City of West Frankfort City Council met March 22.

Here are the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M. Requesting A Roll Call. All Commissioners Were In Attendance Except For Commissioner Warren. Along With The City Attorney And City Clerk.

2. Mayor Jordan Asked For Approval Of The Minutes From The March 8th, 2022 Regular Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay City Bills And Payroll In The Amount Of $163,876.68. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was Discussion, With Possible Action, Regarding An Approval To Promote Derek Sailliez To The Position Of Acting Chief And Promote Jonathon Horrell To The Position Of Acting Captain For The City Of West Frankfort Fire Department. Jody Allen Will Be Retiring Officially June 8th. In Order To Have Someone In Charge We Would Like To Promote To Acting Chief Mr. Sailliez, He Will Remain In The Union, But Will Have Full Authority As Chief Until That Position Is Vacant. Since He Was Currently A Captain He Will Move To The Chief Spot And That Will Leave A Position Open As Captain. So, We Would Like To Promote Jonathon Horrell As Acting Captain. The Mayor Has Talked With The Union And Everyone Is In Agreement That This Is What Should Happen. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

5. The Next Item Was Discussion, With Possible Action, Regarding Approval Of A Resolution Appointing An Emergency 60 Day Employee To The West Frankfort Fire Department. Since Mr. Horrell Will Be Acting Captain, We Will Have An Opening On The Fire Department. Warren Smothers Is On The List And Was A Full Time With Abbott Ems, And Part Time On The Benton Fire Department. He Has Been Tested By Us. He Comes Highly Recommended From Both The Ambulance Service And The Fire Dept, Also Has Been Discussed With Our Union And They Are All In Agreement Stated Acting Chief Sailliez. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Discussion, With Possible Action, Regarding Approval Of The QBS Procedures And Authorization To Advertise The Request For Qualifications And Statement Of Interest. This Is To Advertise For Bids For An Engineering Firm For The City Of West Frankfort For The Next 5 Years. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

7. The Next Item Was Approval Of An Ordinance Amending The Code Of Ordinances 5.04120 License - Issuance To Certain Persons Prohibited, Regarding The City Of West Frankfort's Liquor License. The Mayor Stated It Was Brought To Our Attention That Our Ordinances Are So Old That It States You Have To Live In The City Limits To Have A Liquor License, And That's Not True. We Have Corporate Licenses With Places Like Kroger, CVS ETC With People Who Do Not Live Here, So We Are Needing To Amend That Ordinance So It Takes That Requirement Out, That's What This Is Going To Do. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval Of An Ordinance Authorizing The City Of West Frankfort, Franklin County, Illinois To Borrow Funds From The Public Water Supply Loan Program. The Mayor Stated This Is An Ordinance That Goes Along With Our Application In For The Replacement Of All The Water Meters. It Authorizes The City To Borrow The Funds From The State. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. The Next Item Was Discussion To Support A Proposal By Clearwave Residential Installation Of Fiber Optic Cable For The City Of West Frankfort. The Mayor Stated Clearwave Is Wanting Our Support As A Community To Come In And Make This A Gigabyte City. So, The Availability Of High-Speed Internet Will Be Here For Anyone. They Will Put In Fiber Optic Lines And Make Them Available To Any Residential Customer In The City Limits Who Wants To Connect To It And Pay The Monthly Fee. From Beginning To End Of The Project It Will Take About 6-9 Months To Finish Installing All Of The City. They Will Not Be Providing Tv Or Cable; It Will Not Interfere With Our Agreement With Mediacom. This Will Only Be For High-Speed Internet. City Attorney Riva Will Be Contacting Them To Discuss In Detail What This Means In Terms Of Other Franchise Agreements With Street Improvements, Moving Lines ETC In The Future Before Authorizing Them To Do The Project.

10.Building And Sign Permits ~

Jennifer McLain Of 105 Susann Drive Would Like To Build A Carport On A Concrete Slab On Her Property. The Carport Be Built By Will Sisk And Will Cost Around $15,500. The Fee Of $100.00 Will Be Charged To Mrs. McLain For The Permit. The Codes Officer Has Approved It As Well. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11.Mayor's Report -

The Mayor Stated He Would Like To Say Things Are Happening In West Frankfort. We Have A Lot Of Stuff Going On, I've Been Out And About Checking On Things, Talking To People. We Had A Ribbon Cutting At The Park Today. They Redid All The Lights Around The Park And So Much More Work Out There. I Have Pledged To Them The Cities Support. Because If The Park Is A Success It Draws People Into Our Community And Businesses When They Are In Town. They Helped Host Candy Cane Lane Out There This Past Year And Are Going To Continue With It Again This Year.

We Have Several People Inquiring About Office Space Here In Town. The Project Out By The Mall Is Moving Forward At A Really Good Pace. Samron Has Done A Great Job On The Main Street Project From Main Street To The Interstate.

I’m Pleased To Be In With The City Council Who Wants To Support And Help People Who Want To Invest In West Frankfort.

Commissioner Reports:

Commissioner Harkins Stated That He Is Glad To Have Derek As Our Acting Chief And Jonathon As Our Acting Captain, I Think They Will Do A Good Job. Our Police Chief Is Not Here Tonight But They Always Do A Good Job As Well. All You Will Ever Hear From Me About These Guys Are Praises.

Commissioner Simpson Stated That Its Good To Have You Back Mayor.

Commissioner Stanley Stated That Larry Has Been Out Cleaning Out The Spot For The Road Mill Out By The Mall. They Have Been Out There For The Past 6-8 Days. They Have Also Been Working On The Storm Drains To Make Sure All This Rain We Have Been Getting Can Drain Properly. They Have Also Been Working Out On North Road Replacing A Tile That Was Damaged. They Are Keeping Busy. Commissioner Warren Was Not In Attendance.
