City of Mason City Council met Dec. 13.

Here are the minutes provided by the council:

Call to order by Mayor Bruce Lowe at approximately 7:00 P.M.

Council members physically present were Scott Francis, Gerald Mahin, Danny Mason, Julie Mize, Kevin Snyder, and Jim Miller. Treasurer Mike Griffin and Clerk Michele Whitehead along with Superintendent Dixon, Chief Anderson, Asst, Chief Donovan also attended the meeting. Guests present were Jim Hernan, Frank McMahan, Gaye Maxson, Gavin Maliska, and JD Otey.

Gaye Maxson addressed the council regarding the tornado sirens going off and city hall wasn’t unlocked. What she did not realize is that the City Hall did get unlocked once the proper personnel were notified. City Hall doesn’t have the capacity to house the entire theatre audience in times of emergency, it is meant as temporary shelter for a much smaller capacity crowd. The city hall basement is not a large basement, it is only 2 small rooms. She also addressed the issue of the sidewalk on the east end of town. The city has looked into this repeatedly, it is does not belong to the city, therefore it is not the city’s responsibility to repair, the city has tried and tried to get it repaired through the proper channels of who the repairs should be provided by.

R21-111 Alderman Snyder moved, seconded by Alderman Miller to approve the regular session minutes of the November22nd, 2021 meeting

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-112 Alderman Snyder moved, seconded by Alderman Mason to approve the bid from Illinois Counties Trust for the city’s P/C/L and work comp insurance for the year 2022.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-113 Alderman Mason moved, seconded by Alderman Francis to approve the Tax Levy.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-114 Alderman Miller moved, seconded by Alderman Mize to approve the purchase of a generator for City Hall in the amount of $10,750.00.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-115 Alderman Snyder moved, seconded by Alderman Miller to approve the cancellation of the last meeting in December 2021.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-116 Alderman Mason moved, seconded by Alderman Miller to approve the Professional agreement between CMT and the City of Mason City for well #8.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-117 Alderman Mason moved, seconded by Alderman Miller to approve change order #9 from Schwartz Construction regarding time extension for project completion due to delays in receiving lifting bales from the supplier.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-118 Alderman Mason moved, seconded by Alderman Snyder to approve the estimate of funds for the CSO payouts.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

R21-119 Alderman Snyder moved, seconded by Alderman Miller to approve the purchase of a welder for the public works department.

Ayes: Alderpersons Mize, Snyder, Miller, Francis, Mahin and Mason

Nays: None

Chairman declared motion carried.

Jim Hernan spoke briefly about solar panels that are to be placed on the ground. He suggests the city adopt some more strict regulations regarding solar panels being placed at ground level. The city will be looking into this matter.

Chief Anderson presented officer Otey with a plaque naming him the police department’s officer of the year for his professionalism.

There being no further business the meeting adjourned into executive session to discuss personnel at 6:37.

There being no further business the meeting resumed at 6:57.
