Mayor John Lewis opened the meeting.

Pastor Mike Sheets from Meadowbrook Christian Church led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Joe Gliosci.

PRESENTATION OF JOURNALS

The Journal for the December 20, 2021 Regular City Council Meeting was presented for approval.

Council Member Donte Moore motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young and Lewis. Absent: Gliosci.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Regular City Council Meeting Monday, January 3, 2022

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $661,452.56. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young and Lewis. Absent: Gliosci.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results for the Woodland Drive Sewer Reroute and the White Oak Sewer Project. City Manager Bechtel explained this is the first project the City has bid out since experiencing price increases of pipe and other materials. The City has the funds to move ahead with the project, as there are budgeted projects that have not been started this year and the sewer capital fund has a strong balance. There were three bidders for this. The low bidder was Haier Plumbing & Heating, Inc. in the amount of $312,077.00. Staff recommendation is to award the bid to Haier Plumbing & Heating, Inc.

Council Member Ray Botch motioned to accept the Bid Resultsfrom Haier Plumbing & Heating, Inc. for the Woodland Drive Sewer Reroute and the White Oak Sewer Project in the amount of $312,077.00. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young and Lewis. Absent: Gliosci.

CITY MANAGER

City Manager Mary Ellen Bechtel requested Consent to a Miller Lake Lease Assignment from Stewart Clark to Christopher R. Marlowe. Staff recommendation is to approve the Consent.

Council Member Donte Moore motioned to Consent to the Miller Lake Lease Assignment from Stewart Clark to Christopher R. Marlowe. Seconded by Council Member Mike Young. Yeas: Botch, Moore, Young and Lewis. Absent: Gliosci.

CITY ATTORNEY

City Attorney David Leggans presented a Resolution of Support for the Jefferson County Soil and Water Conservation District Grant Application and the Rend Lake Watershed Partnership Initiative. City Manager Bechtel explained that Jefferson County Soil and Water is writing a grant that could fund watershed management projects in their territory. The City’s support of the application does not cost the City anything. It does allow Jefferson County Soil and Water to use the value of any watershed projects (stormwater project) that the City is doing to be considered as match for their grant. Staff recommendation is to approve the Resolution of Support.

MAYOR

Mayor Lewis just asked with all the devastation we have seen in our area, that the community keep first responders in their prayers, especially law enforcement officers in Illinois, as we lost two officers within 24 hours and another still in critical condition.

EXECUTIVE SESSION

At 7:09 p.m., City Manager Mary Ellen Bechtel requested an Executive Session under 5 ILCS 120/2(c)(6) – Setting of a price for sale or lease of property, 5 ILCS 120/2(c)(11) – Litigation, and 5 ILCS 120/2(c)(21) – Semi-annual review of Executive Session Minutes.

At 7:32 p.m., Mayor John Lewis reconvened the Regular City Council Meeting.
