12-foot on West Street including the portion up to the water department parking lot with the Dix/Kell Water Department paying $3000 of the bid. This leaves a total for the Village to pay of $ 15558. A second to the motion was made by Tiffany Gentles.

Motion Carried 5-0

Paul Ayers will contact IDOT regarding the large pothole located close to the water department.

Item #3: Approve Purchase of Street Radar Speed Signs

A motion was made by Paul Ayers to approve the purchase of two 15-inch flashing radar speed signs for the Village at a cost of $ 6594. A second to the motion was made by Tiffany Gentles.

Motion Corried. 5-0

Item #4: Approve Replacement of Missing Street Signs

A motion was made by Tiffany Gentles to table this item until the next meeting. A second to the motion was made by Paul Ayers.

Motion Carried: 5-0

Item # 5: Approve Appointment of Brandy Mount to Position of Village Clerk

A motion was made by Whitney Garretson to approve the appointment of Brandy Mount to Village Clerk. A second to the motion was made by Paul Ayers.

Motion Carried: 5-0

Item #6: Approve Continuing Clerk Salary for Connie Hicks through December

A motion was made by Judy Bronson to continue Village Clerk salary for Connie Hicks through December 31, 2021 to train incoming/appointed Village clerk. A second to the motion was made by Paul Ayers.

Motion Carried: 5-0

Item # 7: Discussion of Rome Grade School Foundation Playground Campaign

A motion was made by Paul Ayers to table this item until the next meeting to review the Village budget. A second to the motion was made by Whitney Garretson.

Motion Carried: 5-0

Item #8: Discussion of Covid-19 Mitigation Measures

Tiffany Gentles reported that from today's date going forward. Masks will be required inside the Village Hall and Village Community Center until further notice.

No action needed.

Item # 9: Ordinance Violation Report:

Tiffany Gentles reported of the 13 original properties with ordinance violations as of 5/21/2021 and 6 additional property violations added, 6 properties are still not in compliance.

Paul Ayers stated the Village needs to think about the costs of moving forward with the next step in the ordinance violation process and know that we will need to be committed to those costs as we move forward.

A motion was made by Judy Bronson to move forward with legal actions including abatement of nuisance and imposition of fines, for seven properties located within Village limits. A second to the motion was made by Whitney Garretson.

Motion Carried: 5-0

Item # 10: Miscellaneous:

A motion was made by Judy Bronson to approve the promotion of a Village Wide Rummage sale for October 2, 2021 on the Dix Village Facebook page and on the Village sign. A second to the motion was made by Sean Wilkey.

Motion Carried: 5-0

A motion was made by Sean Wilkey to set the Dix Village Trick or Treat date and time and the Dix Village Trunk or Treat time for Saturday, October 30, 2021 from 5:00 pm to 7:00 pm. A second to the motion was made by Judy Bronson.

Motion Carried: 5-0

The location for the Trunk or Treat will be set at a later date.

A motion was made by Judy Bronson to adjourn the meeting. A second to the motion was made by Whitney Garretson.

Motion Carried: 5-0. Meeting adjourned at 8:10 PM
