The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Due to the absence of Mayor John Lewis, Deputy City Clerk Becky Barbour called the meeting to order. The first order of business was to appoint a Mayor Pro Tem. Motion by Council Member Ray Botch to appoint Council Member Joe Gliosci as Mayor Pro Tem for tonight’s meeting. All were in favor.

Mayor Pro Tem Joe Gliosci opened the meeting.

Pastor Randy Steele from Southwest Christian Church led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, and Council Member Mike Young. Absent: Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the March 7, 2022 Regular City Council Meeting was presented for approval.

Council Member Ray Botch motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $907,541.19. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel stated that bid results are in for the new Mt. Vernon Police Facility. Bids being presented have been recommended by City Staff as the lowest responsible bidder and in the best interest of the City of Mt. Vernon. City Manager Bechtel introduced Ryan Savage from Holland Construction Services to present the Bid Results for the new Mt. Vernon Police Facility. Mr. Savage explained that they had interviewed the contractors who submitted bids and had been in contact with City Officials to go over the recommendations. Information for all bids was given to all council members as follows:

City Manager Bechtel stated that Bid Package #1 is for Earthwork/Storm Sewer. Staff recommendation is to accept the bid from 618 Civil Contractors in the amount of $451,850.00.

Council Member Ray Botch motioned to Accept the Bid Results for the #1 Bid Package – Earthwork/Storm Sewer from 618 Civil Contractors in the amount of $451,850.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

Mr. Savage explained that Bid Package #2 is for Asphalt Paving. The City has recommended accepting the concrete alternate and to go with the concrete paving which eliminates asphalt paving entirely.

City Manager Bechtel stated Bid Package #3 is for Structural & Site Concrete. Staff recommendation is to accept the bid from Samron Midwest Contracting in the amount of $849,000.00.

Council Member Ray Botch motioned to Accept the Bid Results for the #3 Bid Package– Structural & Site Concrete from Samron Midwest Contracting in the amount of $849,000.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Bechtel stated that there is an Alternate Bid from Samron Midwest Contracting in the amount of $235,829.00 for additional concrete paving. This is in lieu of asphalt which eliminated Bid Package #2.

City Manager Bechtel stated that Bid Package #4 is for Masonry. Staff recommendation is to accept the bid from Toenjes Brick Contracting in the amount of $1,464,040.00.

City Manager Bechtel stated that Bid Package #6 is for General Trades/Carpentry. Staff recommendation is to accept the bid from Erwin Builders in the amount of $859,099.00.

Council Member Donte Moore motioned to Accept the Bid Results for the #6 Bid Package – General Trades/Carpentry from Erwin Builders in the amount of $859,099.00. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, and Moore. Abstain: Young. Absent: Lewis.

City Manager Bechtel stated that Bid Package #8 is for Aluminum Storefront. Staff recommendation is to accept the bid from Universal Glass in the amount of $249,000.00.

City Manager Bechtel stated that Bid Package #9 is for Metal Stud/Drywall/ACT Ceilings. Staff recommendation is to accept the bid from Von Alst Operating in the amount of $339,108.00.

City Manager Bechtel stated that Bid Package #10 is for Painting. Staff recommendation is to accept the bid from Morrissey Contracting Co. in the amount of $71,500.00.

Council Member Donte Moore motioned to Accept the Bid Results for the #10 Bid Package – Painting from Morrissey Contracting Co. in the amount of $71,500.00. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Manager Bechtel stated that Bid Package #11 is for Flooring. Staff recommendation is to accept the bid from Corporate Flooring Group in the amount of $142,803.00.

City Manager Bechtel stated that Bid Package #12 is for Resinous Flooring. Staff recommendation is to accept the bid from RP Coatings in the amount of $35,750.00.

City Manager Bechtel stated that Bid Package #21 is for Sprinkler Work. Staff recommendation is to accept the bid from L & K Fire Protection in the amount of $114,800.00.

City Manager Bechtel stated that Bid Package #22 is for Plumbing Work/Site Water/ Site Sanitary Sewer. Staff recommendation is to accept the bid from Haier Plumbing & Heating in the amount of $293,000.00.

City Manager Bechtel stated that Bid Package #23 is for HVAC Work. Staff recommendation is to accept the bid from AW Plumbing & Heating in the amount of $715,000.00.

City Manager Bechtel stated that Bid Package #26 is for Electrical Work. Staff recommendation is to accept the bid from Kohrmann Electric Co. in the amount of $983,078.00.

Mr. Savage commented this is all of the bid packages. City Manager Bechtel stated that the bidding total came in at $11,382,347.00. This does include approximately $210,000.00 for the realigning of 27th Street.

City Manager Mary Ellen Bechtel presented the Bid Results for 2021-2022 Sanitary Sewer Replacement – 8th Street. There were two bids. Staff recommendation is to accept the low bid from J.K. Trotter & Sons in the amount of $36,185.00.

City Manager Mary Ellen Bechtel presented the Bid Results for L & N Reservoir Draw Down Construction. There were four bids. Staff recommendation is to accept the low bid from TEK Construction in the amount of $87,806.00.

Council Member Donte Moore motioned to Accept the Bid Results from TEK Construction for the L & N Reservoir Draw Down Construction in the amount of $87,806.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Waive Bidding Requirements and Approve Proposal from Egyptian Workspace Partners for the New Police Department Furniture in the amount of $247,373.17. A price increase is expected in April, staff recommendation is to lock in this price before the increase.

CITY ATTORNEY

City Attorney David Leggans presented an Ordinance Approving Rezoning of Property Located at 601 Broadway From B-2 Secondary Business to R-2 Medium Density Residential. Petitioning Party: Leon Troyer. City Manager explained this went to Planning and Zoning and there were no objectors. Staff recommendation is to approve the rezoning.

Council Member Ray Botch asked Mr. Troyer for what the property was going to be used. Mr. Troyer explained it is a three-bedroom house and it is planned to be used as a single-family rental.

Council Member Ray Botch motioned to approve Ordinance #2022-09, an Ordinance Approving Rezoning of Property Located at 601 Broadway from B-2 Secondary Business to R-2, Medium Density Residential. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance Amending Article 32, Downtown Sidewalk Dining. City Manager Mary Ellen Bechtel explained this Ordinance is to clean up language in the Ordinance to remove the reference to the Special Service Area #1.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Amending Article 32, Downtown Sidewalk Dining. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance Amending Article 21, Section 21-300 Schedule of District Regulations Related to Propane Filling Station. City Manager Mary Ellen Bechtel explained this Ordinance is to clean up language in the Ordinance that the minimum distance for security fencing to residentially zoned property shall be 330 feet in all directions.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Amending Article 21, Section 21-300 Schedule of District Regulations Related to Propane Filling Station. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, and Young. Absent: Lewis.

City Attorney David Leggans presented a Resolution Approving an Agreement with Jefferson County Little League Concession Stand Services at Lincoln Park. City Manager Mary Ellen Bechtel explained that this Agreement outlines the use of the Concession Stand and Field Rental Agreement between the City and the Jefferson County Little League.

CITY COUNCIL

Council Member Ray Botch just wanted to say, “Let’s build the police station!” Council Member Mike Young commented that Mayor Pro Tem Joe Gliosci did a good job tonight.
