City of Mt. Vernon City Council met May 16.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois.

Mayor John Lewis opened the meeting.

Council Member Mike Young led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journals for the May 2, 2022 Regular City Council Meeting, the May 2, 2022 City Council Workshop Meeting, and the May 5, 2022 Special City Council Meeting were presented for approval.

Council Member Joe Gliosci motioned to approve the Journals as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,266,729.59. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results on the Police Department Generator. The City only received one bid in the amount of $68,903.24 from Oakley Services, Inc. Staff recommendation is to accept the bid from Oakley Services, Inc. for $68,903.24.

Council Member Ray Botch motioned to accept the Bid Results on the Police Department Generator from Oakley Services, Inc. in the amount of $68,903.24. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Seek Bids for a Fence for the Opdyke Water Tower.

Council Member Ray Botch motioned to grant permission to Seek Bids for a Fence for the Opdyke Water Tower. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for a Fence for the Vernwood Water Storage Tank (also known as Eagle Court Water Storage Tank).

Council Member Mike Young motioned to grant permission to Seek Bids for a Fence for the Vernwood Water Storage Tank. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the 2022-2023 Manhole Lining Project. The City budgeted $200,000.00 for lining of the sanitary sewer manholes this year.

Council Member Joe Gliosci motioned to grant permission to Seek Bids for the 2022-2023 Manhole Lining Project. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

City Attorney David Leggans presented for Second Reading, an Ordinance to Increase the Garbage Service Rate. City Manager Bechtel explained this increases the sanitation fee for trash, recycling, yard waste and bulk pick up from $19.00 to $21.50 per month. This charge has not been increased in 6 years. Due to fuel surcharges and increase in operations, it needs to be increased.

Council Member Ray Botch motioned to approve Ordinance #2022-15, an Ordinance to Increase the Garbage Service Rate. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance Granting Conditional Use at 3404 Broadway to Allow for a Propane Filling Station at Rural King. City Manager Mary Ellen Bechtel stated that there was not a quorum at the Planning and Zoning for this review, so to keep this project on track, this conditional use is being brough to the Council. Assistant City Manager Nathan McKenna stated that staff picked out the location and it meets the qualifications of the Ordinance. Staff recommendation is to suspend the rules and approve the conditional use.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Granting Conditional Use at 3404 Broadway to Allow for a Propane Filling Station at Rural King. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented for First Reading of an Ordinance Vacating Undeveloped Alley; Petitioning Parties are Joseph DeMichael and Karen Gallo. City Manager Bechtel explained that the petitioners own property on both sides of the alley and maintain the alley. There are no city utilities in the alley. Staff recommendation is to vacate this portion of the alley.

First Reading was held.

City Attorney David Leggans presented a Resolution Approving an Economic Development Agreement Between the City and Developer Bruegge and Co. Bruegge and Co. desires to locate an Ashley Furniture Outlet Store in the Times Square Mall (in the former J.C. Penney location). This agreement will rebate to Bruegge and Co. one half (1/2) of one percent (1%) of the Retailer’s Occupation Taxes collected from the sales of this site for a term of five years.

Council Member Ray Botch motioned to approve a Resolution Approving an Economic Development Agreement Between the City and Developer Bruegge and Co. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented a Resolution Approving Illinois Department of Motor Fuel Tax Program. This is a resolution for IDOT that the City of Mt. Vernon has appropriated $402,052.29 of Motor Fuel Tax funds for maintaining streets under the provisions of the Illinois Highway Code.

Council Member Joe Gliosci motioned to approve a Resolution Approving Illinois Department of Motor Fuel Tax Program. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented a Resolution Approving Purchase Agreement with Gary O. McDaniel. This is an agreement to purchase two lots on 12th Street from Gary O. McDaniel for $10,000.00.

City Attorney David Leggans presented a Resolution Approving Purchase Agreement with Christopher C. Michel and Pamela Sue Michel. This is an agreement to purchase a parcel on 12th Street adjacent to the Public Works facility from Christopher C. Michel and Pamela Sue Michel for $90,000.00.

City Attorney David Leggans presented a Resolution Approving the Contract Between the City and CWI of Illinois, Inc. d/b/a Republic Services. City Manager Mary Ellen Bechtel stated that an agreement had not been reached with CWI, therefore an Amendment to the Contract Extending the Agreement Between the City and CWI of Illinois, Inc. d/b/a Republic Services to June 7, 2022 has been reached.

MAYOR

Mayor John Lewis presented for the advice and consent of the City Council, the Reappointment of Nick Lemay to the Rend Lake Conservancy District.
