City Of West Frankfort City Council Met Nov. 8.

Here are the minutes provided by the council:

1. Mayor Jordan Called The Meeting To Order At 6:00 P.M.

Requesting A Roll Call. Commissioners Simpson And Warren Were In Attendance, Commissioner Harkins And Stanley Were Absent. The City Attorney And City Clerk Were Also In Attendance.

The Mayor Asked Chief Prudent To Start The Meeting Off And Present Corporal Sarah Emberton With A Lifesaving Award On Behalf Of The West Frankfort Police Department, Fire Department And The City Of West Frankfort.

On October 8th, 2022 At Approx 11:54:03 Am Dispatch Corporal Sarah Emberton Received A 911 Call From A Caller Requesting An Ambulance For His Pregnant Wife Who Believed She Was Having A Baby. After Determining The Baby Was, In Fact, Being Delivered, Corporal Emberton Remained Calm And Provided The Husband With Pre-Arrival Direction To Assist With Delivery Of The Baby.

Just 47 Seconds Later At 11:54:50 Am, The Baby Was Delivered But Not Breathing. Corporal Emberton Continued To Display A Calm, Professional Demeanor By Directing The Caller With Post-Delivery Instruction To Ensure The Baby's Airway Was Clear And To Induce Breathing. Following The Instructions Of Corporal Emberton, The Husband Was Able To Get The Baby To Start Breathing And Crying.

At 12:00:51 The Ambulance Arrived On Scene To A Healthy Mother And Newborn Baby. This Was A Direct Result Of The Pre-Arrival And Post-Delivery Instructions Provided By Corporal Emberton. On This Day, Corporal Emberton Was Presented With A Difficult And Life-Threatening Situation And Thrived In The Execution Of Her Duties.

On Behalf Of The West Frankfort Police Department, The West Frankfort Fire Department, And The City Of West Fankfort, I Want To Thank Corporal Sarah Emberton For Her Actions And For The Respect She Has Generated For

This Department. Please Accept This "Lifesaving Award" As A Token Of Our Gratitude, Stated Chief Prudent.

2. Mayor Jordan Asked For Approval Of The Minutes From The October 25th, 2022 Regular Council Meeting, Along With The October 27th, 28th & 31st Continued Council Meetings. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

3. The Next Item Was Approval To Pay The Bills In The Amount Of $154,002.00. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

4. The Next Item Was Approval Of An Ordinance Declaring Certain Real Estate Located In The City Of West Frankfort As Surplus Public Real Estate Under Ordinance Mp-5. The Mayor Stated For The Record This Is For The Properties Located At 410 E. Elm, 1810 E. Poplar, And 613 N. Jefferson. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: Commissioners Harkins, Simpson And Stanley And Mayor Jordan Voted To Approve. Commissioner Warren Voted No. Motion Carried.

5. The Next Item Was Approval Of An Ordinance Accepting Warranty Deed To Real Estate At 103 South Odle Street, West Frankfort. The Mayor Stated We Were Given This Property By The Heirs And They Have Deeded This Property Over To Us. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

6. The Next Item Was Approval To Advertise For Bids For Demolition Of Property. The Mayor Stated That Now That We Own This Property, We Are Going To Advertise That We Are Accepting Bids On 103 South Odle. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

7. The Next Item Was Discussion, With Possible Action, Regarding A Donation To The Frankfort Community High School Athletic Program Through The Video Gaming Fund. The Mayor Stated We Set Aside Part Of The Gaming Money That Comes Into The City For The Youth In School. The Mayor Would Like To Ask For The Councils Permission To Give $2,000.00 To The West Frankfort High School Athletic Program. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

8. The Next Item Was Discussion, With Possible Action, Regarding Replacement Of The Street Sweeper. The Mayor Stated We Have Met With Several Dealers A New One Is Really High In Cost So We Are Looking At Used Ones. Mr. Presley Stated The One At Key Equipment Got Sold Today As We Looked At It. The Other One's We Have Looked At Have Some Issues That We Would Want Fixed And They Aren’t In Any Condition That We Would Want To Buy. This Item Was Tabled Until They Can Find Another Sweeper.

9. The Next Item Was Approval Of Addendum #1 To The Water System Meter Replacement Phase Ii Documents. The Mayor Stated The Date Of The Bid Opening Would Be Changed To December 7, 2022 At 10 Am. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

10. The Next Item Was Approval For Brown And Roberts, Inc. To Advertise For Bids Regarding The Country Club Road Sanitary Sewer Extension. The Mayor Stated We Have Talked To Crownline And We Are Going To Extend That Sewer Line From Crownlines Building Across 37 To Blazing Trails Bbq. He Is In The City Limits; He Is A Business And We Have Annexed Him In So We Need To Get This Done. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

11.The Next Item Was Approval Of Contractor's Pay Estimate #2 To Midwest Petroleum & Excavating, Inc. In The Amount Of $325,994.99 For The West Frankfort Water System Meter Replacement - Phase 1. This Is For All The Materials That Have Come In For The New Meters Around Town. They Have Started Installing The New Meters. I Believe They Have Installed 150 New Meters In Two Days. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

12. The Next Item The Mayor Stated We Put The Wrong Thing On The Agenda; Its Supposed To Be For Mall Infrastructure Improvements And Not Water Meter System Replacement. It Was For Approval Of Invoice #13 From Brown And Roberts, Inc. In The Amount Of $29,144.04 Regarding Engineering Services For Mall Infrastructure Improvements Contract 2 - Ce. Commissioner Simpson Made A Motion For Approval, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

13. The Next Item Was Approval Of Contractor's Pay Estimate #13 To Samron Midwest Contracting, Inc. In The Amount Of $263,252.70 For Eda Award 06-01-06132 - Contract 2. Commissioner Warren Made A Motion For Approval, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

14. The Next Item Was Approval Of An Invoice From Heritage Petroleum, LLC In The Amount Of $5,817.28 Regarding Fuel For The Street And Sewer Departments. This Is To Fill Up Our Emergency Generators. With The Price Of Diesel Fuel, We Are Going To Try To Run Those Less. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

15. The Next Item Was Approval Of An Estimate From Midwest Petroleum And Excavating, Inc. Regarding Replacement Tail Shaft For The Sewer Department. Option 1 Is The Cheaper Option At $6,193 Plus Freight But Commissioner Warren Stated After Talking To Mr. Hubble, And Mr. Lampley We Have Decided Option 2 Is Our Best Option. They Would Like To Go With Option 2 At A Cost Of $9,821 Plus Freight. Commissioner Warren Made A Motion To Approve, Seconded By Commissioner Simpson. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

16. The Next Item Was Approval Of An Application For Raffles And Poker Run License Pursuant To 230 ILCS 15/1 Et Seq. It Is For Delta Theta Tau Sorority For A Blingo That Will Be Held In November. They Will Be Hosting A Bingo At The Aquatic Center Were People Can Win Designer Purses, Etc. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

17. The Next Item Was An Emergency Approval To Pay Beussink, Hickam & Kochel, P.C. In The Amount Of $14,000.00 Regarding The Final Bill Of The City Audit For 2020-2021. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

18. Officer's Report -

Fire Report For The Month Of October 2022. Chief Sailliez Reported That They Had 185-Ambulance Calls, 9 Rubbish/Illegal Fires, 4- Brush/Field Fires, 6 Motor Vehicle Accidents, 3 Vehicle Fires, 8 Fire Emergency; (Gas Leaks With The Fiber Optic Coming In They've Hit A Few More Than Normal, Power Lines Down), 3 Structure Fires, 2 Ambulance Calls Turned Over To Mutual Aid Due To No Third Ambulance, 3- Mutual Aid Fire Responses. For A Total Of 223 Calls During The Month. This Month Was Also Fire Prevention Month For The Department. The Department Hosted 450+ Students At The Firehouse And Also Presented Fire Prevention Class To Grades 3-6 At FIS And Also St. John's School. And We Will Be Taking Care Of All The In- Home Daycares In The Weeks To Come. The Department Used Approximately 10,000 Gallons Of Water. The Department Collected $29,715.38 For October Ambulance Calls.

Police Report For The Month Of October 2022. Chief Prudent Reported Officers Answered A Total Of 1,393 Calls For Service. Of Those Calls 20 Were Traffic Accidents, 5 With Injuries. Officers Responded To 27 Domestic Disputes, 9 Fights In Progress, 8 Alarms, 3 Intoxicated Persons, 6 Burglaries, 11 Reports Of Criminal Damage To Property, 27 Complaints Of Juvenile Problems, 18 Reported Thefts, And 67 Complaints Of Disorderly Conduct/Disturbances. And Officers Made 24 Street Contacts.

Officers Conducted 225 Traffic Stops, Issued 83 Citations, 180 Warnings, And 30 LW-27's. There Were 69 Adult Arrests Made And 4 Juvenile Arrests, Resulting In 102 Criminal Charges Filed.

Dispatchers Answered 1,689 Calls.

Of Those, 586 Were 9-1-1 Calls, 89 Were Walk In Requests. 1,393 Were For Police, 237 Were For West Frankfort Fire/Ems, 6 Were For Thompsonville Fire/Ems, 14 Were For Abbott Ems, And 1 For United Ambulance. For The Month Of October, We Collected $4,685.00 In Fines And Fees.

Codes Report For The Month Of October 2022. Permit: 3-Building Permits, 0~Sign Permits. Rental Properties: 16~Rental Inspections Performed. Case Activity Report ~ 39 Which Includes Doors Tagged Verbal Warnings, Vehicles Tagged, Inspections Of Violations, Inspections, Citations Issued, Letters Sent, Etc. And Brought In $250.00 In Fines And Fees For The Month Of October.

19. Building And Sign Permits ~ We Have One Building Permit.

It Is For Ben Wyant At 706 N. Lincoln. They Are Building A Great Room Onto Their Home. It Will Be A 24x18 Addition At A Cost Of $100.00 For The Permit. Commissioner Simpson Made A Motion To Approve, Seconded By Commissioner Warren. Roll Call Vote: All Commissioners And Mayor Jordan Voted To Approve. Motion Carried.

20. Mayors & Commissioners Comments~

The Mayor Stated We Is Amazed At Our Employees. Our Police And Fire Departments Are So Great. When We Have Emergencies; My Expectations Are Always Exceeded By Both Departments. But I Want To Thank The Water, Street And Sewer Departments For All You Do For The City. We Appreciate You All As Well.

Also Don't Forget To Go To The Veteran's Museum On Main Street On Friday, November 11th, 2022 At 11am For A Service To Be Held.

Commissioner Reports~

Commissioner Harkins Was Not In Attendance.

Commissioner Simpson Stated She Has Noticed The Big Wide Sidewalks That Are Going Through Town. West Frankfort Is Looking Better All The Time.

Commissioner Stanley Was Not In Attendance.

Commissioner Warren Stated Water Is Working. Jim White Water Superintendent Stated They Have Worked Two Days On Replacing The New Meters. They Will Be Back Next Week On Monday To Get Some More Put In. Commissioner Warren Stated Sewer And Water Are Doing Good. Also; Would Like To Say Its Starting To Look Like Christmas Around Here Saw They Were Putting Up Some Of The Decorations This Week.

Street Superintendent Larry Presley Stated That They Are Aware That Some Of The String Lights Down In The Center Of Town Down Main Street Are Not Working And Are Trying To Get Them Fixed.
