Village of Dix Village Board met June 14.

Here are the minutes provided by the board:

The Dix Village Board met in regular scheduled session at the Dix Village Hall. Village President, Kurt Karcher, called the meeting to order at 7:00 P.M.

Roll Call:

Trustees Present: Whitney Lipps, Tiffany Gentles, Sean Wilkey, Judy Bronson

Trustees Absent:

Officers Present: Kurt Karcher - Village President

Officers Absent: Brandy Mount - Village Clerk, Sharon Bean - Village Treasurer

A motion was made to approve the regular board meeting minutes for May by Tiffany Gentles. A second to the motion was made by Judy Bronson.

Motion Carried: 4-0

Treasurer Report: A motion to accept the Treasurer's Report was made by Judy Bronson. A second to motion was made by Whitney Lipps.

Motion Carried: 4-0

Payment of bills: A motion to approve payment of the bills was made by Sean Wilkey. A second to the motion was made by Judy Bronson.

Motion Carried: 4-0

Building and Grounds Committee:

Nothing to report

Street and Alley Committee:

Police Commission Committee:

No Update

Community Organizer Report:

Received Kim's resignation as of 7/1/2022. Will accept the formal resignation at July's monthly meeting.

Recognition and Comments from the Public:

Kim -- asked about head light in her shop parking lot. No info was available.

Nana K - Asking about weeds across the street, asking who is in charge of weeds in ditch. No action needed as residents are responsible for weeding their own ditches.

Business Items:

Item #1: Approval of McBride 2nd Subdivision

A motion was made by Tiffany Gentles to approve as presented by Round Table Design. A second to the motion was made by Sean Wilkey.

Motion Carried: 4-0

Item #2: Discussion of 2022-2023 Budget, and Review Draft #3

No action required

Item #3: Approve West Street Overlay Project

A motion was made by Sean Wilkey to approve the Asphalt overlay project of West Street from W. North to Madison Street with Jax Asphalt for $9,392.00. A second to the motion was made by Tiffany Gentles.

Motion Carried: 4-0

Item #4: Approve Street and Alley Projects

Allison bid with guardrail, Vallies bid does not include guardrail. The number of roads are identical on each bid.

Motion was made by Sean Wilkey to approve the Charles Allison bid for all the road work that needs to be done for $37,000. A second to the motion was made by Tiffany Gentles.

Motion Carried: 4-0

Received two different bids from Jax Asphalt to repair two different spots on Rt 37 and near Jefferson Street.

Motion was made by Tiffany Gentles to accept both bids for asphalt repair on Rt 37. A second to the motion was made by Sean Wilkey.

Motion Carried: 4-0

Item #5: Review Scheduled Closure / Traffic Diversion on Madison

Motion was made by Judy Bronson to table his item indefinitely until we actually have something to review. A second to the motion was made by Tiffany Gentles.

Motion Tabled: 4-0

Item #6: Approve Scheduled Closure of West Street for Vendor Fair

Motion was made by Judy Bronson to close West Street from Washington to Jefferson Street for Market Day on 6/18 from 6a-5pm. A second to the motion was made by Tiffany Gentles.

Motion Carried: 4-0

Item #7: Review and Discuss Part Time Deputy Program

Sean stated that the village can not afford to staff a deputy themselves. Looking into possibility for other program since the Jefferson County is having so much trouble providing hours for the village.

A motion was made by Sean Wilkey to review the part time deputy program again in 6months. A second to the motion was made by Judy Bronson.

Motion Carried: 4-0

Item #8: Discussion of Proposed Insurance Change

Motion was made by Judy Bronson to get a quote with Risk Management Association for new insurance. A second to the motion was made by Whitney Lipps.

Motion Carried: 4-0

Item #9: Ordinance Violation Report

Gass property: awaiting instructions from attorney. Received a judgement on the property, served October 21 and finally action will take place at the end of this month.

Hails property: work has been done such as mowing. There is metal off the on bins.

All fees and fines associated will be applied on lien to the property owner.

No Motion Required

Item #10: Miscellaneous

Motion was made by Judy Bronson to continue with the 2nd annual Red, White and Blue contest with prizes for 1st, 2nd, and 3rd. A second to the motion was made by Tiffany Gentles.

Motion Carried: 4-0

Sean discussed the copy/printer needing cleaned. Kurt advised that the copier has been cleaned. The old copier/printer has been replaced.

Kim stated that Patel from the Red Roof Inn came to her shop complaining about his water bill being 18,000 gallons. Kim advised him that she was not the person to speak to about this and he stated that he would own this town and he has high up attorneys in Chicago that would deal with this'.

Motion was made by Tiffany Gentles to adjourn the meeting at 8:10pm. A second to the motion was made by Judy Bronson.
