City of Mt. Vernon City Council met Feb. 22

Here is the agenda provided by the council:

5. Presentation of Journals for the January 28, 2022 Special City Council Meeting and the February 7, 2022 regular City Council Meeting. 

6. Visitors/Citizen Request/Addresses from the Audience. 

Public Forum Rules of Participation Participants wishing to address the City Council on matters listed on the agenda or on any other matter directly relevant to the business of the City of Mt. Vernon shall do so during the Public Participation portion of the agenda. Each person wishing to speak during the Public Participation portion shall sign a Speaker's List at the meeting prior to the start of the meeting providing his/her name and the topic to be discussed. Speakers will be recognized by the Mayor in the order the speaker's name appears on the Speaker's List. Public participation portion of the meeting shall be limited to five (5) minutes per person. All participants are expected to exercise common courtesy and follow any rules of order established or announced by the Mayor and/or City Council.

9. CITY MANAGER 

9-A Permission to seek bids for traffic signals at 45' Street and Veterans Dr. 

9-B Permission to seek bids for the demolition of 5 properties within the flood plain project 

9-C Permission to seek bids for the 2021-22 Sanitary Sewer Project 

9-D Change order request for Lift Station #14 Forcemain Replacement

9-E Street closure request: 9a' Street between Main and Harrison on April 23, 2022 from 3pm-l0pm for the Webber High School Prom 

9-F Street closure request: 9a` Street between Jordan and Casey on June 4, 2022 from 8am-6pm for Mt. Vernon Homebrewers Festival 

9-G Street closure request: 9th Street between Casey and Broadway on August 27, 2022 from 8am-10pm for the United Way of South Central Illinois Food Truck Festival 

9-H Street closure request: various streets for the Mt. Vernon Fall Fest events to be held September 29-October 2, 2022 

9-I Street closure request: 9a' Street between Broadway and Main on December 3, 2022 from 2pm-7pm for Downtown Christmas activities 

10. CITY ATTORNEY 

10-A Ordinance granting conditional use for a cannabis craft grower at 13224 N. Chestnut Lane Petitioning Party: Man Holding Mt Vernon, LLC 

10-B Second reading of an ordinance of the City of Mt. Vernon closing out and dissolving Special Service Area No. 1 and abating tax levy for Special Service Area No. 1 

10-C Second reading of an ordinance amending Article 9, Section 9.3 of the Revised Code of Ordinances of the City of Mt. Vernon 

10-D Resolution renewing line of credit with Bantena Bank to provide overdraft protection with regard to City of Mt. Vernon banking services 

10-E Resolution requesting DOT approval for temporary closure of IL 15 westbound from Marlow Rd. (FAS 789) to Junction of IL 15 & Old Rt. 15 at east edge of Mt. Vernon from 5pm-12am on July 4, 2022 for purpose of "Salute to Freedom" Fireworks Display 

10-F Resolution requesting permission from IDOT to close State Route 15 and 37 on October 1, 2022, from 12pm-4pm for the Fall Fest Parade 

10-G Resolution requesting permission from IDOT to close State Route 15 and 37 on December 3, 2022, from 4:30pm-6pm for the Christmas Parade
