Community High School District 99 Board of Education met April 18.

Here are the minutes provided by the board:

The Board of Education, Community High School District 99, met in regular session at 6:30 p.m., at the Administrative Service Center.

Upon the Secretary's roll call, the following Board members answered present: Nancy Kupka, President; Mike Davenport, Vice President; and Members Christopher Espinoza, Sherell Fuller, Jennie Hagstrom, Terry Pavesich and Joanna Vazquez Drexler,

Also present were Hank Thiele, Superintendent; Gina Ziccardi, Associate Superintendent for Student Learning; Rob Lang, Assistant Superintendent for Staff Services; Scott Wuggazer, Assistant Superintendent for Student Services; Jill Browning, Director of Communications; Courtney DeMent, North High Principal; Ed Schwartz, South High Principal; Student Board Members Jade Toledano and Scarlet O'Hara; and Juli Gniadek, Secretary.

There were five visitors. A copy of the Visitor Roster is attached.

1. STUDENT PERSPECTIVES

Members of the North High Empowerment Club, Madeline From, Pallavi Fisher, Malini Fisher and Rajan Fisher, shared the club's goal of raising awareness on current issues. They spoke about some of their service projects, which included donating 4,200 books to Books 4 Cause; collecting 2.5 tons of hygiene products and non-perishable food for the Ukraine; making valentines for senior citizens in an assisted living facility; and writing letters to legislators. Student Board Member Jade Toledano stated she is also a member of the Empowerment Club. Karen Spahr-Thomas, the Club's sponsor, shared there are 50-60 members of the Club and the students break into committees to focus on their specific areas of interest.

2. APPROVAL OF MINUTES

Member Espinoza moved and Member Pavesich seconded the motion that the Board of Education approve the Minutes of the March 21, 2022 Business Meeting, April 11, 2022 Workshop Meeting, and the April 11, 2022 Closed Meeting.

Upon the Secretary's roll call, Members Espinoza, Pavesich, Vazquez Drexler, Hagstrom and Kupka voted AYE. Members Davenport and Fuller abstained. The President declared the motion carried.

3. RECEPTION OF VISITORS - PUBLIC COMMENT

There were no public comments.

4. THIRD QUARTER FINANCIAL REPORT

Dr. Thiele stated the District's finances are running as expected, which means running at a deficit. He shared Revenues are out pacing projections and Expenditures are on pace.

5. RESOLUTION ON 2021 TAX RATES

Dr. Thiele stated the projected tax rates were approved in December and the actual tax cap is 1.4%, the new construction rate is 2.0% (which is higher than usual due to TIFs coming off), which gives the District a revenue stream of 3.4%. He noted, based on the Rexnord Abatement Agreement, their taxes were decreased by $37,000.

Hank Thiele stated this is an Action Item later in the meeting.

6. DISTRICT AUDITOR'S SERVICES

The District has a contract with Miller Cooper to provide the Annual Comprehensive Financial Report and other financial reports, according to Dr. Thiele, and the rate for those services is $4,500 this year.

Dr. Thiele stated this is an Action Item later in the meeting and the Administration recommends approval.

7. SUPPORT STAFF ASSOCIATION CONTRACT

Hank Thiele stated the contract was ratified by the Support Staff Association today and the contract was presented to the Board in Closed Session last week. He shared, to attract and retain employees, the contract includes a onetime adjustment for some groups and an increase in insurance benefits.

Dr. Thiele stated this is an Action Item later in the meeting.

8. FREEDOM OF INFORMATION REQUESTS

Dr. Thiele reported the District had Freedom of Information Act requests this month and they are posted on the District's website.

9. CONSENT AGENDA

President Kupka thanked Ms. Ziccardi for continuing to serve on the DAOES Board.

Member Davenport moved and Member Pavesich seconded the motion for the Board of Education to approve the Consent Agenda which includes: A. Personnel Report - Appointments-Certified; Change of Position-Classified; Appointments-Classified; B. Personnel Report - Resignations-Certified; Retirements-Classified; Resignations-Classified; C. Financial Pages; D. District Auditor Services; and E. Resolution of Appointment to DuPage Area Occupational Education System (DAOES) Board of Directors.

Upon the Secretary's roll call, Members Davenport, Pavesich, Vazquez Drexler, Espinoza, Fuller, Hagstrom and Kupka voted AYE. The President declared the motion carried.

10. APPROVAL OF THE AGREEMENT BETWEEN THE SUPPORT STAFF ASSOCIATION AND THE BOARD OF EDUCATION DISTRICT 99 - JULY 1, 2022 THROUGH JUNE 20, 2026

Member Vazquez Drexler moved and Member Espinoza seconded the motion for the Board of Education to approve the Agreement between the Support Staff Association and the Board of Education District 99 - July 1, 2022 through June 20, 2026.

Upon the Secretary's roll call, Members Vazquez Drexler, Espinoza, Fuller, Hagstrom, Pavesich, Davenport and Kupka, voted AYE. The President declared the motion carried.

11. APPROVAL OF RESOLUTION ON 2021 TAX RATES

Member Espinoza moved and Member Vazquez Drexler seconded the motion for the Board of Education to adopt the Resolution entitled Resolution Authorizing the DuPage County Clerk to Extend Specific Tax Rates for Tax Year 2021.

Upon the Secretary's roll call, Members Espinoza, Vazquez Drexler, Davenport, Fuller, Hagstrom, Pavesich and Kupka voted AYE. The President declared the motion carried.

12. OLD BUSINESS

13. NEW BUSINESS

None.

14. RECEPTION OF VISITORS - PUBLIC COMMENT

Noel Manley addressed the Board on intersectionality, stating the United States is not a racist country and District 99 is not a racist community and that he has no patience for liberal white racial pandering, Laura Hois addressed the Board about what she perceived as transgender training at North High in a Health class and directed Superintendent Thiele, District 99 Board Members and participating teachers to stop grooming kids for kinky sex. Dr. Thiele stated the District does not take the term grooming lightly and if Ms. Hois is aware of a staff member grooming a student that information should be brought forward to him.

Ed Briner spoke about actions of the National School Board Association (NSBA) in the fall of 2021 and stated thirteen states, including Illinois, have withdrawn from the organization. He stated District 99 paid the NSBA $4,165 annually and inquired whether District 99 will be leaving the NSBA and what the District gets for its money.

There being no further business or discussion, Member Pavesich moved and Member Espinoza seconded the motion that the meeting be adjourned. Upon the unanimous voice vote of the seven members in attendance, the President declared the motion carried. The meeting adjourned at 7:00 p.m.
