City of Mt. Vernon City Council met July 5.

Here are the minutes provided by the council:

The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Pastor Mike Sheets from Meadowbrook Christian Church led the Invocation. The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journal for the June 20, 2022 Regular City Council Meeting was presented for approval.

Council Member Mike Young motioned to approve the Journal as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $900,134.87. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results for the Purchase of Two Backhoes. The low bidder was McCoy Construction and Forestry in the amount of $228,500.00. Staff recommendation is to award this to the low bidder. Fleet Service Director Mike Shannon answered questions posed by the City Council regarding the backhoes.

Council Member Ray Botch motioned to accept the Bid Results for the Purchase of Two Backhoes from McCoy Construction and Forestry in the amount of $228,500.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results to Replace Expansion Joints on Veteran’s Memorial Bridge Over I-57/64, also known as Exit 94. There was one bidder for this project, which was E. T. Simonds Construction Co. Staff recommendation is to award this to E. T. Simonds Construction Co. in the amount of $123,488.55. This is from Motor Fuel Tax Rebuild Illinois Funds, which is an amount that the City received in addition to the regular Motor Fuel Tax.

Council Member Joe Gliosci motioned to accept the Bid Results to Replace Expansion Joints on Veteran’s Memorial Bridge Over I-57/64 from E.T. Simonds Construction Co. in the amount of $123,488.55. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results to Replace Asphalt on Shiloh Drive with Concrete. This is just the part of Shiloh Drive that is failing, not all of Shiloh Drive. There were three bidders on this project. Staff recommendation is to award this to the low bidder, E. T. Simonds Construction Co. in the amount of $631,635.36. This is also from Motor Fuel Tax Rebuild Illinois Funds.

Council Member Donte Moore motioned to accept the Bid Results to Replace Asphalt on Shiloh Drive with Concrete from E.T. Simonds Construction Co. in the amount of $631,635.36. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results for the Box Culvert for Tolle Road and Brickyard Road. There were three bidders on this project. Staff recommendation is to award to the low bidder, Trotter Excavating, in the amount of $47,240.00. Due to the urgency of getting the box culvert replaced because of the current dilapidation, the City is recommending moving forward with the project.

Council Member Ray Botch motioned to accept the Bid Results for the Box Culvert for Tolle Road and Brickyard Road from the low bidder, Trotter Excavating, in the amount of $47,240.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Manager Mary Ellen Bechtel presented Bid Results for the Firearm Simulator for the New Police Station. Staff considered three proposals for the firearm simulator, and their recommendation is the Inveris Systems in the amount of $62,500.00. Assistant Police Chief Robert Brands was available to answer questions posed by the Council.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Seek Bids to Video Sewer Lines for the CDAP Grant. This investigation is needed to identify areas of point repairs that the City needs to do before the lining project begins. Estimate is $20,000.00 to $40,000.00.

CITY ATTORNEY

City Attorney David Leggans presented a Resolution to Approve the Collective Bargaining Agreement Between the City and the Laborers and Teamsters Unions. City Manager Mary Ellen Bechtel stated the major highlights are wage increases. This wage increase being proposed does not include the longevity step of about 1%. The wage increase is 4% the first year, 3% the second year, 3% the third year, and 3% the fourth year. The boot allowance was increased from $200.00 to $225.00 and overtime meals from $9.00 to $10.00. The perfect attendance days (up to two days per year) were removed. Personal days were increased from two to three days per year. Increase in stipends for certificates was increased from $200.00 to $300.00 annually. Class A CDL or Tanker Endorsement was added. All new hires must achieve Class A CDL, all employees in the Sewer Department must have Tanker Endorsement. Comp time was capped at 40 hours annually and an equity adjustment was made in the Laborers wage schedule. Bechtel explained the Contract was adopted at their meeting and the City will have an agreement if the Council agrees.

City Attorney David Leggans presented a Resolution to Approve an Amendment to the Employment Agreement Between the City and the City Manager. City Manager’s salary is set by Contract. This Amendment, subject to the Resolution, changes the salary to reflect the recent salary increases that were given to other City employees. The increase to this Contract is a total of $2,659.00 for the fiscal year May 1, 2022 to April 30, 2023.

Council Member Ray Botch motioned to Approve the Resolution to Approve an Amendment to the Employment Agreement Between the City and the City Manager. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

The Mayor offered his condolences to all who did not attend the Fourth of July celebration because you missed one of the finest bands this nation has to offer – The U.S. Air Force Band. They were spectacular.

CITY COUNCIL

Council Member Ray Botch asked how the City was coming on the Woodglen Acres project. City Manager Bechtel stated that they are back in there working now.

Council Member Mike Young asked Police Chief Trent Page how the fireworks went this year as opposed to last year after all the changes were made in the Ordinance. Police Chief Page stated that there were very few complaints this year. There were no major issues.
