PRESENTATION OF JOURNALS
The Journal for the November 1, 2021 Regular City Council Meeting was presented for approval.

City Manager Mary Ellen Bechtel requested permission for a Street Closure for North Street between 10th Street and 11th Street on November 25, 2021, from 8 a.m. to 5 p.m. for Central Christian Church’s Thanksgiving Dinner. Requesting Party: Central Christian Church. Staff recommendation is to approve the closure.

City Manager Mary Ellen Bechtel introduced Greg Charlton from Krehbiel & Associates (via telephone) to present the 2020-2021 Fiscal Budget Audit. A copy of the Audit was distributed to the Council Members. Finance Director Steve Tate was also present to answer questions regarding the Audit.

CITY ATTORNEY
City Attorney David Leggans presented for Second Reading of an Ordinance for Property Tax Levy. City Manager Mary Ellen Bechtel stated that there have been no changes since the First Reading at the last Council Meeting. The City is not levying anything for General Corporate Operations; Parks and Recreations - $279,700.00; Emergency Management Agency Operations - $9,700.00; Firefighters Pension Fund - $954,500.00; Police Pension Fund - $895,200.00; IMRF - $440,000.00; Social Security - $301,000.00; Special Service Area #1 - $74,800.00 making a total of $2,954,900.00, which is no increase from last year. This does not leave enough for contributions for pensions this next year. The City will be using $611,000.00 of the 1/4% Sales Tax to make up the difference for pension obligations. The Levy for 2020 Bonds authorized by Ordinance #2020-31 is abated. The City is not levying any money for the payment of any of the 2020 Bonds issued. Staff recommendation is to pass the Ordinance approving the Property Tax Levy.

Petitioning Party: Jonah Beth Prince. City Manager Bechtel stated this was passed unanimously by Planning and Zoning. Staff recommendation is to approve the conditional use.

Donna Pearson and Debbie Holsapple representing Jefferson County Comprehensive Services were present and provided additional information to the Council regarding the plans for the new facility.
