City of Mt. Vernon City Council met Dec. 20.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. 

Mayor John Lewis opened the meeting.

Council Member Mike Young led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the December 6, 2021 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,202,950.83. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

None.

CITY MANAGER

City Manager Mary Ellen Bechtel explained that the City is going to promote the Citizens Police Academy. City Manager Bechtel introduced Police Chief Trent Page to present information regarding the Citizens Police Academy. It is a 5-week course, and it gives citizens the opportunity to see the work that the Police Department does. It will be held on Tuesdays, beginning January 18 through Tuesday, February 15, 2022, and will be held at the Roland W. Lewis Building. The Police Department is now accepting applications for the Academy. Council Member Botch presented a check for $2,000.00 to Chief Page to support the Citizens Police Academy. Council Member Botch has sponsored this program the past few years and it is very much appreciated.

No action required.

City Manager Mary Ellen Bechtel presented for Council’s consideration and approval a Change Order from Visu-Sewer for the Woodglen Acres Cured-In-Place Sanitary Sewer Contract. The City had anticipated relining 50% of the sewer lines in this project area. The results of the investigation show that all of the sewer lines need relined. When this project was bid, the bid included the investigation and 50% of the lines, with an alternative bid for the cost of any additional linear feet. The City is asking the Council to support the expansion of this project at the alternative bid price to move forward to relining 100% of the sewer lines. This will increase the cost of the project from $442,198.88 to $714,855.88, or an additional $272,657.00. This is a “pay as you go” project and the money is in the sewer fund to cover this cost. Staff recommendation is to approve the change order and reline all of the sewer lines in Woodglen Acres, which includes the 15” line that goes under the interstate and complete the sewer line improvement in that area.

Council Member Ray Botch motioned to grant permission and approve the Change Order from Visu-Sewer for the Woodglen Acres Cured-In-Place Sanitary Sewer Contract. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

City Attorney David Leggans presented an Ordinance to Approve Rezoning of Property at 1706- 1708-1710 South 13th Street from R-2, Medium Density Residential, to B-2, Secondary Business for the Construction of the New Sunshine Center and Parking Lot. Petitioning Party: Jefferson County Comprehensive Services. City Manager Bechtel explained this was approved at the Zoning and Planning Commission meeting and there were no objectors. This will be adjacent to their current facility at 12th and Veterans and will serve as a community gathering place for Senior Citizens and a home for their Meals on Wheels.

Council Member Ray Botch made the motion to approve Ordinance #2021-40, an Ordinance to Approve Rezoning of Property at 1706-1708-1710 South 13th Street from R-2, Medium Density Residential, to B-2, Secondary Business for the Construction of the New Sunshine Center and Parking Lot. City Attorney David Leggans presented a Resolution Designating “Authorized Signatures” for the Illinois Funds Account. City Manager Bechtel explained that this Resolution updates authorized signatures on the City’s Illinois Fund Account to include Steven Tate, Rebecca Barbour, and Chelise Bray for the management of the account.

Council Member Joe Gliosci made the motion to approve a Resolution Designating “Authorized Signatures” for the Illinois Funds Account. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

Mayor Lewis just wanted to wish a very Merry Christmas to all.

Council Members also wished a Merry Christmas to all.
