City of Mt. Vernon City Council met Oct. 10.

Here are the minutes provided by the council:

The Mt. Vernon City Council met for a Special Meeting at 4:00 p.m. in the City Council Chamber at City Hall, 1100 Main Street, Mt. Vernon, Illinois.

Mayor John Lewis called the meeting to order.

ROLL CALL 

Present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE 

None.

CITY MANAGER 

City Manager Mary Ellen Bechtel requested permission to Purchase Property at 911 Broadway, formerly known as the Register News Building. A Resolution was presented for approval with the Commercial Sales Contract and Addendum to Contract with CNHI, LLC. The purchase price is $589,000.00. Earnest money in the amount of $10,000.00 has been previously paid. City Manager Bechtel stated that with Council’s approval, this would close within thirty (30) days from the date of the Resolution, pending approval of the Phase II Environmental and the ALTA title work. There was discussion regarding purchase and use of this property. Council Member Donte Moore stated he is against the purchase of the property and believes it is not fiscally responsible. Council Member Mike Young stated he believes this is a step in the right direction to get people coming to the downtown area. Council Member Joe Gliosci believes the potential for economic growth is greater than what is being spent to purchase the building. Mayor Lewis also believes this is going to have a significant impact on the downtown area. Council Member Ray Botch believes this is a very good project.

Council Member Mike Young motioned to approve Request to Purchase Property at 911 Broadway, formerly known as the Register News Building. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Young, and Lewis. No: Moore 

City Manager Mary Ellen Bechtel requested permission to Seek Requests for Proposals for the Redevelopment of 911 Broadway. Tony Iriti, Executive Director of the Jefferson County Development Corporation (JCDC) thanked the Council for going forward with this project. He stated that the JCDC will help in any way to promote the request for proposals to redevelop this space and that it will help with even more redevelopment of the downtown area.

Council Member Ray Botch motioned to grant permission to Seek Requests for Proposals for the Redevelopment of 911 Broadway. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Demolition of Part of 229 S. 9th Street, formerly known as DeMents. The building is in disrepair. It can be demolished without damaging the rest of the building at Jordan and 9th Street.

Council Member Ray Botch motioned to grant permission to Accept Bids for the Demolition of Part of 229 S. 9th Street. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

EXECUTIVE SESSION 

None.

ADJOURNMENT 

Council Member Joe Gliosci made a motion to adjourn the Special Council Meeting. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis. 

The Special Council Meeting was adjourned at 4:10 p.m.
