City of Mt. Vernon City Council met June 20.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Brian Fuller from First Baptist Church of Woodlawn led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the June 6, 2022 Regular City Council Meeting was presented for approval.

Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Donte Moore motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,621,756.70. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results of Engineering Services for Forest Avenue Storm Sewer Project. There were three bids submitted. Staff recommendation is to award the bid to Gonzales Companies, LLC in the amount of $31,700.00.

Council Member Ray Botch motioned to accept the Bid Results of Engineering Services for Forest Avenue Storm Sewer Project from Gonzalez Companies, LLC in the amount of $31,700.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results of Engineering Services for 3rd Street and Main Street Storm Sewer Project. There were two bids submitted. Staff recommendation is to accept the bid from Round Table Design in the amount of $14,500.00.

Round Table Design, Mt. Vernon, IL $14,500.00

Gonzalez Companies, LLC, Salem, IL $19,000.00

Council Member Ray Botch motioned to accept the Bid Results of Engineering Services for 3rd Street and Main Street Storm Sewer Project. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results for the Street Maintenance Materials. There were two bidders with bids on various groups of materials. Staff recommendation is to award Groups 1, 2 and 4 to Jax Asphalt and Group 3 to Beelman. The total is $433,536.85.

City Manager Mary Ellen Bechtel presented Bid Results for Water Tower Security Fencing and Installation for the Vernwood Tank Site and Opdyke Tank Site. Staff recommendation is to accept the bid from Right Way Traffic Control, Inc. in the amount of $48,653.40.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Waive Bidding and Approve the Proposal from Kunce Computer for IT Related Services at the New Police Facility. Kunce Computer is the company who manages the IT for the City. They will be installing the data network and relocating the servers from the old facility to the new facility, as well as installing IT related services for the security cameras and door systems. Total cost is $185,002.00.

Council Member Ray Botch motioned to grant permission to Waive Bidding and Approve the Proposal from Kunce Computer for IT Related Services at the New Police Facility. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel requested permission to Seek Proposals for a Firearm Simulator for the New Police Facility. This is a training simulator system for the new police department to expand training at the department. When the new facility is complete, the simulator will be installed there. It can be used at the Municipal West conference room or Rolland Lewis Community Center for periodic training sessions before the completion of the new police department. The cost is expected to be about $63,000.00.

Council Member Joe Gliosci motioned to grant permission to Seek Proposals for a Firearm Simulator for the New Police Facility. Seconded by Council Member Ray Botch. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

None.

MAYOR

Mayor John Lewis acknowledged that since putting out the letter and information in the news media regarding the Airsoft and Orbeez type air rifles that there had been no new calls and he wanted to applaud everyone for staying within the guidelines.

CITY COUNCIL

Council Member Ray Botch asked if the City was all set up for the Fourth of July. City Manager Mary Ellen Bechtel stated the City is ready and that there is also going to be a military band at the celebration this year.
