City of Sesser City Council met Aug. 12.

Here are the minutes provided by the council:

The regular meeting of the Sesser City Council was called to order by Mayor Ashmore at 6:30 PM. Prayer was led by Nathan Dilliner. The pledge of allegiance was said. The mayor asked for veterans to stay standing and the council and those present showed their appreciation for our veterans. Mayor Ashmore asked Clerk Stacey to call the roll.

In attendance were Rodney Zettler, Rich Miller, Travis Zettler, and David Bates, Wayne Shannon. Dana Laur was absent.

A motion was made by Rich Miller and 2nd by Wayne Shannon to approve the minutes from the regular meeting in July. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #1--TIF Memos/Resolutions/Agreements

Mayor Ashmore explained the TIF agreement with Kenneth and Rebecca Benedict for the Gualdoni building. A motion was made by Rodney Zettler and 2nd by Rich Miller to approve and pass resolution #16-2021, an agreement with Kenneth and Rebecca Benedict for a project at the Gualdoni for $15,000.00 upon completion Phase I of renovation of sleeping rooms on the upper level of the building. All those in attendance were in favor of the motion with the exception of Travis Zettler who abstained. Motion carried.

Mayor Ashmore updated the council on the TIF agreements with the Luna Lounge and Bagels and Brews as they have both been completed and approved for payment.

Mayor Ashmore explained the TIF agreement for the demolition of the home at 713 South Walnut. A motion was made by Rodney Zettler and 2nd by Rich Miller to approve the TIF agreement for the demolition of the home at 713 South Walnut by All in 1 services as the low bidder for $8,300.00 and to track all expenses incurred with this property. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore explained the TIF agreement for the demolition of the home at 204 West Murray Street. A motion was made by Rich Miller and seconded by Rodney Zettler to approve the TIF agreement for the demolition of the home at 204 West Murray by low bidder Tim Shaputis for $4,400.00. All those in attendance were in favor of the motion. Motion carried.

Mayor Ashmore explained the TIF agreement for the demolition of the commercial struction at 315 W. Florence Street. A motion was made by Rich Miller and 2nd by Wayne Shannon to approve the TIF agreement for the demolition of the commercial structure at 315 West Florence by the low bidder All in 1 Services for $5,150.00. All of those in attendance were in favor of the motion. Motion carried.

Two properties listed on the agenda were tabled due to either no bids submitted or the property is currently being negotiated. Those properties were 206 Fitzgerald and 807 E. Murray.

Mayor Ashmore explained the TIF agreement to demolish a garage structure at 501 South Park Street. A motion was made by Rich Miller and 2nd by David Bates to approve the demolition of the garage structure at 501 South Park Street by Tim Shaputis for $850.00. All of those in attendance were in favor of the motion.

Agenda Item #2

Mayor Ashmore had Clerk Stacey explain the ads for the SV athletic programs, music programs and yearbook(Tatler). A motion was made by Travis Zettler and seconded by Rich Miller to approve the donation to the SV School for the ads to be placed in the athletic programs, music programs and yearbook for a cost of $480.00. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #3

Mayor Ashmore talked with the council about the Sesser-Valier Dolly Parton Library Program. This program supplies books to children in the S-V school district each month until age 5. The program is spearheaded by John Gulley. Money raised pays for the shipping of the books. A motion was made by Wayne Shannon and seconded by Travis Zettler to approve the donation of $500.00 to the Sesser-valier Dolly Parton Library program at this time. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #4

Mayor Ashmore informed council that he had received a request from Megan Purcell about the Royal Kids Book Drive. A motion was made by Wayne Shannon and 2nd by Travis Zettler to approve a donation to the Royal Kids Book Drive for $100.00. All of those in attendance were in favor of the motion. Motion carried.

Agenda Item #5

Mayor Ashmore had Clerk Stacey open the bids for tree removal. Tree bids were submitted by Kelly’s Tree Service and Cavins Lawn & Tree. A motion was made by Rich Miller and seconded by Rodney Zettler to approve the bid for tree removal from Kelley’s Tree Service for $8,100.00 (by using the City’s dump site) for the list of trees and $2,000.00 for the extra tree that was added, for a total of $10,100.00. All of those in attendance voted in favor of the motion. Motion carried.

Agenda Item #6

Mayor Ashmore presented the council with information on the conferences he would like to attend in the upcoming year. A motion was made by Rodney Zettler and 2nd by David Bates to approve the conference expenses for the three conferences that Mayor Ashmore wanted to attend as well as one for Travis Zettler to attend and one for attorney Bigler to attend with the mayor for a total cost of approximately $6,725.66 plus travel expenses for Travis Zettler in December if he can attend. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #7

Mayor Ashmore explained the ordinance #4-2021 which amends the zoning code. A motion was made by Rodney Zettler and seconded by Travis Zettler to approve ordinance #4-2021 an ordinance amending Ch. 40--zoning code. All of those in attendance were in favor of the motion. Motion carried.

Agenda Item #8

Mayor Ashmore explained that with so many changes in the last 5 years, the code of ordinances needed to be updated--this includes any previous city changes and state changes in city code. A motion was made by David Bates and seconded by Rich Miller to pass ordinance #5-2021, an ordinance adopting a code of ordinances for the City of Sesser. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #10

Mayor Ashmore explained the air conditioner for the Opera House Annex upstairs has completely quit. An estimate to replace the unit was given by Air Serve. A motion was made by Wayne Shannon and seconded by Rich Miller to approve the purchase of the new air conditioner for the Opera House Annex from Air Serve for the cost of $5,740.00. All those in attendance were in favor of the motion. Motion carried.

Agenda Item #11

Mayor Ashmore explained that he would like to have a tire disposal program to help city residents clean up property by getting rid of their old tires that sit in yards. A motion was made by Rich Miller and 2nd by

Rodney Zettler to approve the tire disposal program for up to $500.00 for the tire disposal. All of those in attendance were in favor of the motion. Motion carried.

Attorney Bigler: Reported that the lawsuit with RLCD is settled--with contingency to not discuss details of settlement. Doing title work on 713 South Walnut property. Working on several other properties that we are still trying to attain to clean up.

A motion was made by Travis Zettler and seconded by Rich Miller to approve the bills as presented. All those in attendance were in favor of the motion. Motion carried.

A motion was made by David Bates and 2nd by Rich Miller to approve the treasurer's report. All those in attendance were in favor of motion. Motion carried.

A motion was made by David Bates and 2nd by Travis Zettler to approve the police report. All those in attendance were in favor of motion. Motion carried.

A motion was made by Rich Miller and seconded by David Bates to approve the code inspector’s report. All those in attendance were in favor of motion. Motion carried.

A motion was made by Wayne Shannon and seconded David Bates to approve the tourism report as presented. All those in attendance were in favor of the motion. Motion carried.

Public comments:

Ned Mitchell--Water Project on Main Street--cost? Mayor Ashmore gave him copies of the information.

--Main Street painting of curbs etc. Mayor Ashmore informed him that all of the main street will be resurfaced in the upcoming months and then the painting will be done.

--Stolen equipment--found or arrests? Mayor Ashmore--No arrests yet.

--Census numbers? Mayor Ashmore--preliminary 1837.

Nathan Dilliner--Are golf carts to be driven on sidewalks? And how old do you have to be to drive them? Mayor Ashmore--no, but sometimes the water department does to get to water meters--but generally--no. Must be 16 years old to drive--just like a car.

Terry Miller--Have you ever checked with Ameren to change lights in the park (basketball court, etc) to LED lights. Ameren does have a program for that. Mayor Ashmore--yes, Loyd’s takes care of that for us.

A motion was made by David Bates and 2nd by Rich Miller to adjourn the meeting at 7:54 PM. All those present were in favor of the motion. Motion carried.
