West Frankfort Regular Council Meeting
Tuesday, January 25, 2022
1. Mayor Jordan Called The Meeting To Order At 6:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance. Along With The City Attorney And Deputy City Clerk
2. Mayor Jordan Asked For Approval Of The Minutes From The January 11th, 2022 Regular Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.
3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $244,687.42. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.
4. The Next Item Was Discussion, With Possible Action, Regarding The Advertising Of Bids For The Demolition Of Certain Properties. The Mayor Stated The City Has Obtained A Court Order To Demolish The Property At 602 E. St. Louis Street. And Another One We Are In The Process Of Getting An Order For Is At 702 E. St. Louis Street. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.
5. The Next Item Was Discussion, With Possible Action, Regarding A Letter From Josh Maddox At The High School. He Is The Sponsor For The Beta Club And Also The Youth And Government Club, The Beta Club Is Going To Springfield, Illinois On March 3rd And 4th And The Youth And Government Is Going To Springfield, Illinois On March 18th. They Have Raised Money Through Out The Year To Help Pay For The Cost Of The Overnight Stay, Gas, Food Etc. If You Remember We Put Aside Money From The Gambling Fund And We Give It Back To The Youth. The Mayor Stated He Has Talked To The Deputy Treasure Chris Veteto About The Available Funds And There Is Plenty. They Are Asking For A $1,500.00 Donation; To Each The Beta Club And Youth Government Class At The High School. Basically; This Will Pay For The Bus, Gas And The Ride Up There And Back. The Mayor Stated If You Want To Give More; We Can But Id Like To Leave That Up To The Council. Commissioner Simpson Asked How Much Is In That Fund? Do We Have Enough To Cover A Little More Than The $1,500? The Mayor Stated Yes. Commissioner Simpson Asked Can We Afford To Give Them $2,000 For Each Group? The Mayor Stated Yes, We Can. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried. This Is A Way That We Can Give Back To Our Youth And Let Them Know The City Supports Them. There Will Be Some People That Say This Is A School Function Why Can't The School Pay For This? The Way We See It There Are 49 Kids That Are Going Up There And Doing Something Very Positive. They've Put Forth The Effort To Raise The Money, So We Are Going To Help Them.
6. Building And Sign Permits - Stephan Padget Of 213 S. Parkhill Would Like To Build A Pole Barn On His Property At 210 S. Gardner. Andy Williams Construction Is In Charge Of The 24x42 Building At A Cost Of $10,000. The Fee Of $151.20 Will Be Charged To Mr. Padget For The Permit. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.
7. Mayor's Report ~ The Mayor Stated He Would Like To Comment How Honorable Mr. Muir Is. Most Politicians Even Though I Know Your Not A Politician You're A Public Servant. Most Of The Time When They Ask You For Something And They Get It, Then They Are Done With You. For You To Come Back To A Meeting And Say "Thank You, And To Invite Us To Come Share Part Of The Glory With Everyone As It Is Dedicated Means A Lot." The Mayor Stated God Bless You Mr. Muir For All Your Effort, And I Appreciate The Franklin County Government Board Who Got This Project Together. And Would Also Like To Thank The Codes Officer For All His Work On 602 And 702 East St Louis Street. They Are Horrible, We've Been Working With The Owners For At Least Two Or Three Years And Getting An Order For Demolition Has Been A Task. But It Is Going To Look So Much Better. We Have The Court Order For Demo For One And Waiting On The Other.
The Mayor Stated The Construction On The West Side Of Town On Highway 149, You're Going To See A Lot More Of That. For The Next 18 Months From Rt 37 To Past Greg Weeks Dealership Is Going To Be Torn Up, They Are Going To Be Putting In A Roundabout. For Example, If Someone Is Going To Zeigler You Can Go Right Into Vanity Fair, Then You Can Keep Going On Bob Burton Way And It Will Bring You Back To Hwy 149 And Then Go Right Out And On To Zeigler. Now If You Coming From Zeigler You Will Go Into Kroger Parking Lot And Then Turn Right And Come Out Back Onto Hwy 149. But There Will Not Be Any Thru Traffic Only Right In And Right Out. The Promise From Idot Is That Highway 149 Will Never Be Closed To Traffic.
8. Commissioner Comments: Commissioner Harkins Stated That Everything Seems To Be Ok. He Stated That He Read Chief Prudents Letter On The Captains And He Would Like To See That Move Forward. Chief Prudent Stated We Are Definitely Due; We Have Not Had A Captain Since He Was Promoted Three Years Ago. With Things Changing And Our Department Is Getting Younger; We Need That Supervision. Commissioner Harkins Stated The Fire Department Is Doing Well, They Are Accepting Applications Right Now For Testing At The Fire Department Through Friday, January 28th, 2022.
Commissioner Simpson Stated That All Is Quiet On Her Department.
Commissioner Stanley Stated That The Street Department Guys Closed Up The Morthland College Building Today. They Got All The Windows Boarded Up. They Also Boarded Up A Few Windows On The Methodist Church That Have Been Knocked Out.
Commissioner Warren Stated She Does Not Have Anything Everyone Is Working, And She Hasn't Heard Anything Bad. So, I'm Assuming Its All Well.
9. Audience Questions Or Comments:
Jim Muir Stated He Was Here At A Council Meeting About Three Years Ago To Ask For Support To Pass A Tax Referendum In Franklin County To Build A New Court House. Now That Two Years Have Gone By And Its Almost Finished; Under Budget And Before The Deadline; I Would Like To Invite Everyone On The Council To The New Courthouse For A Ribbon Cutting And Dedication Ceremony On Friday, April 22nd, 2022 At 11am, We Are Projecting That The Courthouse Will Be Paid For In Five (5) Years Which Would Be 2027 And The Sales Tax Will Fall Off Like It Was Promised To Drop Off, I Guarantee You I Will Be There To Make Sure It Drops Off. No Taxpayer Money Is Being Used For The Dedication Program That Will Be Given Out. We Sold Advertising On The History Of The Court House Program That Will Be Handed Out, It Started Out At 48 Pages And We Sold Way More Than Expected And It Will Now Be A 72 Page Booklet. We Called On The All The Vendors To Get This Accomplished. We Are Going To Give Out 3,000 Of The Books And Commemorative Coins To Anyone Who Takes A Tour Of The New Building On April 22, 2022. Mr. Muir Stated He Did Not Have To Do This Tonight But He Said That If He Came In Here To Ask For Your Support For A Tax Increase Then I Should Be A Big Enough Man To Walk Back In Here And Say “Thank You" And "Thank You For Your Support And Also For All The Help You've Given Me And My Job And Extend An Invitation For All Of You To Come Take The Tour To See The Facility."
