City of West Frankfort City Council met Sept. 13.

Here are the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M.

Requesting A Roll Call. All Commissioners Were In Attendance Including The City Attorney And City Clerk.

2. Mayor Jordan Asked For Approval Of The Minutes From The August 23rd, 2022 Council Meeting. Commissioner Harkins Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay The Bills In The Amount Of $166,620.71. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was Discussion, With Possible Action, Regarding An Application For License To Sell Alcoholic Liquors. The Mayor Stated We Have An Application From Jason Ohlan Of Red Bud, Illinois Who Is An Owner Of The Chester Dairy Who Owns Farm Fresh. They Are Applying For This License To Get Gaming. Covid Has Been Tough On Them And In An Effort To Help Them Keep Their Doors Open. They Are Going To Put In Gaming If Approved By The State. They Will Have Alcohol To Purchase Only By Patrons Playing The Machines. It Will Be A Class "A" Liqour License. In Order To Have Gaming You Have To Have A Pour License. This Will Be A Separate Spot In The Building For People To Go Sit Down And Play The Video Gaming Machines. Commissioner Warren Asked Mr. Ohlan How This Is Going To Work? He Stated Basically There Will Be A Mini Fridge Behind The Counter That Will Have Liquor Or Beer In It Only For In Store Purchase While Playing The Games. There Will Be Nothing In Packages, On The Shelves Only The Employees Can Access It. The Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: Commissioners Harkins, Simpson And Stanley And Mayor Jordan Voted To Approve. Commissioner Warren Voted No. Motion Carried.

5. The Next Item Was Discussion, With Possible Action, Regarding Offers To Purchase Real Estate Property Which Has Been Deemed As Surplus.

The First Property Was At 714 S. Skelton We Had Two Bidders, The First Bid Was From Brian Thompson For $1,000.10 And The Second Was From Earl Barwig For $1,504.00. It Was The Mayors, Recommendation To Accept The High Bid From Earl Barwig For $1,504.00. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

The Second Property Was At 811 West Lindell. We Had One Bid, Received From Michael And Dana Dunham For $1,000.00. He Is Buying The Lot Next Door To This And Wants To Make His Yard Larger. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

The Third Property Was At 1107 West Oak. We Had One Bid, Received From William And Kathy Dugger For $1,000.00. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Approval Of A Resolution Regarding The Homecoming Parade Scheduled For October 7, 2022. To Be Held From Taft To Lincoln Street At 2 P.M. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

7. The Next Item Was Approval Of An Ordinance Authorizing And Approving The Real Estate Sales Contract With Finally Home Properties And Rentals LLC Regarding 200-206 East Main Street. This Is The Old Subway Building Bought Buy Ben Wyant They Are Just Putting It In Their Business Name. This Will Be Home To Their Corporate Offices They Purchased This For $10,000.00. The City Attorney Stated They Should Be In Here With The Signed Papers In The Coming Week. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Approval Of An Ordinance Authorizing The City Of West Frankfort, Franklin County, Illinois To Funds From The Public Water Supply Loan Program - Phase II Of Water System Meter Replacement Project. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

9. The Next Item Was Approval Of An Ordinance Authorizing The City Of West Frankfort, Franklin County, Illinois To Borrow Funds From The Public Water Supply Loan Program - Phase III Of Water System Meter Replacement Project. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

10. The Next Item Was Approval Of An Agreement For Management And Other Administrative Services By And Between The City Of West Frankfort And Brown & Roberts, Inc. The Mayor Stated This Is Something That's Fallen Outside Our Ten-Year Agreement With Have With Brown And Roberts. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11. The Next Item Was Approval Of A MFT Supplemental Resolution For An Additional $15,000.00 For A 2022 Revised Estimate Of Maintenance Costs Of $350,113.29. The City Needed To Add Some Extra Materials And This Will Cover That Cost. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

12. The Next Item Was Approval For Payment Of A Pay Estimate #11 To Samron Midwest Contracting, Inc. In The Amount Of $281,588.88 For Eda Award 06-01-06132 – Contract 2. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

13. The Next Item Was Approval For Payment Of Invoice #11 To Brown & Roberts, Inc. In The Amount Of $40,643.57 For Mall Infrastructure Improvements Contract 2 - C.E. Commissioner Stanley Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

14. The Next Item Was Approval For Payment Of An Invoice To Fowler Heating & Cooling In The Amount Of $5,342.00 For Replacement Of The A/C - Heating System For Suite 17 At The WFBI. The Mayor Stated It Says The Ac Heating System For The Marmic Fire Suite The Old System Quit Working And Had To Be Replaced. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

15. The Next Item Was Approval For Payment Of An Invoice To West Frankfort Chamber Of Commerce In The Amount Of $1,920.00 Regarding The Annual Chamber Dinner. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

16. The Next Item Was Approval For Payment Of An Invoice To Holcomb Foundation Engineering In The Amount Of $2,445.00 Regarding The West Frankfort Waste Water Treatment Plant. This Is For Boring At The New STP Effluent Pump Station. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

17. The Next Item Was Approval For Payment Of An Invoice To Johnson's Auto & Truck Repair In The Amount Of $1,850.00 Regarding Repairs To A1 For The WFFD. The Mayor Stated This Is For Them To Delete The Def System And Reprogram The ECM. Commissioner Harkins Made A Motion For Approval, Seconded By Commissioner Stanley. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

18. The Next Item Was Approval For The Knights Of Columbus To Hold A Fundraiser Roadblock On Friday, September 23, 2022 From 9:00 A.M. To 4:00 P.M. And Saturday, September 24, 2022 8:00a.M. To 12:00 P.M. At The Intersection Of Route 149 And Highway 37. Commissioner Stanley Made A Motion For Approval, Seconded By Commissioner Harkins. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

19. The Next Item Was A Notice Of Solicitation. Crosswalk CAA Has Received Funding On Behalf Of The City Of West Frankfort For The Department Of Commerce And Economic Opportunity's CDBG Housing Rehabilitation Grant. Grant Number 20-243013, In The Amount Of $500,000.00 With Anticipation Of Doing 11 Homes. Crosswalk Will Be Taking Open Applications On A First Come First Serve Basis Beginning November 1, 2021. Applications Will Be Prioritized Upon Completion Of File. Please Contact Crosswalk CAA At 618-937-3581 To Discuss Appointment Times And Dates.

20. Officer's Report - Fire Report For The Month Of August 2022. Chief Sailliez Reported That They Had 159-Ambulance Calls, 2 Rubbish/Illegal Fires, O- Brush/Field Fires, 2 Motor Vehicle Accidents, O Vehicle Fires, 8 Fire Emergency; (Gas Leaks, Power Lines Down), 1 Structure Fire And 1 Smoke Scare, 2 Ambulance Calls Turned Over To Mutual Due To No Third Ambulance, And 2- Mutual Aid Fire Responses. For A Total Of 178 Calls During The Month. The Department Used Approximately 5,000 Gallons Of Water. The Department Collected $46,318.70 For August Ambulance Calls.

Police Report For The Month Of August 2022. Chief Prudent Reported Officers Answered A Total Of1,467 Calls For Service. Of Those Calls 20 Were Traffic Accidents, 2 With Injuries. Officers Responded To 38 Domestic Disputes, 6 Fights In Progress, 9 Alarms, 4 Intoxicated Persons, 7 Burglaries, 28 Reports Of Criminal Damage To Property, 16 Complaints Of Juvenile Problems, 17 Reported Thefts, And 69 Complaints Of Disorderly Conduct/Disturbances, And Made 26 Street Contacts. Officers Conducted 263 Traffic Stops, Issued 92 Citations, And 30 Lw-27's. There Were 83 Adult Arrests Made And 3 Juvenile Arrests, Resulting In 105 Criminal Charges Filed. Dispatchers Answered 1791 Calls. Of Those, 605 Were 9-1-1 Calls, 88 Were Walk In Requests. 1,467 Were For Police, 182 Were For West Frankfort Fire/Ems, 11 Were For Thompsonville Fire/Ems, And 2 For United Ambulance. For The Month Of August, We Collected $5,320.00 In Fines And Fees. Codes Report For The Month Of August 2022. Permit: 5-Building Permits, O-Sign Permits. Rental Properties: 11~Rental Inspections Performed. Case Activity Report ~ 70 Which Includes Doors Tagged Verbal Warnings, Vehicles Tagged, Inspections Of Violations, Inspections, Citations Issued, Letters Sent, Etc. And Brought In $900.00 In Fines And Fees For The Month Of July.

21. Building And Sign Permits ~ There Were No Building & Sign Permits. 22.Mayors & Commissioners Comments

The Mayor Stated He Has A Wonderful Report For Us On A Personal Level, He Has Traveled To Rochester Minnesota To The Mayo Clinic For Surgery And It Was A Complete Success. There Is No Cancer And All Reports Came Back Great. I Would Also Like To Thank My Staff Here Tonight And All The People That Work In This Office And The Commissioners, They Have Taken Care Of Me, Protected Me. The Prayers That I Have Received During This Past Year Has Humbled Me. God Worked A Miracle For Me.

Commissioner Reports

Commissioner Harkins Stated That It's A Pleasure To Serve With Two Good Departments Police And Fire. They Do Their Job Very Well And Professionally. I’m Just Very Proud To Be Able To Sit Up Here And State That. As Far As I Know Everything Is Going Just Fine In Both Departments.

Commissioner Simpson Stated She Had Been Gone For A Couple Of Weeks And Thanks Everyone Taking Care Of Things While She Was Gone.

Commissioner Stanley Stated The Guys Have Gotten All The Roads For Oil And Chipped. They Are Staying Busy By Either Ditch Cleaning, Fixing Pot Holes, Or Doing A Lot Of Sidewalks Right Now. Everyone Is Busy.

Commissioner Warren Stated In Sewer And Water Everyone Is Working Hard And Staying Busy. Jim Has Some Antennas Out For Phase I Of The New Water Meter Replacement. Superintendent White Stated They Put Up The Last Two Antennas Today. The Sewer Department Is Also Staying Busy As Well. There Is A Lake Committee Meeting This Thursday, September 15th At 6 P.M. Here In City Hall. So, If Someone Has An Issues At The Lake This Would Be The Time To Come To A Meeting. Also, I Was Asked To See If People Can Have Chickens In Town? Because Eggs Are So Expensive Some People Are Trying To Save Money. Codes Officer Snell Stated Our Ordinance Does Not Allow Chickens In City Limits.

Audience Comments:

Danny Loeh Was In The Audience And Stated He Sure Appreciates The New Roof To The Military Museum, B2n Construction Is Coming Back Next Week And Are Going To Pressure Wash The Museum, Paint Under The Eaves, And Replace The Fascia And Put Aluminum Trim Around It As A Gift To The Museum.

He Also Showed The Council A World War 1 Soldier's Purple Heart. This Will Be Displayed At The Museum. People Are Bringing Military Items As Donations All The Time Now. We Are Open On Sundays From 2 P.M. To 4 P.M. Or Will Open It Up Anytime Day Or Night If Someone Wants To Take A Tour Of The Museum.

When It Comes To Memorial Day, Veteran's Day Or 911 You See A Flag Every Once In A While. We Need To Try To Get Back To That Point, Someone Stated The Rotary Club Is In Charge Of Placing The Flags On The Roadway. Mr Loeh Stated He Will Accept Whatever Help He Can Get To Get These Flags Put Out All Down Our Main Street, We Would Appreciate It.

Amy Prudent With J&J Amusement Asked Since Liquor Barrell Is Raising The Building And Putting Up A New Building, With The Subtraction Of The VFW License Would The Liquor Barrell Be Able To Get That Gaming License? The Mayor Stated "Yes" He Will Recommend They Get The License. Once The State Approves Them. They Are Investing In Our Community And Have So For Around Twenty-Five Years. A Place Like Farm Fresh That Has Been Here For 65 Years Are Gaming Town That's Why We Have A Limited Number Of Gaming Licenses For Here In Town And Set Rules For That.

William Dugger Stated That The Flag Program For The Rotary Is Ran By Dalton Woolard Who Is The President. We Usually Put Around 100 Flags Up During Nine Holidays A Year. But Businesses Are Dropping Off. Mayor Jordan Stated He Would Like To Come To A Rotary Meeting To See If The City Can Help In Any Way. Danny Loeh Also Stated If There Is Anything He Can Do Please Let Him Know. Mr. Dugger Stated The Rotary Meets Every Tuesday At Lafiesta At Noon. Maybe We Could Get Together And Figure Out What We Can Do Together.
