Mayor John Lewis opened the meeting.

Pastor Harold "Bumper" Quick from West Salem Trinity United Methodist Church led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Ray Botch.

PRESENTATION OF JOURNALS

The Journal for the January 18, 2022 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Dante Moore. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $645,237.80. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

None.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission for a Street Closure on 11th Street between Casey and Jordan on March 5, 2022 from 11:00 a.m. to 7:00 p.m. for a fundraiser at the Elks.

Council Member Joe Gliosci motioned to grant permission for a Street Closure on 11th Street between Casey and Jordan on March 5, 2022 from 11:00 a.m. to 7:00 p.m. for a fundraiser at the Elks. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the IEPA Sewer Project. This is to bid the large sewer project that includes the sewer plant inlet lines, the Maple Street and Wagner Force Mains and the relining of the sewer lines in the area of Mannen Street. This is a $4.4 million project.

Council Member Mike Young motioned to grant permission to Seek Bids for the IEPA Sewer Project. Seconded by Council Member Donte Moore. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

City Manager Mary Ellen Bechtel requested permission to Seek Bids on the Reservoir Drawdown Project. This project is designed to help the City manage storm water in large rain events. Pipe will be installed which would open and close as needed to manage the level of the water in the reservoir and help store more surface water during rain events.

CITY ATTORNEY

City Attorney David Leggans presented for First Reading of an Ordinance of the City of Mt. Vernon, Closing Out and Dissolving Special Service Area No. 1 and Abating Tax Levy for Special Service Area No. 1. City Manager Bechtel explained this Ordinance abates the Special Service Area Property Tax Levy for 2021 Payable 2022, and it dissolves the taxing district as of April 30, 2022. The expenses that have been funded through this levy will be added to the Public Work's budget.

First Reading was held.

City Attorney David Leggans presented for First Reading of an Ordinance Amending Article 9, Section 9.3 of the Revised Code of Ordinances of the City of Mt. Vernon. City Manager Bechtel explained that the City has had several businesses who have requested the ability to install a propane filling station as a service fortheir customers. This Ordinance will add the ability to apply for a conditional use for this service in B-2, B-3, B-PL, and IPCA-PUD zoning. All of the restrictions are listed in the Conditional Use Notes and includes a limit on the size of tank to no more than 1,000 gallons and 330 feet from security fencing to residential property.

First Reading was held.

City Attorney David Leggans presented for First Reading of an Ordinance Declaring Surplus Municipal Property. City Manager Bechtel explained that these are vehicles that have been replaced in the Police Department.

Council Member Joe Gliosci made the motion to suspend the rules and take action on the Ordinance, an Ordinance Declaring Surplus Municipal Property. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

City Attorney David Leggans presented a Resolution Initiating a Public Question for Submission to the Qualified Electors of the City of Mt. Vernon, Illinois regarding the Office of City Clerk. City Manager Bechtel explained this will add the question to the next election ballot to eliminate the elected position for the City Clerk. This position would then become a staff position.

Council Member Mike Young motioned to approve a Resolution Initiating a Public Question for Submission to the Qualified Electors of the City of Mt. Vernon, Illinois regarding the Office of City Clerk. Seconded by Council Member Joe Gliosci. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

City Attorney David Leggans presented a Resolution Initiating a Public Question for Submission to the Qualified Electors of the City of Mt. Vernon, Illinois regarding the Office of Treasurer. City Manager Bechtel explained this will add the question to the next election ballot to eliminate the elected position of City Treasurer.

City Attorney David Leggans presented a Resolution Approving a Local Public Agency Agreement for Federal Participation Between the City of Mt. Vernon and Milano & Grunloh Engineers, LLC for Traffic Study Services Relating to South 4rd Street and Veteran's Memorial Drive. City Manager Bechtel explained this engineering company will study the traffic flows and intersections on Veterans and 42nd to give us recommendations about improvements we can make to make the traffic flow more efficient. The cost of the contract is $58,880.00.

Council Member Donte Moore motioned to approve a Resolution Approving a Local Public Agency Agreement for Federal Participation Between the City of Mt. Vernon and Milano & Grunloh Engineers, LLC for Traffic Study Services Relating to South 4& Street and Veteran's Memorial Drive. Seconded by Council Member Mike Young. Yeas: Gliosci, Moore, Young, and Lewis. Absent: Botch.

City Attorney David Leggans presented a Resolution Requesting a Permit From the Illinois Department of Transportation Regarding Cast Iron Pipe Replacement Under IL 15/IL 148. City Manager Bechtel explained this is for the next IEPA Water Line Replacement Project.

MAYOR

Mayor John Lewis reported on the January 2022 statistics from the various City Departments (see attached).

Mayor Lewis also wanted to commend the Public Works Department, who worked 24 hours per day -12 hour shifts during the snowstorm. The Mayor commented that he had received many accolades toward the Street Department on their work for this snow event.

CITY COUNCIL

In regard to Mayor Lewis' statistical report, Councilman Young wanted to note his appreciation for the fire, police, EMT, first responders and the departments who take care of us and all of the citizens during unfortunate circumstances.
