City of Mt. Vernon City Council met Oct. 17.

Here are the minutes provided by the council:

Mayor John Lewis opened the meeting.

Pastor Randy Steele of Southwest Christian Church led the Invocation.

The Pledge of Allegiance was recited.

ROLL CALL

Roll call showed present: Council Member Ray Botch, Council Member Joe Gliosci, Council Member Donte Moore, Council Member Mike Young, and Mayor John Lewis.

PRESENTATION OF JOURNALS

The Journals for the October 3, 2022 Regular City Council Meeting and the October 10, 2022 Special City Council Meeting were presented for approval.

Council Member Joe Gliosci motioned to approve the Journals as presented. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

VISITORS/CITIZENS REQUESTS/ADDRESSES FROM THE AUDIENCE

None.

APPROVAL OF CONSOLIDATED VOUCHERS FOR ACCOUNTS PAYABLE

The Consolidated Vouchers for Accounts Payable were presented to Council for approval.

Council Member Ray Botch motioned to approve the Consolidated Vouchers for Accounts Payable in the amount of $1,398,871.84. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

BIDS AND QUOTES

City Manager Mary Ellen Bechtel requested permission to Seek Bids for the Forest Avenue Storm Sewer Project. This is storm sewers on Forest Avenue from 20th Street to 24th Street.

Council Member Ray Botch motioned to grant permission to Seek Bids for the Forest Avenue Storm Sewer Project. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY MANAGER

City Manager Mary Ellen Bechtel presented Bid Results for Engineering Services at 11th Street and Casey Avenue. There were three bidders on this project. Staff recommendation is to award this project to the low bidder, Milano & Grunloh Engineers in the amount of $18,060.00.

Gonzalez Companies, LLC $59,700.00

Milano & Grunloh Engineers $18,060.00

Round Table Design $19,000.00

Council Member Donte Moore motioned to grant permission to accept the Bid Results for Engineering Services at 11th Street and Casey Avenue from Milano & Grunloh Engineers in the amount of $18,060.00. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

CITY ATTORNEY

City Attorney David Leggans presented an Ordinance to Rezone Property at 708 Fairfield Road and 714 Fairfield Road from R-2 to B-2. Petitioning Party: Amy Sneed. Kyle Lansdowne of Round Table Design spoke representing Dr. Amy Sneed who has purchased the property located at 708 and 714 Fairfield Road for the purpose of a Veterinary Clinic. This is to have the property zoned as it should be for the clinic. This item was recommended for approval at the Planning and Zoning Commission meeting 5-0.

Council Member Donte Moore motioned to approve Ordinance #2022-35, an Ordinance Approving the Rezoning of Property at 708 Fairfield Road and 714 Fairfield Road from R-2 to B-2. Petitioning Party: Amy Sneed. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented an Ordinance to Rezone Property at 14828 N. Memory Lane from R-1 to RM-2. Petitioning Party: Calvin and Shannon Edwards. Planning and Zoning reviewed and passed this 4-1. Calvin and Shannon Edwards were at the meeting and spoke to the Council and answered questions regarding the rezoning. The petitioning party purchased the property that had a burned-out mobile home on it. They have removed the dilapidated structures, cleaned up the property, and plan to place a new manufactured home on the property for their residential use.

Council Member Donte Moore motioned to approve Ordinance #2022-36, an Ordinance Approving the Rezoning of Property at 14828 N. Memory Lane from R-1 to RM-2. Petitioning Party: Calvin & Shannon Edwards. Seconded by Council Member Joe Gliosci. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented an Ordinance Granting Conditional Use for Property at 12580 Sparrow Lane. City Manager Mary Ellen Bechtel stated that this was reviewed and unanimously approved by the Planning and Zoning Commission. This Conditional Use allows for the construction of a church on the property. This is the same parcel where the proposed homeless shelter is being built.

Council Member Joe Gliosci motioned to approve Ordinance #2022-37, an Ordinance Granting Conditional Use for Property at 12580 Sparrow Lane. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented a Resolution of Support and Commitment of Local Funds for Use in Conjunction with an Illinois Community Development Block Grant. City Manager Mary Ellen Bechtel explained that the estimates for the lining of sewer lines included in the grant project have come in over the original budget from when the grant was written. To move forward with this, the City’s responsibility has increased approximately $140,000.00 to $249,000.00.

Council Member Ray Botch motioned to approve a Resolution of Support and Commitment of Local Funds for Use in Conjunction with an Illinois Community Development Block Grant. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

City Attorney David Leggans presented a Consent for Assignment of Lake Miller Leases from Deborah Willis to Roger Olson and Aimee Olson, Trustees of the RAO Family Trust. City Manager Mary Ellen Bechtel explained that there are two parcels which have the same lessee and being assigned to the same people. Tract #1 and Tract #2 of the leases to Deborah Willis are transferring to Roger Olson and Aimee Olson, Trustees of the RAO Family Trust.

Council Member Donte Moore motioned to approve a Resolution Approving the Assignment of Lake Miller Leases from Deborah Willis to Roger Olson and Aimee Olson, Trustees of the RAO Family Trust. Seconded by Council Member Mike Young. Yeas: Botch, Gliosci, Moore, Young, and Lewis.

MAYOR

Mayor John Lewis presented for the Council’s Advice and Consent the Appointment of Reverend Ron Lash to the City of Mt. Vernon Housing Authority Board.

Council Member Ray Botch motioned to approve the Appointment of Reverend Ron Lash to the City of Mt. Vernon Housing Authority Board. Seconded by Council Member Donte Moore. Yeas: Botch, Gliosci, Moore, Young, and Lewis.
