The Mt. Vernon City Council held a Regular City Council Meeting at 7:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois. Facebook Live: https://www.facebook.com/MtVernonIL.

Mayor John Lewis opened the meeting.

Rose Straeter with Broken, Loved, Healed led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Mike Young, and Mayor John Lewis. Absent: Council Member Donte Moore.

PRESENTATION OF JOURNALS

The Journal for the August 1, 2022 Regular City Council Meeting was presented for approval.

Council Member Joe Gliosci motioned to approve the Journal as presented. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $2,078,470.48. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel presented Bid Results for the 2nd Street and Casey Avenue Sanitary Sewer Project. The low bidder was Haier Plumbing & Heating, Inc. from Okawville. Staff recommendation is to award this bid to Haier Plumbing in the amount of $100,770.00.

Council Member Ray Botch motioned to grant permission to accept the Bid Results for the 2nd Street and Casey Avenue Sanitary Sewer Project to the low bidder, Haier Plumbing & Heating, Inc. in the amount of $100,770.00. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Manager Mary Ellen Bechtel presented Bid Results for the Motor Fuel Tax Street Overlay Project. There was only one bid. The bid was from Southern Illinois Asphalt in the amount of $430,960.36, which was 61% over the Engineer’s Cost Estimate due to significant increases in prices. Staff recommendation is to reject the bid and re-bid the project altering the specifications and changing the projection completion date.

Council Member Ray Botch motioned to grant permission to reject the Bid Results and Re-bid the Motor Fuel Tax Street Overlay Project. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

CITY MANAGER

City Manager Mary Ellen Bechtel requested permission to Seek Proposals for the 2023 Audit. Krehbiel & Associates has notified the City that they will not have enough staff to do the City audit next year.

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Pavement Repair Project for Water Main Crossings. The cold patch that was used to patch the roads in the last water line project is not holding up. The City is proposing to remove the material and replace it with concrete. The engineer’s estimate is $80,000.00.

City Manager Mary Ellen Bechtel presented for Approval of a Subdivision Preliminary and Final Plat for Rend Lake College Marketplace located on Potomac Boulevard. Kyle Lansdowne from Round Table Design spoke to the Council and explained the reason for the request for subdivision. Rend Lake College received a grant, and to comply with the terms of the grant, the training center has to be on a separate parcel. Mayor Lewis asked Terry Wilkerson with Rend Lake College to speak on behalf of the college. He explained that Rend Lake has received a 5-million-dollar federal grant to build an advanced manufacturing training center at the Rend Lake Marketplace. The grant seeks to expand manufacturing workforce training opportunities and will include space for students to learn the manufacturing process from beginning to end. City Manager Bechtel stated that Zoning and Planning recommended approval of the subdivision.

Council Member Ray Botch motioned to approve the Subdivision Preliminary and Final Plat for Rend Lake College Marketplace located on Potomac Boulevard. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Manager Mary Ellen Bechtel presented for Approval of a Subdivision Preliminary and Final Plat for Monken’s Subdivision at 100/200 45th Street. It will be owned by Wes Monken. Kyle Lansdowne from Round Table Design spoke to the Council and explained the reason for the request for subdivision. Monken is converting the former GMC dealership building into a strip mall. It needs to be subdivided since this will change the use of the property. City Manager Bechtel stated that this was approved by Zoning and Planning.

Council Member Mike Young motioned to approve the Subdivision Preliminary and Final Plat for Monken’s Subdivision. Seconded by Council Ray Botch. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Manager Mary Ellen Bechtel presented for Approval of a Subdivision Preliminary and Final Plat for Take 5 Re-subdivision on Crownview Drive. Kyle Lansdowne from Round Table Design spoke to the Council and explained the reason for the request for re-subdivision. Take 5 Development is currently under one ownership. They have decided to sell the oil change part of the project. They will still share ingress and egress on the west side of Crownview. City Manager Bechtel stated that this was approved by Zoning and Planning.

CITY ATTORNEY

City Attorney David Leggans presented for Second Reading of an Ordinance Amending Article 21, Section 21-124.1, Adding the Definition of Residential Group Facility for Homeless Persons. City Manager Mary Ellen Bechtel stated that this Ordinance is regarding homeless shelters in the City of Mt. Vernon and within the 1-1/2 mile radius surrounding the incorporated limits of Mt. Vernon. It sets guidelines for a residential facility with group sleeping quarters. She explained that she has received no calls or e-mails regarding this proposed Ordinance since the first reading.

Council Member Joe Gliosci motioned to approve Ordinance #2022-23, an Ordinance Amending Article 21, Section 21-124.1, Adding the Definition of Residential Group Facility for Homeless Persons. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Attorney David Leggans presented for First Reading of an Ordinance Authorizing the Sale of City Property. City Manager Bechtel explained this is the surplus property that was demolished last year. There are 17 properties.

Council Member Ray Botch made the motion to suspend the rules and take action on the Ordinance, an Ordinance Authorizing the Sale of City Property. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Attorney David Leggans presented an Ordinance for Rezoning of Property at 1121 S. 12th Street, 1204 S. 13th Street, 1208 S. 13th Street, 1212 S. 13th Street, 1216 S. 13th Street, and 1220 S. 13th Street. The Petitioning Party is Jefferson County Comprehensive Services. City Manager Bechtel explained that Jefferson County Comprehensive Services has changed location from the Veterans Drive location to Perkins Street. This changes zoning from Residential to B-2 for their Senior Center and meals program. Donna Pearson with Jefferson County Comprehensive Services explained they had been gifted the property located on Perkins and that is the reason for the change of location. They will still be utilizing the Veterans Drive property at a later date. City Manager Bechtel explained that this was approved by Zoning and Planning and staff recommendation is to approve this change.

Council Member Ray Botch motioned to approve Ordinance #2022-25, an Ordinance Approving the Rezoning of Property at 1121 S. 12th Street, 1204 S. 13th Street, 1208 S. 13th Street, 1212 S. 13th Street, 1216 S. 13th Street, and 1220 S. 13th Street. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

City Attorney David Leggans presented a Resolution to Amend the City of Mt. Vernon Personnel Policy Manual. City Manager Mary Ellen Bechtel explained this amendment changes the personnel policy to eliminate two perfect attendance days and adds one personal day for non union employees. This aligns their benefits with union benefits.

Council Member Joe Gliosci motioned to approve the Resolution to Amend the City of Mt. Vernon Personnel Policy Manual. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Young, and Lewis. Absent: Moore.

MAYOR

Mayor John Lewis presented for the Council’s Advice and Consent the Appointment of Stephanie Bailey to the Fire Pension Board. Stephanie Bailey replaces Steve Tate as the head of our Finance Department and customarily the person in that position also serves on the Fire Pension Board.

Mayor John Lewis commented on the great turnout at Market Days on Saturday, along with the Backpack Block Party and all of the events at the City Park. He wanted to thank all of the employees and every organization in the community who helped make it such a huge success.

CITY COUNCIL

Council Member Joe Gliosci wanted to make citizens aware of a Part-time Job Fair sponsored by Jefferson County Chamber of Commerce, Mt. Vernon Convention & Visitors Bureau, Jefferson County Development Corporation and United Way of South Central Illinois. It will be held on Wednesday, August 31st. Additional information is available on the Jefferson County Chamber of Commerce website or Facebook page.

Council Member Ray Botch asked if the new Police Station was on target. Assistant City Manager Nathan McKenna spoke to the Council regarding the progress. There was an issue between two contractors regarding the compaction of the rock and it is being worked out by Holland Construction. However, he stated that the project timeline is on track and that they should be pouring concrete next week.
